Suffolk Environmental Consulting, inc. on behalf of JOSEPH MANZI requests a Wetland
Permit to construct a two-story single-family dwelling, in-ground swimming pool, deck, garage,
driveway and sanitary system. Located: 405 Cedar Point Dr. West, Southold. SCTM#90-2-27
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment
Form submitted to this department, as well as the records available to me, it is my
recommendation that the proposed action is CONSISTENT with the Policy Standards and
therefore is CONSISTENT with the LWRP provided that the following recommendations to
further the below listed policies are implemented.
Policy 6. Protect and restore the quality and function of the Town of Southold ecosystem
6.3 Protect and restore tidal and freshwater wetlands.
Maintain buffers to ensure that adverse effects of adjacent or nearby
development are avoided:
Maintain buffers to achieve a high filtration efficiency of surface runoff.
Avoid permanent or unnecessary disturbance within buffer areas.
Maintain existing indigenous vegetation within buffer areas.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard.4rea.

Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
3. If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the LWRP policy
standards and conditions, it shall not be undertaken.

minimizes adverse effects of development. See LWRP Section HI- Policies; Page 2 for evaluation
criteria.

As indicated within Policy 1. "Development that does not reinforce the traditional land use pattern of th~
Town of $outhold would resutt in a loss of the community and landscape character of Soothold.", this
Droiect is a Dror)osal to improve upon a vacant lot situated in a neiqhborhood consisting primarily of
similarly-sized sinale-familv dwellinas wilhin similarly-sized DroDerties. The r)roDosal, as desi.qned, will not result
in adverse effects to lhe surroundinq environment in that the proiect has been desiqned in such a way as
to maximize all reauired reaulatorv setbacks associated with improvin.q on a Iai situated in proximity to
surface waters situated contiguous lo subject prol:)erly. In addition, the surroundina neiahborhood is
comr)rised of older residential dwellinqs which have existed harmoniously within this area for years and have
not resulled in any form of adverse effects to the surroundin.q environment. Accordinqly, we believe that
this Droiecl is consistent with this policy.

Scenic resources, assumedly views of Midway Inlet to the southeast, are not at risk due to the ProPertY beina
currently heavily screened with veaetation and not offerina any form of scenic resource for the DroDerh/
owners surrounding subject lot. Furthermore,this policy could not preclude the leaal creation of this property as
a buildinq lot.

Request for Wetland Permit for Lewis and Lefferts Edson
Located: 405 Cedar Point Dr., Southold

LEWIS L. & LEFFERTS P. EDSON requests a Wetland Permit to construct a single-family
dwelling, swimming pool, attached deck, detached garage, driveway and sanitary system.
The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the
Town of Sonthold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation
that the proposed action is generally CONSISTENT with the Policy Standards and
therefore is CONSISTENT with the LWRP provided that the following standard best
management practices and Policy directives are implemented.
1. Require erosion and sediment controls (haybales, silt fencing).
To further the intent of Policy 4.1 "Minimize losses of human life and structures
from flooding and erosion hazards." The following management measures to
minimize losses of human life and structures from flooding and erosion hazards
are recommended:
.4. Minimize potential loss and damage by locating development and structures away
from flooding and erosion hazards.
Manage development in floodplains outside of coastal hazard
areas so as to reduce adverse environmental effects, minimize
the need for future structural flood protection measures, or
expansion of existing protection measures and to meet federal
flood insurance program standards.
3. To further the intent of Policy 5, require surface water quality protection
measures for areas generating runoff (gutters, downspouts, dry wells and
pervious driveways).
Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in preparing
its written determination regarding the consistency of the proposed action.
