Box 702 Rocky Point, NY 11778 Re: Property Located on Boisseau Avenue SCTM#1000-55-6-16 Dear Mr. Manzi: As requested, this office has researched whether or not it is possible to obtain additional access to the above-referenced property through a parcel located adjacent to the drainage basin for the Highpoint Meadows Subdivision. All of the properties adjacent to the drainage basin are privately owned and are improved with single-family residences. There are no vacant lots and therefore access from Tuthill Road is not possible at this time (see attached aerial photograph). The Town supports affordable housing developments and commends your efforts to help address our needs. However, as previously discussed, access will be the major impediment to developing this parcel. Without a 50' wide right-of-way, it will be difficult to obtain subdivision approval for this property. While we support affordable housing projects and believe this property would be suitable for residential development, access will be the major impediment to developing this parcel. There is a 25'-wide right-of-way attached to the subject property that also provides access to 8 other residential lots. Although this is a pre-existing right-of- way, the development of this 10+-acre parcel will require a minimum right-of-way width of 50' and a pavement width of 24'. However, the existing R.O.W cannot be widened without the acquisition of additional land. If this is not feasible, the only other option is to obtain a second access from Boisseau Avenue, which will require the purchase of one of the abutting lots on the west side of the parcel. Planning staff has reported these findings to the prospective buyer, Joseph Manzi. If you have any suggestions on how to deal with this matter, please advise this office accordingly.
