Dear Ms Chairwoman,
I have been retained by Ms. Barbara Harrington who is the neighbor of St. Patrick's church to the
east. I have reviewed the plans for the Church's new addition in the Planning Board's file recently.
While St. Patrick's is a house of worship the addition being planned is for educational purposes only.
According to section 100-31B-3 (a) of the zoning code "other educational institutions" are subject to no
building being less than 50 feet from any street or lot line. In the preliminary plans in the file the
proposed additional which will be used for educational purposes is substantially closer than 50 feet to
Ms. Harrington's lot line.
My client is not apposed to the addition. If the addition is constructed on the north side of the
existing building which will keep the 50 foot setback, the new addition will block the noises from the
parking lot for my client. Please see that the applicant revises the plan to conform to the zoning code or
seek a variance from the Zoning Board. If~{ou have any questions regarding this matter, please do not

We are in receipt Cf your letter dated March 2, 2004 about the above site plan. Your letter was placed in
the file and distributed to the Site Plan Reviewer.
At this time the site plan is a concept application and is not in the process for approval by the Planning
Board. The file status of this site plan is an incomplete application, which means that applicant is
expected to complete an application to be submitted with all the associated forms, fee, materials and etc.
It is possible that the site plan will evolve from the current file version.
It is best that you follow up in the future on the status of this site plan application. When the site plan
becomes a complete application the Planning Board will hold work sessions and a public hearing, which
can be utilized to express your concems.

Saint Patricks Church Addition

Dear Ms. Chairman,
I have reviewed the preliminary file for the new addition to the St. Patrick's Church on Main
Road, in Southold. I am the owner of the property adjacent to the church on the East side.
I find the new structure to be very attractive, but find that the Phase II section of the project
seems to be only 15 feet from my property line. I would like the Planning Board to request that the
applicant move the Phase II addition to the North side of the Phase I structure. This would give me more
of a buffer from the building and by having the building to the North side, it would also buffer the noise
of the cars in the parking lot.
Thank you for your consideration in this matter. If it would be possible I would like to be
informed of any work scission regarding this site plan.

§ 100-70. Purpose.
The purpose of the Residential Office (RO) District is to provide a transition area between
business areas and low-density residential development along major roads which will provide
opporttmity for limited nonresidential uses in essentially residential areas while strongly
encouraging the adaptive reuse of existing older residences, to preserve the existing visual
character of the town and to achieve the goal(s) of well-planned, environmentally sensitive,
balanced development, which the town has determined to be desirable.
§ 100-~11. Use regulations. //
In e Residential Office (RO) District, no building or premises shall be used and n6 'b~ilding or
part of a building shall be erected or altered which is arranged, intended or designed to be used,
in whole or in part, for any uses except the following:
A. Permitted uses.
(1) One-family detached dwellings, not to exceed one dwelling on each lot.
(2) Owner-occupied two-family dwellings.
(3) The following uses are permitted uses subject to site plan approval by the Planning
Board:
(a) Buildings, structures and uses owned or operated by the Town of Southold, school
districts, park districts and fire districts.
(b) Buildings, structures and uses owned or operated by fratemal organizations and
utilized for activities typically conducted by a fraternal organization, including but
not limited to public meeting places, charitable and fundraising events, patriotic
observances and catering for public and private functions.
(c) Bed-and-breakfast uses as set forth in and as regulated by § 100-3 lB(14).
(d) Professional offices.
(e) Churches or similar places of worship, parish houses, convents and monasteries.
(f) Libraries, museums, art galleries, exhibit halls, artists'/photographers' studios and
dance studios.
(g) Small business offices such as insurance agencies, real estate agencies, computer
software services, financial planning securities brokers and like-kind small business
establishments excluding retail sales of any kind or nature and limited to overall
floor space of 3,000 square feet.
B. Uses permitted by special exception by the Board of Appeals. The following uses are
permitted as a special exception by the Board of Appeals as hereinafter provided and subject
to site plan approval by the Planning Board, provided that not more than one use shall be
allowed for each 40,000 square feet of lot area:
(1) Special exception uses as set forth in and regulated by § 100-31 B(1) through (7) of the
Agricultural-Conservation District.
(2) Funeral homes.
(3) Apartments may be permitted over business/and professional offices as regulated by §
100-91B(4)(a) through (f), inclusive.
(4) Restaurants, except fast-food or formula restaurants.
(5) Custom workshops, provided that they shall not be all or part of a commercial center.
C. Accessory uses. The following uses are permitted as accessory uses and, except for
residential accessory uses and signs, which are governed by Article XX, are subject to site
plan review:
(1) Accessory uses as set forth in and regulated by § 100-31C(1) through (7) of the
Agricultural-Conservation District and subject to the conditions set forth in § 100-33
thereof.
(2) Accessory uses set forth in and regulated by § 100-42C(2) of the Hamlet Density
Residential District.
D. Additional standards. All permitted structures as set forth in this article, except for
single-family dwellings, shall be subject to the following:
(1) No outdoor storage or display of any kind shall be permitted.
(2) All permitted buildings and other structures shall be visually residential in character, the
visible architectural features of which shall be consistent and compatible with the
architectural styles of the existing structures in the immediate neighborhood.
(3) Store fronts of any kind whatsoever shall not be permitted.
§ 100-72. Bulk, area and parking regulations.
No building or premises shall be used and no building or part thereof shall be erected or altered
in the Residential Office (RO) District unless the same conforms to the Bulk Schedule and
Parking and Loading Schedules incorporated into this chapter, with the same force and effect as
if such regulations were set forth herein in full.EN(2)

