Wetland Permit for SILVANA CADEDDU

En-Consultants, Inc. on behalf of SILVANA CADEDDU requests a Wetland Permit to construct approx. 70 linear ft. of
vinyl bulkhead in place of existing timber bulkhead; temporarily remove existing ramp and float and reconstruct (in-
kind/in-place) existing 4'X 4.5' cantilevered deck; incidentally dredge to a maximum depth of-5 ALW an area up to 8'
off the bulkhead; and remove existing patio over abandoned boat ramp to be filled with approx. 18 cy. resultant sand/silt
spoil and approx. 7 cy. clean sand to be trucked in from an upland source. Located: 1380 Wiggins Lane, Greenport.

THE FOLLOWING SECTION ADDRESSES THE PROPOSED 0N-KIND/IN-PLACE REPLACEMENT) OF
BULKHEAD, DOCK and CANTILEVERED DECK:
The proposed actions have been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold
Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information
provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to us,
it is our recommendation that the proposed actions are EXEMPT pnrsuant to § 268-3; provided a silt boom (silt
curtain) is deployed surrounding the immediate project area prior to and during all intertidal operations
pursuant to § 268-3 GG.
MINOR ACTIONS -- Include the following actions, which are not subject to review under this chapter:
A. Maintenance or repair involving no substantial changes in an existing structure or facility.
B.
Replacement, rehabilitation or reconstruction ora structure or facility, in kind on the same site, including
upgrading buildings to meet building or fire codes, except for structures in areas designated by the Coastal
Erosion HazardArea (CEHA) law where structures may not be replacedrehabilitated or reconstructed without
a permit.
GG. Bulkhead to replace exist)ng bulkhead on the applicant's property in the same location with a silt curtain
employed during construction.
THE FOLLOWING SECTION ADDRESSES THE PROPOSED DREDGING:
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town
Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided
on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to us~ it is our
recommendation that the proposed action is CONSISTENT with LWRP policy standards and therefore is
CONSISTENT with the LWRP.
The Following Best Management Practice (BMP) is required pursuant to § 275-11 A (2) and § 268-3 GG:

The deployment of silt boom surrounding the immediate project area prior to and during all intertidal
operations.
The deployment of a silt boom will further protect and enhance the quality' of the Town's coastal waters and
protect water qualit~ of coastal waters from adverse impacts associated with dredging and disposal of dredge
material. Furthermore, the deployment of silt booms as a Best Management Practice will further advance LWRP
Policy 5, Protect and improve water quality in the Town of Southold and LWRP Policy 6 Protect and restore tidal
and fresh water wetlands.
The Following Best Management Practice (BMP) is recommended:

Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be explained in detail, listing both supporting and non-
