LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard,4rea.
Before answering the questions in Section C, the preparer of this form should review the exempt
· minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).

DEVELOPED COAST POLICY
Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section III -- Policies; Page 2 for evaluation
criteria.

Developed Coast Policy 1:
Subject proposal is consistent with the policy in that siting and
utilization of the erosion-control facilites (i.e. line of stones,
sand dune, access ramp and stairs) will maintain the character of
the surrounding neighborhood, which currently consists of other
similarly improved lots with similar accessory structures along Orient
Harbor. In addition, subject parcel will be in harmony with this
".. beneficial use of a coastal location.."~in that the subject
waterfront lot will be enhanced and improved by the installation of
the proposed work in order to control erosion along the shoreline.
The proposal will also "..minimize the adverse effects of development"
in that the~proposed construction above the high water mark and be using
fencing and hay bales to reduce the impact caused by the project.
Accordingly, we feel that the proposal complies with Policy 1.
Policy 2 is not applicable in that subject lot and the surrounding
ne'iqhborhood cannot be deemed a substantial historic and/or archaeoloqical
resource.

'Proposal will maintain the quali~y of the surrounding ecosystem in that the
proposal is to simply'install a line of stone and dune. These have not shown
to adversly impact aquatic ecosystems. The proposed project will prevent any
further erosion to the property, thereby preventing any upland soils from
entering Orient Harbor. The choice to constmct above the high water mark, as
-opposed to construction within the area of normal tidal fluctuations, will
further "protect and restore ecological quality" by limiting the amount of
A~¢haddition~sh~ifnecessary siltation caused by this proposal. Therefore, we feel
that the proposal fully complies with Policy 6.

Authorized Activity: Remove concrete from beach. Place a single row of 1000 lb. stone along the toe
of the existing slope and north and south sides of proposed access ramp and cover with 60 cubic yards of
sand to create a 10 ft. wide dune. Stabilize dune with native plantings. Install a 4 ft. x 4 ft. platform,
4 ft. wide access stairs to beach, and a 12 ft. wide access ramp. All work shall be done in accordance
with the plans stamped NYSDEC approved on 6/6/08.
