HomeMy WebLinkAboutHiggins, LawrenceNARRATIVE DESCRIPTION Higgins Residence #1000-117-10-3.3 #1000-117-10-3.4 May 30, 2008 BACKGROUND Homeowner, Lawrence Patrick Higgins III, owns two adjacent parcels in the hamlet of New Suffolk. Parcel #1000- 117-10-3.3 is a 1.194 acre lot located on Jackson Street. Parcel #1000-117-10-3.4 is a 1.259 acre waterfront lot abutting the Great Peconic Bay. Both lots meet the Town's ~Lot Recognition" requirements and the lots have not merged. It is the Mr. Higgins intention to maintain both lots indefinitely, solely for the use and enjoyment of his family. The Jackson Street parcel is currently improved with a single-family home, detached garage, and driveway. This lot is also substantially landscaped with mature trees and shrubs. There is no contemplated work for this lot and the improvements will remain as-is. The waterfront parcel is essentially unimproved, consisting of a substantially fiat and open lawn area, partially vegetated slope, and deep sandy beach. It is proposed that this lot will be improved with a modest beach house and swimming pool. PROPOSED SCOPE OF WORK The site will be developed as an amenity to the adjacent home, expanding the recreational opportunities and providing guest accommodations. The proposed beach house will be modest and compact, include two-stories, a walk-out basement level, accommodate 2- 3 bedrooms and measure approximately 864sf in footprint and 2,600sf in gross floor area. Located on what is currently open lawn area, above the slope, and to the side of the lot, the beach house will take advantage of Bay views and serve pool and beach activities, while maximizing open space and affording privacy. The in-ground swimming pool, measuring approximately 20ft by 50ft, will be surrounded by a masonry deck and served by a wood pergola shade structure. Adjacent to the pool deck, a below-grade root-cellar type structure will house the pool equipment and provide off-season storage for pool & beach furniture, equipment, etc... The pool and deck (elev. 15 NGVD) will be set approximately 6 feet below the existing grade of the surrounding lawn area (elev. 21 NGVD). The depressed configuration of the pool will provide protection against the wind, afford privacy, maintain Bay views from the rear lot, and discreetly conceal the structure from the public's view. The root-cellar pool equipment and storage room will be constructed entirely below grade, with the exception of the access door, and preserve the feeling of open space. Alternative energy strategies include; discreetly outfitting the top of the pergola with a grid-tied solar photovoltaic (PV) system (approx. 3-6kw), and providing an array of 2-3 small wind generators near the top of the slope. The wind generators will be similar to equipment currently used on recreational sailing craft, with turbine blades measuring approximately 4 feet in diameter, pole mounted (12-15 feet high), and supplementing the grid-tied PV system. The PV and wind generator systems will comply with all of the accessory structure bulk requirements of the Zoning Ordinance. Landscape work will include; property line buffer enhancement planting, maintaining a large open turf playing field (approx 15,000 sf), and substantial shoreline restoration and enhancement (approx. 10,000 sf). Shoreline restoration and enhancement planting will be implemented to temper the wind, stabilize the slope and dune surfaces, visually screen the improvements, and support the seashore ecosystem. Substantially native and adapted, appropriately salt & drought tolerant, and deer resistant plant materials will be utilized. Infrastructure improvements will include the necessary utility, well, septic, and drywell systems. The entire project will incorporate high performance green building design and construction methods. To that end, the project will be registered with the US Green Building Council's LEED for Homes rating system.
