The meeting began at 7:08 p.m. with four LPC members present. Chairman John Sepenoski was
intentionally late to avoid discussion of Conway property due to family relationship with landowner.

ACCEPTANCE OF MEETING MINUTES FROM DECEMBER 8, 2009
Discussion headed by Ray Huntington regarding minutes phrasing of “offers” was discussed, and
further discussion pertaining to this matter will be continued at a future LPC meeting.
MOTION made by John Sepenoski, seconded by Maureen Cullinane, to adopt the December 8, 2009
meeting minutes with amendments by Lillian Ball.

John Sepenoski, LPC Chairman, was not present for a discussion of this project due to a family
relationship.
The LPC members entered into EXECUTIVE SESSION.
Update re: status [executive session].
Town Board receptive to using funding from the $4 million bond towards part of this project.
Community Preservation Fund (CPF) would fund extinguishment of development rights and bond
would fund restricted land purchase. Melissa was requested by Councilman Ruland to inform
Agricultural Advisory Committee meeting of this project and Melissa attended the next Ag Advisory
Committee meeting and made presentation of the proposed project.
LPC offer was presented by Stephen Searl, PLT and Melissa Spiro to Conway Estate Executor for
consideration and are waiting for response from property owners.

Contract between landowners and The Nature Conservancy has been signed by Manor Grove Corp.
members. County is ready to proceed if contract is signed by the end of the County’s fiscal year
according to conversation between Janet Longo (County) and Melissa Spiro. LPC ready and willing to
proceed with Town/County 50%/50% partnership if County proceeds as planned.

Inquiry re: property adjacent to Laurel Lake Preserve.
Landowners contacted Melissa regarding sale of their property with residential home that is situated
between Town parkland (baseball fields) and Laurel Lake Preserve (Town Open Space) in Laurel.
Landowners willing to offer property to Town at a fair price. Melissa to do further investigation into
possibility of acquiring land for preservation and residential home for affordable housing or
stewardship center. LPC would like opportunity to inspect house and suggested Philip Beltz, Deputy
Town Supervisor, also attend site inspection to possibly be scheduled in January 2010 with
landowners.

Peconic Land Trust presented info in regard to the status of this property. Property is owned by an
Estate. Melissa Spiro to contact Mary Wilson, Esq. (attorney for LPC open space acquisitions) to help
review preservation opportunities.

Re-listing of property for sale.
Town has made previous offers to landowners for the purchase of a development right easement on
both parcels and all offers were declined.
Tom McCarthy, real estate broker, is actively marketing these parcels for the landowners at this time.
He has researched and found that southerly lot may have been incorrectly merged by Town and
County and is marketing the southerly lot as two parcels.
No action to be taken at this time. Mr. McCarthy to drop off proposal for land and lots being cut out.
Will discuss in further detail at LPC January 12, 2010 meeting.
Applications & Inquiries for Uses or Structures on Preserved Property

SCTM #1000-87-6-12.1 (Town/County Open Space f/k/a Blocker)
Update re: Takaposha Road
Town/County partnership purchased Blocker property in June 2008 . Town assumed responsibility of
maintaining right-of-way leading to five residential homes located in the area and accessed through
the “Blocker” property.
Town Code Enforcer has made Committee aware of poor condition of right-of-way and need for
immediate repairs and maintenance of roadway for emergency service vehicles. Jim McMahan,
DPW, instructed to grade roadway, trim overhanging tree limbs, brush, etc. that is blocking access,
and to snow plow when necessary.
CPF monies are not to be used for right-of-way maintenance as this roadway is for private use, and
money used for repairs should be taken from DPW budget lines. No management plan has been
established for this parcel. LPC has recommended limited parking for preserve (possibly 4 parking
spaces) to be located in area on north side of parcel nearer to Main Bayview Rd.
MOTION made by John Sepenoski, seconded by Monica Harbes, to make a written request to Town
Board that any parking area established on this Town/County open space parcel to be kept as close
as possible to Main Bayview Road as is practical, that public vehicle access to Takaposha Road not
be allowed, that no CPF funding be used maintain Takaposha Road as the purpose of Takaposha
Road is for private access to existing residential homes only and this private access was not intended
for use as public access to open space areas under the purpose of the acquisition.

Poultry Farming
PLT presented information.
Stephen Searl, PLT presented a proposal for poultry farming on lands on which development rights
have been sold. No action to be taken at this time. There is a need to clearly define “processing”
within the Town Code.

Request for construction of chicken coops
Al Krupski made a verbal request for LPC approval of the construction of a 8’x12’ chicken coop within
an area which is located within the PDR area. Easement language was reviewed and LPC found that
this is an allowable usage within the easement area.
MOTION made by John Sepenoski, seconded by Maureen Cullinane, to grant LPC approval for Al
Krupski’s request to construct an 8’x12’ chicken coop in the area so designated by Mr. Krupski that is
located within the easement area.

General Land Preservation Items:

LAUREL LAKE PRESERVE (per John Sepenoski, Chair)
John Sepenoski presented information about trees that were donated to the Town and planted near
the pavilion at Laurel Lake Preserve, violating the Town Board adopted Management Plan. There
appears to be 3 tamarack or larch trees planted south of the pavilion. These trees required poorly
drained soil which is not the soil condition located near the pavilion.
Al Krupski to go to Town Attorney about repeated violations of adopted Management Plans.

AGRICULTURAL ADVISORY COMMITTEE MEMO TO TOWN BOARD
Update re: recent Agricultural Advisory Committee Meeting.

Melissa attended recent Agricultural Advisory Committee meeting to update this committee
on the $4 million bond and its application. Ag Advisory Committee would like coordination
between both committees regarding the $4 million bond and ag definition review.
Melissa will be working with Town Attorney’s office regarding questions that may come up
and need to be dealt with for the bonding procedure.
Discuss next steps.
