THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2010-73 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON
JANUARY 5, 2010:
RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs
Supervisor Scott A. Russell to execute the Memorandum of Understandln.o between the
Town of Southold and RSVP (Retired Senior Volunteer Program) regarding the Human
Resource Center working with RSVP as a volunteer station providing various services to
homebound senior citizens, at no cost to the Town, for the period January 1, 2010 through
December 31, 2012, subject to the approval of the Town Attorney.

For the Period of January 1, 2010 to December 31, 2012
In accordance with the Corporation for National and Community Service (CNC$) regulations, the following
responsibilities 1-12 are agreed to by signing parties.
VOLUNTEER ASSIGNMENT:
Station Responsibility: Collect and Report information that demonstrates changes/improvements as a result of
volunteer efforts.
RSVP Responsibility: Staff will work with the station supervisor prior to placing volunteers to develop appropriate
assignments for potential volunteers.
2. VOLUNTEER JOB DESCRIPTION:
Station Responsibility: Develop volunteer job descriptions and submit a copy to RSVP to be used for recruitment
purposes. Notify RSVP of any changes or additions to volunteer job descriptions, Ensure that any of the
assignments developed do not displace paid staff positions.
RSVP Responsibility: Provide assistance to the station in assessing their needs and developing job
descriptions. Publicize station's needs for volunteer candidates.
3. TRAINING AND ORIENTATION:
Station Responsibility: Provide orientation for the volunteers at the station and for specific individual
assignments at the station.
RSVP Responsibility: Provide a general orientation to new RSVP volunteers. For programs and services of
RSVP (TR, FV, CCCP, etc.) agency staff will provide training to potential volunteers. When requested, provide
volunteer management orientation to supervisory staff at station.
VOLUNTEER PLACEMENTS:
Station Responsibility: Interview RSVP volunteers and makes final determination as to placement. Station
must be in compliance with Title VI of Civil Rights Act of 1964, Section 504 of the Rehabilitation act of 1973
and the Architectural Barriers Act of 1968.
RSVP Responsibility: Interview and when appropriate refer volunteer to station, Communicate with station about
placements of potential volunteers.
5. MONITORING AND SUPERVISION:
Station Responsibility: Provide site specific training to placed volunteers and supervision while on site.
Monitor volunteer activities to ensure that volunteers are not engaging in political, religious or sectarian activities
while on site. Designate a person to act as a supervisor for RSVP volunteers,
RSVP Responsibility: RSVP staff to provide on-going support to the station through timely communications.
6. RECOGNITION:
Station Responsibility: Provide recognition to volunteers annually. When possible, provide in-kind support to
volunteers, Site Representative attends Tribute Day luncheon or the agency provides financial support of RSVP
through Journal ad.
RSVP Responsibility: Provide personal recognition to each volunteer at Tribute Day.
7, DATA COLLECTION:
Station Responsibility: Maintain data requested by RSVP on volunteers at the station.
sheets and submit volunteer hours to RSVP each month.
RSVP Responsibility: Assist staff in setting up data collection procedures when requested.

8. EXPENSES:
· ~P.J~: When possible, provide transportation or reimbursement for RSVP volunteers in need of
assistance. Pay for all transportation expenditures that are ~ncurred during the RSVP assignment. When possible,
provide a meal for the RSVP volunteer or other in-kind donation fi'om the station.
RSVP Responsibility: Provides accident, liability and excess auto liability insurance for RSVP volunteers to and
from the station dudng the hours of volunteer service. Also, if the volunteers elect, provide a modest travel
reimbursemenL
9. ACCIDENTS:
Station Responsibility: Notify agency of any accidents involving RSVP volunteers. Make investigations and
prepare reports as requested by RSVP regarding accidents involving volunteers at the station.
RSVP Resl~onslbility: In the event of any accident, RSVP will submit appropriate forms to insurance companies for
volunteer insurance benefits.
fO. SEPARATION:
Station Rea_ - nslbili -: Contact RSVP to discuss dismissal of volunteer prior to separation. If conflict cannot be
resolved, may request removal of volunteer.
RSVP Resrmnsibility: May recall an RSVP volunteer or assist site in dismissing a volunteer.

Station Resoonsibillty: Will mention the RSVP program when publicizing services provided by our volunteers.
RSVP 'Resl~onaibitity: Provide systematic publicity of the station, including the accomplishments/impact of RSVP
volunteers. Regularly recruit via local media/website for potential volunteers.
