Findings: The project meets all the requirements for issuance of an
Administrative Permit set forth in Chapter 275 of the Southold Town Code. The
issuance of an Administrative Permit allows for the operations as indicated on the
site plan prepared by New Suffolk Waterfront Fund, Inc., received on February 5,
2010, and stamped approved on Mamh 17, 2010.
Special Conditions: The removal of all concrete, asphalt, stone and other
obstructions to an upland site before tilling begins.
Inspections: Final inspection.
If the proposed activities do not meet the requirements for issuance of an
Administrative Permit set forth in Chapter 275 of the $outhold Town Code, a
Wetland Permit will be required.
This is not a determination from any other agency.

Please consider this respome to a phone message from Jill asking what our plans are for dealing
with pieces of asphalt on the property for which we are applying for a permit,
Our application is to grow wildflowers on pan of the site. To do that, we propos~ limited ~lag¢
of the ground to prepare a rough seedbed. The reason for wildflowers rathc-r than more
imensive landscaping species is in part because the grouna contains chunks of cinderblock,
concrete, asphalt and other obsmictions to tillage. We propose to remove by hard those
obstmctiom that interfere with surface tillage. That includes the chunks of cinderblock,
concrete, asphalt, wood, rock steel and anything else that we find.
We cannot estilnat~ with any precision how much of this stuff will be removed, but I doubt if
it will be more than one truckload (5 cu yd).
When we agreed to purchase the site from thc Peconic Land Trust we had a thorough
environmental assessment conducted. As a result of that assessment we canSed out some
remediation at the end of which thc NYSDEC advised us that no further rem~:liafion is
necessary. Accordingly, we view removal of chunks of hard material on the site as a
preroquisite for tillage for wildflowers. We are not ,seeking a permit for additional site
remediation.
I hope this iuformation is nseful to the Board as it considers our application.

The proposed action has been reviewed to Chapter 268, Waterfront Consistency
Review of the Town of Southold Town Code and the Local Waterfront Revitalization
Program (LWRP) Policy Standards. Based upon the information provided on the LWRP
Consistency Assessment Form submitted to this department, as well as the records
available to me, it is my recommendation that the proposed action is CONSISTENT
with the below Policy Standards and therefore is CONSISTENT with the LWRP,
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in
preparing its written determination regarding the consistency of the proposed action.
