Present Were: Absent Was: Peter Young, Chairperson Anne Trimble, Member Doug Hardy, Member Audrey Horton, Member John Bredemeyer, Trustee Albert Krupski, Jr., Town Board Member Lauren Standish, Secretary Greta Schiller, Member Jack McGreevy, Member CALL TO ORDER The meeting was called to order at 4:30 PM by Chairperson Peter Young. GUEST SPEAKER Chairperson Peter Young introduced John Turner from the Preserve Plum Island Coalition. The Long Island Audubon Council and the North Fork Audubon Society formed the coalition, which was designed to have Congress reverse the proposed sale of the island and dedicate all or much of it to the U.S. Fish and Wildlife service as a National Wildlife Refuge. Mr. Turner provided the members of the CAC with a detailed proposal that included the history of Plum Island, Environmental/Ecological Resources, Cultural Resources, Proposed Sale of the Island, Proposal of the Preserve Plum Island Coalition, Consistency with Other Refuges, Role of Federal Government in Open Space Protection on Long Island, and Economic Benefits. The coalition is looking for other groups to join them. Town Board member Al Krupski suggested Mr. Turner contact the Supervisor's office and make an appointment to meet with the Town Board. He also mentioned that members of the Town Board and the Planning Dept. were scheduled to tour the island some time in March and suggested Trustee John Bredemeyer attend. Anyone else interested could contact Heather Lanza in the Planning Dept. for more information. APPROVAL OF MINUTES Moved by Audrey Horton seconded by Anne Trimble, to Approve the Minutes of February 18, 2010. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Doug Hardy, seconded by Anne Trimble to TABLE the Wetland Permit application of WILLIAM & DOLORES KREITSEK to construct a fixed catwalk (including entry ramp and seaward access ladder) measuring 3'X 100', supported by thirty-two (32) pilings (4"X 4"), comprised of non-treated materials. Located: 2455 New Suffolk Ave., Mattituck. SCTM#114-9-14.1 Inspected by: Doug Hardy, Peter Young The CAC Tables the application because the seaward end of the proposed dock wasn't staked and requests an opportunity to re-inspect in April. The CAC also questions the drainage pipe leading into the lake. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Audrey Horton, it was RESOLVED to SUPPORT the Wetland Permit application of BRENDA HELIES & PATRIClA COLAGIURI to construct approx. 77' Iow-profile vinyl groin in place of +/-95' timber groin by replacing (in-place) +/-77' functional portion of existing groin and removing most seaward 18' of existing groin located seaward of ALW. Located: 2500 Park Ave., Matttiuck. SCTM#123-8-13 Inspected by: Doug Hardy Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Anne Trimble, it was RESOLVED to NOT SUPPORT the Wetland Permit application of the TRUST U/W OF R.C. KOPF F/BIO KRISTEN POWERS to construct a 25' vinyl groin extension to the landward side of an existing timber groin and remove +/-14 If. of adjacent deteriorating steel groin. Located: 220 Park Ave. Ext., Mattituck. SCTM#123-8-26.1 Inspected by: Doug Hardy The CAC does Not Support the application and should be rs-examined for a shorter and lower groin. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Anne Trimble, it was RESOLVED to SUPPORT the Wetland Permit application of MICHAEL & CAROLEE LEVlSON to construct a one-story addition and deck addition with steps onto an existing one-story, one-family dwelling; install a drainage system of leaders, gutters and drywell; and establish a 10' wide non- tur[ buffer. Located: 1025 Albacore Dr., Southold. SCTM#57-1-14 Inspected by: Peter Young Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Anne Trimble, it was RESOLVED to SUPPORT the Wetland Permit application of JAMES G. ANDERSON & ROSEMARY ELLIS to convert the existing attached garage into living space, construct a second- floor addition above the existing garage, construct a new 17'X 25' garage with breezeway, install new windows and doors, existing roof above stoop to be removed and stone stoop to be widened, and construct a second-floor balcony above stoop. Located: 2875 Bay Shore Rd., Greenport. SCTM#53-6-2 Inspected by: Peter Young Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Audrey Horton, it was RESOLVED to SUPPORT the Wetland Permit application of KENNETH & ELIZABETH LESTRANGE to construct a second floor addition above the existing residence. Located: 960 Willis Dr., Mattituck. SCTM#123-10-1 Inspected by: Doug Hardy Vote of Council: Ayes: Doug Hardy, Audrey Horton, Peter Young Recused: Anne Trimble Motion Carried Moved by Doug Hardy, seconded by Anne Trimble, it was RESOLVED to SUPPORT the Wetland Permit application of BUD HOLMAN to construct a second-story addition onto the existing dwelling, a 265 sf. deck, and install a drywell to contain storm water roof run-off. Located: 350 Park Ave., Mattituck. SCTM#123-7-8 Inspected by: Doug Hardy Vote of Council: Ayes: All Motion Carried 4 DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND AND COASTAL EROSION PERMITS Moved by Doug Hardy, seconded by Audrey Horton, it was RESOLVED to NOT SUPPORT the application of DONNA WEXLER to Amend Permit #5046 to include two (2) 8" dia. offshore pilings. Located: 1775 Indian Neck Lane, Peconic. SCTM#86-5-9.1 Inspected by: Doug Hardy The CAC does Not Support the application because of the lack of water depth at the end of the dock. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Anne Trimble, it was RESOLVED to SUPPORT the application of CHRIS CYPRUS to Amend Permit #7094 to demolish the middle of the dwelling and construct a new foundation under the newly constructed middle of the dwelling; lift up the second-story portion of the dwelling and add additional blocks to the existing concrete block foundation; add drains to the foundations; add drains to the existing garage and new raised roof to match the rest of the dwelling. Located: 1100 Sound Beach Dr., Mattituck. SCTM#99-1-4.2 Inspected by: Doug Hardy Vote of Council: Ayes: All Motion Carried CAROL PUFAHL to Amend Permit #6979 to replace the railings and deck surface on the existing second-floor deck; remove the existing built-in barbeque and replace with a masonry barbecue in a new location; square off the existing section of an existing deck; add deck area over near new barbeque; place relocated hot tub onto a deck structure instead of a slab on grade; remove and replace the deck surface finish; remove and replace the existing deck railing; and repair or rebuild sections of the deck structure as required. Located: 700 Teepee Trail, Southold,. SCTM#87-2-25 The CAC did not make an inspection, therefore no recommendation was made. Member Anne Trimble will attend the next regular meeting of the Board of Trustees scheduled for Wed., March 17, 2010. The next meeting of the Conservation Advisory Council has been set for Wed., April 14, 2010 at 4:30 PM at Down's Farm Preserve.
