SCTM #1000 120.-1.4 Zone: AC This site plan is for the construction of a 875 s.f. agricultural barn. The property is located 500' north of the intersection of Aldrich Lane and Sound Avenue in Mattituck. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, the proposed action is CONSISTENT with the LWRP, provided that the below recommendations are ~equired in the site plan approval. Pursuant to Chapter 268, the Board shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. The existing farm stand, Building (Bldg.) One, consists of a retail area, roof-over area, display preparation area & walk-in storage area. The proposed retail winery and wine production facilities will be incorporated into existing agricultural buildings as follows; Bldg Two - wine tasting room of 373 sq. ft., Bldg. Three - wine-making facility of 572 sq. ft., Bldg. Four - wine tasting room of 3,198 sq. ft. with a deck addition of 4,431 sq. ft., and Bldg. Ten - wine tasting room of 326 sq. ft. Other existing buildings on the site include; a farm office of 292 sq. ft (Bldg. Five), a storage shed of 192 sq. it (Bldg. Six), restrooms of 121 sq. ft (Bldg. Seven), a Frame Shed of 68 sq. ft (Bldgl Eight), a farm office of102 sq, ii. (Bldg. Nine), two greenhouses of 3,007 sq. ft. each (Bldgs. Eleven & Twelve). In addition, the site provides existing parking of 28 spaces and provides new parking of 46 spaces along with a new loading area for tracks. The overall property is 15.61 acres in the A-C Zone located at the northwest comer of Sound Avenue and Hallock Avenue in Mattituck. SCTM# 1000-120.-1-4 & 1000-112.- 1-7.1. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Preserve existing vegetation and establish new indigenous vegetation to enhance scenic quality: Restore or add indigenous vegetative cover that presents a natural appearance. d. Protect visual quality associated with public lands, including public transportation routes, public parks and public trust lands and waters. It is recommended that the applicant install low growing vegetation on the new Parking Area No 1 islands which separate Sound Avenue from the parking area. A pedestrian movement plan should dictate the spacing and density of the vegetation. The installation of street trees (where possible) within the Town right of way is also recommended to improve visual quality of Sound Avenue. K. Protec~ visual quality associated with agricultural land, open space and natural resources. o Avoid structures or activities which introduce visual interruptions to natural landscapes including: a. introduction of intrusive artificial light sources It is recommended that the Board require that all lighting fixtures on-site be retrofitted to conform to dark sky standards. In addition, it is further recommended that the Board consider reducing the number of lighting fixtures proposed within Parking Area 3, Seasonal Usage Overflow (Winery Parking Area) to further reduce the introduction of artificial light sources and preserve the night sky. In addition, to further Policy 5, "Protect and ~mprove water quality and supply in the Town of Southold" and protect and improve the water quality and supply in the area, it is recommended that the following best management practice be required: 1. Prohibit the Use of synthetic fertilizers and herbicides within landscaped areas. Pursuant to Chapter 268, the Board shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. It is the consensus of the Commission that no parking should be permitted on the north side of the street (in the right of way). The applicant will need to provide us with the overall north and south parking plans for further review, including proposed signage for additional overflow parking, Additionally, we will need to look at seasonally required cross-overs or other similar solutions to take cam of potential pedestrian problems later on. They have let me know they will produce a formal memo describing their comments and recommendations to the Planning Board. In the interest of time, I will summarize what I noted during the meeting. 2. 3. 4. 5. Applicants should install signage that directs traffic to appropriate parking. They should also consider hiring staffto be on-site directing cars to parking lots No Parking on north side of Sound Avenue Add overflow parking field to accommodate high volume times At the next meeting of the Transportation Commission, the Town Engineer and Captain Flatly will provide a report on whether a crosswalk would work at the site, or what other options might exist for seasonal road-crossing safety. Everyone agreed that a crosswalk would be good for those four or five weekends a year when the site is extremely busy, but would be a hazard at quieter times of year. The hazard is perceived as being for pedestrians potentially being lulled into a false sense of security by the crosswalk, and crossing the road without looking carefully.
