SCTM#117-8-17 Costello Marine Contracting Corp. on behalf of NEW SUFFOLK FISHING STATION, INC. requests a Wetland Permit to construct a 4'X 20' ramp onto a 4'X 220' fixed dock section continuing with a 6'X 100' fixed dock section at the offshore end. Located: 800 King St., New Suffolk. SCTM# 117-8-17 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to us, it is our recommendation the proposed action is CONSISTENT with LWRP policy standards and therefore is CONSISTENT with the LWRP. Policy 10 Protect Southold's water-dependent uses and promote siting of new waterdepcndent uses in suitable locations. The intent of this policy is to protect existing water-dependent commercial~ industrial~ and recreational uses and to enhance the economic viability of water-dependent uses by ensurine ade~luate provision of infrastructure for water-dependent uses and their efficient operation. This is relevant to Southold because other important concentrations of water-dependent uses are located at Orient Point~ Orient hamleh Gull Pond~ Mill Creek/Budds Pond~ Town/Jockey Creel~ New Suffolkt James Creek and West Harbor. In the event the proposed docking facility is approved, the following (BMP's) Best Management Practices are recommended: 1) Minimize the size of the docking structure to the greatest extent practicable: · to provide for reasonable access to the water body. · to minimize the loss of navigable waters and use of underwater lands. 2) Prohibit the use of lumber pre-treated with any preservative, including but not limited to chromated copper arsenate (also known as "CCA"), commercial copper quat (CCQ), penta products, Alkaline Copper Quat (ACQ), or homemade wood preservatives. Use grid decking having greater than 50% light penetralion ~ irradiance) to the substrate. DEVELOPED Policy I COAST POLICIES Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient uso of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. This is an existing commercial marina expanding to provide additional dockage and other services to local boaters. The area is a commercialized area and the addition of this dock structure would only enhance the economic stability of this marina. Policy 2 Preserve historic resources of the Town of Southold. This proposed dock structure will have no effect on the historic resources of the Town of Southold. Policy 3 Enhance visual quality and protect scenic resources throughout the Town of Southold. This dock structure will blend into the existing scenic character on this area. NATURAL COAST POI_TCZES Policy 4 Minimize loss of lifo, structures, and natural resources from flooding and erosion. The proposed dock will have no effect on the flooding and erosion of this project area. Policy 5 Protect and improve water quality and supply in the Town of Southold. Our proposal will have no effect on the water quality and supply in the Town of Southold. Policy 6 Protect and restore the quality and function of the Town of Southold's ecosystem. There are no vegetative wetlands in location of the proposed dock. We will adhere all material specification dictate by the Town and the DEC. Policy 7 Protect and improve air quality in the Town of Southold. Our proposal will not have any effect on the air quality in the Town of Southold. Policy 8 Minimize environmental degradaUon in the Town of Southold from solid waster and hazardous substances and wastes. This proposal does not include any solid waste or hazardous substances. PUBL/C COAST POLiCiES Policy 9 Provide for public access to, and recreational uso of, coastal waters, public lands, and public resources of the Town of Southold. The addition of the proposed dock will give boaters more opportunity to dock and service their boats. The dock will allow customers to access their boats so that they can engage in water-dependent activities. WORKZNG COAST POLICTES Policy 10 Protect the Town of Southold's water-dependent usos and promote siting of new water- dependent uses in suitable locations. The dock is water dependent and enhances the ability for people to engage in other water dependent activities such as boating, fishing, water-skiing, etc... Promote sustainable use of living marine resources in the Town of Southold. The proposed dock will provide additional dockage for commercial fisherman and baymen. The proposed location caters to the commercial marine industry, Policy :[2 Protect agricultural lands in the Town of Southold. Our proposal will have no effect on agricultural lands in the Town of Southold, Policy 13 Promote appropriate use and development of energy and mineral resources.
