SCTM #1000-142.-1-7-7 Zone: B This site plan is to convert an existing 1,950 sq. ft. gas station/convenience store to one use for retail (convenience store) and add a 685 sq. ft. addition, having a 2,635sq.ft. building on a 24,829 sq.ft. parcel in the Business Zone located on the n/e corner of Factory Avenue & NYS Route 25, Mattituck. SCTM#1000-142-1-27 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department as well as the records available to me, it is my determination that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP provided that the Planning Board consider the following best management practices in site design: Policy Standards 3,1 Enhance visual quality and protect scenic resources throughout the Town of Southold. A. Minimize introduction of structural design components (including utility lines, lighting, signage and fencing) which would be discordant with existing natural scenic components and character. The subject pamel is zoned General Business and is currently improved with a gas station and convenience store. Surrounding land use in the immediate vicinity is retail. The proposed architectural elevations coupled with the proposed landscaping improve upon the existing scenic components' and general character of the area. The Lighting Plan (PH-1) proposes metal halide lighting; it is recommended that the Board consider requiring high pressure sodium.lighting to further preserve the dark sky. Additionally the Lighting Plan (PH-1) and the Landscape Notes indicated on the plat labeled SP-2 proposes lighting density and placement that do not correspond. It is recommended that the Board re- assess the density and placement of all lighting on-site to further preserve the night sky. C. Screen components of development which detract from visual quality. See the above comments. Use approp~ate siting, scales, forms,' and materials to ensure that structures are compatible with and add interest to existing scenic components. See the above comments. Preserve existing vegetation and establish new indigenous vegetation to enhance scenic quality: The property and the proposed structure, are directly visible from New York State 25, a New York State designated scenic byway. The applicant proposes to mitigate the scenic impacts through on-site landscaping. To further the above policy and Policy 5, "Protect and improve water quality and supply in the Town of Southold" and protect and improve the water quality and supply in the area; the following best management practices are recommended: 1. The Landscaping Notes on the plat labeled SP2 indicate that street trees will be planted 30' on center. The locations of the street trees in relation to site build-out are not shown. It is recommended that the Board require the locations of the street trees be shown on the plat. 2. Require that the "existing natural vegetation" that occurs on the northern property boundary remain into perpetuity as a natural vegetated buffer to screen the rear of the building. 3. Require that all landscaped areas use indigenous, drought tolerant vegetation in landscaping to minimize irrigation and the use of synthetic fertilizers and herbicides on the parcel. Pursuant to Chapter 268, the Planning Board shall conSider this recommendation in preparing its written determination regarding the consistency of the proposed action.
