Dear Supervisor Russell:
As per your request, this is follow up to my letter to you dated November 12, 2009, your letter dated
December 7, 2009 and our recent telephone conversation, all regarding a proposed federally-funded
transmission water main to Orient.
Historically, in some instances the SCWA has installed transmission and distribution mains in the
Town, and the Town has subsequently amended the Town's Water Supply Plan Map to reflect those
installations. In other instances the Town has amended its map, and the SCWA subsequently installed
the water, main.
The SCWA is supportive of the Town holding a public hearing to consider amending the town water
m~,~;0~na}u, de W~.l~ansmission main to Browns Hills either before or after the transmission main is

This action will facilitate clean drinking water to be brought to the residents of Browns Hills, who now
do not enjoy dean drinking water to their entire homes. They currently have only a small spigot at
their kitchen sink that provides water at the rate of 1.5 gallons per hour. Further, it would allow
existing homes abutting this transmission main to get off their private wells and onto a high quality
public water supply if they so choose.
Action by the Town to map this transmission main would not have any growth-inducing or
unintended consequence. Such has been the case with the 31,00o linear feet of transmission main
already installed in other areas of the town, which the Town added to its map in 2007.
You should also be advised that the SC'WA Board will be considering two Orient-related actions at
their meeting of ~Ianuary ~9, 2o~o. First, it is anticipated that the Board will officially designate the
Browns Hill main as a transmission main allowing only existing premises served by private wells to
connect. Second, it is anticipated that the Board will direct SCWA staff to undertake and complete an
Orient whter supply plan together with an environmental impact statement for such plan at the
earliest possible time.
I will forward to you the resolutions of the SCWA Board from the January 19t~ meeting as soon as they
are available.
