March 29, 2010 Meeting

Approval of February 22, 2010 Meeting Minutes
Motion by Harris, seconded by Baker to accept the February minutes, all in favor
EETC Update
No meeting this past month, nothing to report on.
Review of STC Candidate Joel Reitman
Joel Reitman’s name was forwarded to the Transportation Commission from Supervisor
Russell as a possible replacement for Ruth Oliva on the Commission. After a brief
discussion, Neb reported he will approve Mr. Reitman’s appointment and notify the
Supervisor.
Supervisor’s Requests
‘No Passing on Right’ Proposal by Peter Bell – Peter Bell spoke briefly regarding his
proposal (handout) for ‘no passing on right’ signs at congested areas throughout Town
such as busy farm stands and wineries. The NYSDOT reported that they will erect the
signs as requested, but has asked the Commission to come up with a list of targeted
locations. A brief discussion ensued over possible locations for sign placement. Capt.
Flatley agreed to prepare a list of possible sites throughout Town that would be eligible
for ‘no passing on right’ signs for next meeting.

Southold/Greenport Bus Shelters –
Nothing new to report
Orientation/Interpretive Signage Project – RBA Phase II –
Neb reports that there is a new
project manager for this project after the office went through reorganization. The new
manager reported that they were inundated with work from past projects associated with
the Stimulus Program. Neb reported that the RBA group contacted the NYSDOT to
attempt to move the project forward. The DOT has sent an email (handout) requesting
extra information on the ownership of properties that the signage is to be placed on.
Commission members reported on the progress of their work on information for the kiosk
signs and verifying work already completed.
7-11 Project, Mattituck –
Jamie Richter presented new site plans and a traffic plan for the
project, which included changes that were previously requested by the Commission. The
new plans were discussed briefly and the only suggestion that came up was to have
tractor trailer trucks making deliveries exit the property onto Rt. 25 W/B only, rather than
Factory Avenue.
Rt. 25, Mattituck – Town Study –
the Town is still looking to conduct a traffic study for
the whole area.
Valero Service Station – Cutchogue-
Kristy reports that there is nothing new to report on
the project as the Planning Board is still reviewing same. The Commission reports being
in favor of keeping the existing east exit of the property to Depot Lane.
Crosswalk in Peconic –
Discussion on the project again, Pete Harris states that he is
planning on painting a crosswalk for this project in the Spring, but has no monies
budgeted for any other improvements for the crosswalk area.
Traffic Light Request – CR 48 & Southold Town Beach –
To be taken off the agenda

Southwold Housing Project, Southold –
Still in litigation, to be taken off the agenda.
Shizen Project, East Marion –
Nothing to report, to be taken off the agenda.
Harbes Farm Winery Project –
Kristy reports that they have approved the variances and
the Harbes will be presenting new plans.
Old Business
Margaret reported briefly on the MTA’s reversal on cutting train service to the North
Fork and their commitment to recruit new ridership.
New Business
Randy Wells of Mattituck addressed the Commission on the timing of the traffic lights on
County Rt. 48 in Mattituck at the intersections of Cox Neck Road and Westphalia Road.
Mr. Wells requested the Commission to ask the SCDPW to look at their timing again as
he feels the wait time at these lights are extraordinarily long.
Councilman Talbot questioned why the 20 mph school zone was re-posted on Rt. 25 in
front of Mattituck High School. After being advised that the NYSDOT has set the low
speed posting at this location, Mr. Talbot requested the Commission ask the DOT why
the limit is 20 and not 30 mph, similar to other school zones throughout the Town.
Councilman Talbot advised the Commission that he received a letter from a Fred Kaelin
of Highland Road in Cutchogue complaining of parked cars associated with the
Presbyterian Church on the corner that are making it difficult to turn onto Rt. 25. Mr.
Talbot stated that he would bring the letter to the next meeting with the particulars of the
complaint.
