It was determined that the mock-up was smaller than the proposed sign. Despite this discrepancy,the mock-up served its purpose: to help visualize the proposed sign as it will appear when constructed to determine whether the scale was appropriate. After viewing the mock-up sign at the site,the Planning Board determined it is too large and does not fit the character of the hamlet. The Board felt that the sign itself(the part containing the words)was of appropriate scale, but the stone piers and columns were too massive. Please submit a new plan that addresses these concerns, and also takes into account the design principles in the Town Code regarding signs--a portion of which is reproduced below: § 280-82. General design principles. [Amended 11-29-1994 by L.L.No. 25-1994] Decisions by sign applicants shall be guided by the following general design principles: A. Determinations a. The sign does not impede line of sight of vehicles. The location and angle are good. b. The mock-up sign on site does not match the diagram submitted to the Planning Board. The sign is about 30%smaller on site than what the diagram shows. The stone wall connecting the piers is also not shown on the mock-up. c. The mock sign structure even with the reduction is size, is too large. 2. Recommendations: a. Clarify with the applicant what exactly they want. b. Use more landscaping (boxwoods in the rear of the sign)to soften the scale of the sign. 3. Questions: a. Are the stone piers considered signage and totaled in the total square footage requirement. b. Lighting? The sign code is included in part below. D. The Building Inspector shall review the proposed sign and can approve, deny or condition a permit based on the provisions of this Code. The Planning Board may approve signs which differ from the quantitative requirements set forth in this article in the site review process provided that a finding is made that said sign or signs conform to the general design principles outlined in §280-82 hereof, and provided further that no sign shall violate the sign prohibitions and general restrictions listed in 4 280-83 herein. D. Balloons or other gas-filled figures shall be prohibited. E. Permanent exterior signs made out of cardboard, paper, canvas or similar impermanent material are prohibited. F. A. There is a Leaching Pool indicated on the easterly side of the existing dwelling. How will run-off generated by the westerly side of the building be directed into this leaching pool? Roof leader locations and underground drainage pipe should be noted on the drawing. B. The proposed leaching pool in the parking lot does not indicate any proposed elevations. The invert or top of grate elevation should be noted. In addition, elevations at the perimeter of the proposed parking areas should be shown. Gravel parking surfaces should provide a minimum pitch of 1/4" per foot. 2. A new 24'wide curb cut has been proposed. This curb cut should be shown in more detail to provide elevation points to verify alignmentwith the existing road pavement. A cross section of this cut should also be provided to indicate a minimum thickness of 6" and the installation of welded wire fabric. This 6" thickness and wire fabric should also be required of the sidewalk as it extends through the curb cut. 3. A new sidewalk has been proposed for the westerly side of the site along Depot lane. This note also includes the phrase"NO CURB". I have reviewed this proposed new sidewalk with the Highway Superintendent. As per his direction,if a sidewalk is to be installed, he will require the installation of new"Type A"curbing thatwill align with the existing edge of pavement along Depot Lane.
