Box 1179 Southold, New York 11971 Nelson, Pope & Voorhia, LLC 572 Walt Whitman Road Melville, New York 11747 (631) 427-5665 Date: August 25, 2009 Nelson, Pope & Voorhis, LI£ (NP&V) has been requested to prepare a proposal, including a scope of services and fees for a full demographic inventory to be included as a separate chapter within the Town's Comprehensive Plan Update.. This demographic inventory will build upon Task 3, as outlined in the scope of services for the Economic Development Outlook chapter (submitted under separate cover), or can be provided to the Town as a stand-alone product. The following provides a summary of the proposed approach to this assignment and product which will be provided to the Town. NP&V will inventory the past, present and projected (where available) demography throughout the Town of Southold. This inventory will reveal critical trends and information pertaining to the residents, housing stock, transpoflalion pauerns and business climate within the Town. The demographic inventory will allow the Town to take steps in plannin~ for the future, through the changing demographic makeup of its residents, visitors and businesses, the skills of the labor force, the type of development or oppommilies that the Town may demand to ada~ to future ghange, the nature of the market that would suppo~ the local economy and those that will ufilizg the Town's resources. Ultimately, the demographic inventory will lay the framework for Pa~el developing appropriate goals and strategies to best promote and plan for the future conditions and needs of residents and businesses located throughout the Town. The demographic inventory will comprise general demographic, housing, social and economic characteristics including: · Existing households and growth trends · Age of population and projected changes in: o School-aged population o College-aged population o Working-age population o R~ nester population o Retired population Ho~sg~g Ckaratteristics · Type of housing · Age of housing · Occupancy · Seasonalresidency · Tenure · Average household size · Housing values · Rental value8 Soeim/Ckameteds~/e~ · F~h,eotional at~inment · Pri~r rcside~7 · Nalivity · Language spoken at home · Heallh factors o As~hm.'m o Obesity o Nutrition Economic Cl~r~et6misti~s · II1¢0~ o Median household income o Per capita income · Place of work among Town residents · Unemployment trends · Comm,lling patterns · F. mpIoyment by occupation and industry · Poverty · School district report cards · Free/reduced lunch eligibility These data will be collected for 1990 and 2000, and whore available and applicable, NP&V will purchase and utilize the most recent estimates (2008/2009) and projeclions (2013/2014) to reflec~ the current and future state of the Town. These data will be gathered at the smallest geographic area appropriate for a study of this size - including each of the Town's hamlets (Census Designated Places), whore available, and compared to the Town (County Subdivision) and Suffolk County. To conserve resources, NP&V will utilize existing demographic data available from the Town, Suffolk County and LIPA, and purchase current estimates and projections through comm0rcial data provid0rs including Nielsen Claritas and Environmental Systems Research Institute (ESR0. Other sources of data include the U.S. Census Bureau, U.S. Department of Labor, U.S. Department of Health, U.S. Bra-eau of Justice Statistics, National and State Registers of Historic Places, New York S~ate Economic Development Cotmcil and New York State Education Department. The demographic inventory will be a complete chapter for inclusion in the Comprehensive Plan Update. The demographic inventory serves as a crucial step in the Comprehensive Planning process, in allowing for a clear understanding of where the Town was, whore it is, where it is projected to be in the future, and ulfimmely, how such inevitable change is anticipated to impact varioas aspects of the Town.
