Chapter 268, WATERFRONT CONSISTENCY REVIEW
Wetland Permit for TED ASSANTE, JOHN DECICCO & RALPH PARISI
SCTM#51 - 1-4
En-Consultants, Inc. on behalf of TED ASSANTE, JOHN DECICCO & RALPH PARISI requests a Wetland Permit
to construct a 4'X 129' stairway with platforms down bluffin same location as previously existing stairs. Demolish and
remove existing house foundation and undertake construction activities such as ground disturbance and clearing activities
associated with construction of a new dwelling located no closer than 100' from crest of bluff. Located: 17877
Soundview Ave., Southold. SCTM#5 l-l-4
THE FOLLOWING SECTION ADDRESSES THE PROPOSED STAIRS:
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town
Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided
on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to us, it is our
recommendation that the proposed action is CONSISTENT with LWRP policy standards and therefore is
CONSISTENT with the LWRP.
6.3 Protect and restore tidal and freshwater wetlands.
Comply with statutory and regulatory requirements of the Southold Town Board of Trustees laws and regulations
for all Andros Patent and other lands under their jurisdiction
1. Comply with Trustee regulations and recommendations as set forth in Trustee permit conditions.
§ 111-14. Bluffarea.
Bluffs protect shorelands and coastal development by absorbing the often destructive energy of open water. Bluffs are a
source of depositional material for beaches and other unconsolidated natural protective features.
B. Activities specifically allowed under this section are:
(3) New construction, modification or restoration of walkways or stairways done in accordance with
conditions of a coastal erosion management permit.
The following BMP is recommended:
1) Minimize the disturbance to the natural protective features (BLUFF and BEACH) during the construction
of the new structure (stairs) which may impair the protective capabilities of the natural protective features.
THE FOLLOWING SECTION ADDRESSES THE PROPOSED DEMOLITION OF THE EXISING HOUSE
FOUNDATION:
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town
Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided
on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is our
recommendation that the proposed action is EXEMPT; pursuant to § 268-3
§ 268-3. Definitions.
MINOR ACTIONS -- Include the following actions, which are not subject to review under this chapter:
AA. Removal of a structure greater than 75 feet from a wetland.
The following BMP is recommended:
1) Maximize a non-disturbance area during the removal of the existing foundation as far back from the top
of bluff as practical.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written
determination regarding the consistency of the proposed action.

Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review l.aw. Thus~ each answer must.be explained in detail,~ listing both supporting and non-

conditions, it shall not be undertaken.
