En-Consultants, Inc. on behalf of JOHN BIGGANE requests a Wetland Permit and Coastal
Erosion Permit to restore the washed out area of bluff face in conjunction with neighboring
property owner to east via placement of portion of approx. 700 cy. clean sand and erosion-
control matting; planting of native vegetation; construction of portions of two vinyl terrace
retaining walls; and establishment of a portion of a 15' wide non-turf buffer (inclusive of 3' wide
planted berm). Located: 8871 Oregon Rd., Cutchogue. SCTM#83-1-34
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment
Form submitted to this department, as well as the records available to me, it is my
recommendation that the proposed action is CONSISTENT with the Policy Standards and
therefore is CONSISTENT with the LWRP.

preparing its written determination regarding the consistency of the proposed action.

The project is consistent with Policy 4 because of proposes to employ primarily vegetative measures, including placement of fill,
erosion-control matting, and indigenous plantings in conjunction with the minimal use of structural remedies (two terrace retaining walls
designed to maximize the potential for the successful establishment of the fill and plantings) to restore, stabilize, and enhance an eroded
bluff (the natural resource and natural protective feature) and minimize the potential future damage and loss associated with the flooding
and erosion of that resource.
