A meeting of the Southold Town Conservation Advisory Council was held Wed., January
13, 2010 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:30 PM by Acting-Chairman Peter Young.
NEW BUSINESS
Acting-Chairman Peter Young introduced Trustee John Bredemeyer, as the new liaison.
John provided the council members with a brief overview of his background, as a former
Trustee from 1984-1994, and as a current employee of the Suffolk County Health Dept.
Bureau of Marine Resources.
A copy of the mooring report was given to Trustee Bredemeyer. Peter noted that the
Trustees have not yet provided the CAC with a response.
Member Jack McGreevy thought the CAC should have a formal Town Board liaison as
well. Peter added that he would like to establish liaisons with the other Town committees.
Jack reported that he recently met with Supervisor Russell and stated that the Supervisor
thanked the CAC for all their input and apologized for not having a better system for
acknowledging the input.
APPROVAL OF MINUTES
Moved by Doug Hardy seconded by Anne Trimble, to Approve the Minutes of December
9, 2009.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Peter Young, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the application of MICHAEL & BETH NEUMANN to construct
a 4'X 75' open grate fiberglass catwalk supported by untreated 4"X 4" timber posts, a 3'X
15' ramp and a 6'X 20' float secured by (2) 10" piles.
Located: 3329 Grand Ave., Mattituck. SCTM#107-1-12

The CAC Supports the application, however the project wasn't staked. The council
questions the need for 10" pilings and recommends the dock is constructed parallel to the
shoreline to minimize intrusion into the channel.
Vote of Council: Ayes: All
Motion Carried
Moved by Doug Hardy, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit application of GEORGE BALDWIN to
construct a 4'X 3' access platform, 2.5'X 9' ramp and a 3'X 12' floating dock.
Located: 1045 Island View Lane, Greenport. SCTM#57-2-21

Moved by Peter Young, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit application of lAN McKAY for the existing
4'X 13.5' timber catwalk, 3'X 2.7' steps, and a 208 sq.ft, brick patio.
Located: 560 Sunset Ave., Mattituck. SCTM#115-3-2.1

The CAC Supports the application with the Condition a non-turf buffer no less than 15' is
installed at the base of the slope contiguous of the shoreline.

Motion Carried
Moved by Peter Young, seconcded by Doug Hardy, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of GEORGE KOFINAS for
the inkind/inplace replacement of an 11'X 50' wood deck and 8'X 32' bath house.
Located: 552 East Rd., Cutchogue. SCTM#110-7-18.2

The CAC would Not Support this application under any circumstances.

Motion Carried
Moved by Doug Hardy, seconded by Peter Young, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of FREDERIC
ENDEMANN to resheath approx. 36' of timber bulkhead with vinyl sheathing, construct
approx. 160' of Iow sill timber bulkhead utilizing vinyl sheathing and to plant area with
Spartina Alterniflora 12" on center.
Located: 840 Old Harbor Rd., New Suffolk. SCTM#117-5-51.1
The CAC does Not Support the application because the proposed Iow-sill bulkhead does
not conform to the Code and recommends rip-rap or gabions with at least a 15' non-turf
vegetated buffer.

Motion Carried
Moved by Peter Young, seconded by Doug Hardy, to
TABLE the Wetland Permit application of the MATTITUCK PARK DISTRICT to construct
approx. 63 If. of vinyl bulkhead in-place of (and 1' higher than) existing timber bulkhead;
construct approx. 124 If. of vinyl bulkhead in-place of (and 1' lower than) existing timber
bulkhead; remove and replace (in-place) +/-15' timber return with vinyl return; permanently
remove +/-60' of outer timber bulkhead and approx. 65 cy. of sand fill contained therein,
which is to be reused as backfill behind new bulkhead; extend existing groin landward by
approx. 8' to close gap created by proposed removal of outer bulkhead and fill; remove
and replace existing fencing behind bulkhead; and remove and replace (5) existing
pilings/pipes securing floats with 8" dia. timber pilings.

The CAC Tables the application and requests the opportunity to meet with the Town
Board and investigate other options.

Motion Carried
Moved by Peter Young, seconded by Doug Hardy, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of KATHERINE
PERRETTA to construct approx. 65 If. of vinyl bulkhead (including return) in place of
existing timber bulkhead and backfill with approx. 10 cy. clean sand to be trucked in from
an upland source.
Located: 1000 Bridge Lane, Cutchogue. SCTM#118-1-18.3

The CAC does Not Support the application and recommends 65' of bulkhead is removed
and replaced with rip-rap or gabions. The CAC also questions the purpose of raising the
bulkhead 6".
Vote of Council: Ayes: All
Motion Carried
Member Jack McGreevy will attend the next regular meeting of the Board of Trustees
scheduled for Wed., January 20, 2010.
The next meeting of the Conservation Advisory Council has been set for Thurs., February
18, 2010 at 4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:45 PM.
