Box 1179 Southold, NY 11971 RE: Mr. William Villano "One Source Tool" Proposed uses for 1000-96-1-1 lot #9 Dear Ms. Woodhouse: Pursuant to our recent work session discussion on the above referenced use, your Board asked me to provide more information regarding the proposed tenancy. As we discussed, this applicant is a resident of Mattituck, with his children in the Mattituck School District, and this is not a franchise operation. He currently owns another building in Southampton Town where he conducts his business. At his Southampton location, he uses his facility for the warehousing, rental, repair and sale of tools and equipment. At this juncture he is presently warehousing more goods that he cares to and would like to relocate his main warehousing to Cutchogue. In addition to using this facility primarily for the warehousing of these goods to be distributed and sold elsewhere, it is his intention to be able to provide the service of repair and rental and sale of tools and equipment to our local building trades on a wholesale monthly billed account basis which will save many of our commercial users the trip to Southampton or elsewhere. For example and a partial list, his company is an authorized repair/parts facility for the following manufacturers: Hitachi Porter Cable Milwalkee Dewalt Metabo Bosch Makita Husqvarna Delta Jet Honda This equipment list is comprised of professional grade tools and equipment and is based upon his wholesale business to contractors. Some of the North Fork businesses that have accounts are: Burger Construction Seifert Construction Kolb Mechanical ~ Construction Management · General Contracting · Custom Homes Hardy Plumbing Custom Lighting of Peconic Dickerson Marine Bertsand Plumbing And many others. The breakdown of his current space allocation at his Southampton facility is as follows: Overall facility size: .................................................................. 14500 sq fl Area dedicated for offices, restrooms, wholesale sales and service ............. 3000 sq ft or ( 20 %) Although the size of his proposed facility is yet undetermined, the floor are ratios will be approximately the same. It is our opinion that this business is primarily that of a warehouse, secondarily that of a wholesale business to the trades and thirdly a repair/rental facility. These are all allowable uses under our code. The Building Inspector has initially determined that this is a retail facility. Any sales not to established trade accounts within the very small portion of the facility (less than 20% overall area) that may occur will clearly be incidental and accessory to the primary uses contained within the building. This is permitted under 100-141 -cl. Mr. Villano and I am available to discuss this at your earliest convenience and respectfully ask to be put on the agenda for the next work session. We are asking for guidance from the Planning Depamnent to be sent to the Building Department on this issue. This business has elements that are mentioned in our L.I. Code but it is not specifically listed. For Example: 100-141 A-3 Lists wholesale businesses as well as building material storage and sale. This is applicable because the proposed use deals primarily with the contracting trades, a majority of which have established accounts and are billed on a monthly basis. At the proposed facility, contractors can purchase rails, screws, saw blades, etc. - (building materials) 100-141 A-10 (Repair Shop not including auto & marine) is applicable as contractors bring their tools & equipment in for repair & services 100-141 A-12 (Machine & equipment workshop) is also applicable for the same reasons. It is my opinion that the L.I. Zone is the most appropriate for the use and location intended as it will not cause contractor vehicles (tracks, trailers, etc.) to be forced to the downtown hamlets (B & HB zones) and be a persistent constructive menace with regard to parking, maneuvering and pedestrian safety.
