HomeMy WebLinkAboutLP-04/27/2010LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, April 27, 2010 at 7:00 p.m. Members Present: John Sepenoski, Chairman (7:30 p.m. – purposely late to avoid being present for Conway property discussion item which is a conflict of interest due to family relationship to property owners) Ray Huntington Lillian Ball Maureen Cullinane Monica Harbes Eric Keil (8:00 p.m.) Members Absent: Chris Baiz Also present: Melissa Spiro, Land Preservation Coordinator Al Krupski (Town Board Liaison) Stephen Searl, Peconic Land Trust Commencement: ?? The meeting began at 7:05 p.m. with six LPC members present. Adoption of Meeting Minutes: ?? ACCEPTANCE OF MEETING MINUTES FROM APRIL 13, 2010 HOLD until next LPC meeting as meeting minutes were not distributed in a timely manner for review. Land Preservation Applications and Inquiries: ?? SCTM #1000-54-7-21.1 (Estate of Julia Conway) Update: re: contract [executive session]. John Sepenoski, LPC Chairman, was not present for a discussion on this project due to a family relationship. The members entered into EXECUTIVE SESSION. Confidential contract information discussed. LPC reviewed landowner’s request in regard to future agricultural structure restrictions and request to retain 60± foot wide area to north of existing residential lot. LPC not in favor of restriction on agricultural structures. LPC accepted request to retain the 60± foot wide area to north of existing residential lot. ?? SCTM #1000-17-6-14.2; 1000-18-3-30.3; 1000-18-6-17.3 (Tuthill properties – South Dyer, LLC; North Brown, LLC and South Brown, LLC Appraisal review [executive session]. LPC reviewed concept of overall plan for the properties and reviewed appraisals for the properties. LPC put forth number, for discussion purposes, for potential purchase of development rights easements on the properties in conjunction with an overall Conservation Subdivision Plan. ?? SCTM #1000-45-5-3 & 4 (Sill) Appraisal review [executive session]. LPC reviewed appraisals. MOTION made by Eric Keil, seconded by John Sepenoski, to direct Melissa Spiro, the Land Preservation Coordinator, to present a purchase offer to landowner, Julia Sill, being one purchase offer for the purchase of both properties for open space purposes, at the combined appraised value with the life estate for Julia Sill. If landowner unable to use the life estate, the offer would be increased to the combined appraised value without the life estate. Motion carried: 6/0 END OF EXECUTIVE SESSION ?? SCTM #1000-63-3-18.1 (Scarola) New application. LPC reviewed application. Property is under 7 acres and is not adjacent to preserved land or located in the vicinity of other preserved lands. LPC decided that this property was not a high priority for preservation and did not wish to pursue preservation options. Melissa directed to notify landowner. Applications & Inquiries for Uses or Structures on Preserved Property ?? None Stewardship and Management: ?? SCTM #1000-87-6-12.1 (Town Open Space: Blocker Property) VIOLATION: Encroachment from SCTM #1000-88-3-19 Melissa Spiro and John Sepenoski to conduct field inspection of the entire area and to send letters to property owners if there are encroachments on Town-owned open space property. General Land Preservation Items: ?? FINANCIAL UPDATE HOLD – did not discuss due to time constraints. ?? AGRICULTURAL ADVISORY COMMITTEE MARCH 9, 2010 MEMO TO TOWN BOARD WITH RECOMMENDATIONS TO TOWN BOARD HOLD – did not discuss due to time constraints. Additions to Agenda: ?? UPDATE re: FEDERAL GRANT STATUS FOR DROSKOSKI & ZIP REALTY FARM PROJECTS Melissa Spiro gave update on the two active federal grants projects. NRCS is reviewing appraisals and easements at this time. Droskoski appraisal was just accepted by NRCS today after two supplement reports were completed. NRCS has raise issue about ZIP Realty in that it is planted in sod. Melissa is working with NRCS to try to solve issue, if possible. ?? MEETING RULES – OLD and NEW John Sepenoski reviewed the meeting rules previously established for the agenda and break. In addition he instituted two new rules: meetings will end at 9:30 p.m. and discussions will not stop when LPC members leave the room outside of the formal break period. Next Regular Meeting: ?? The next regular meeting will be held on Tuesday, May 11, 2010, at 7:00 p.m., in the Annex Executive Board Room. Adjournment: ??