Hi Mike,
I just confirmed a meeting with Mr. David Kelly on 12-11-03 @ 10:00am in the Town Hall. The meeting will be in
two parts, first to discuss the site plan requirements and the second to discuss the Building Department requirements.
Mr. Kelly informed me that his engineer, architect and surveyor will be at the meeting.
The proposal will be for an expansion to the chumh to include an education addition of classrooms. The requested
from Mr. Kelly was on the availability of yourself or someone from your department to be at the meeting to answer

Dear Mr. Semon:
As you may be aware, I am the Architect for the proposed parish center at Saint Patrick's
Church in Southold. I am also a part time resident of the Town. My family and I have
spent our past twenty summers in East Marion and have had a home there for six years. I
hope some day to retire there.
I am looking forward to meeting with you next week. Toward that end, I am enclosing a
schematic site plan, floor plan, elevation and a survey for your review. Along with
myself, attending the meeting will be Dave Kelly from the Diocese, our site engineer Tom
Wolpert and Howard Young from Young and Young, potentially the Pastor and a member
of their building committee. Hopefully we can cover some very useful groundwork to get

The Planning Board (PB) discussed the property road work for Saint Patrick's
Cemetery at the Work Session November 10, 2003 and agreed no site plan will
be required. The PB agreed to leave the drainage issues up to the Town
Engineer for recommendations.

Request: Preview new application.
Review: Amended site plan application received for new parking area. Layout
differs slightly from previous configuration presented on 16 SEP 2002. If layout
accepted will proceed with SEQRA determination.

Review: Current cemetery expanding into adjacent area on same lot. Applicant
asks how to proceed and is site plan required.

Request: Answers to questions regarding parking and wash pad configuration.
Review: Last work session the board requested rechecking the parking calculations
and asked if the wash pad was a "Rinse Aid" or similar pump-out facility.
The parking requirement for this storage building is 1 per 1000 square feet of
gross floor area or 3-4 spaces (3200sf/1000). Site plan provides 3 spaces.
According to the applicant the wash pad would be "environmentally sensitive"
and he could document that if need be.

Request: Building Department asks if a site plan will be required.
Review: This business was discussed at the 3 SEP 2002 work session where the board
determined that a site plan was not required for the construction of a farm stand for
this agricultural business. Building Department wants to clarify that the business
exists as a nursery (and not a farm) and asks if site plan is still not required.
