NOTE: This action is subject to Town of Southold Planning Board Covenant and
Restrictions.
Costello Marine Contracting Corp. on behalf of PAUL KEBER requests a Wetland Permit and
Coastal Erosion Permit to construct 130' of double row 3'to 5' dia. (2 to 5 ton) rock revetment;
construct a 4' wide by 125' staircase with three 4'X 4' platforms; regrade any disturbed areas
and re-vegetate entire bluff with Cape American Beachgrass. Located: 14345 -14349 Oregon
Rd., Cutchogue. SCTM#72-2-2.3
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment
Form submitted to this department, as well as the records available to me, it is my
recommendation that the proposed action is CONSISTENT with the Policy Standards and
therefore is CONSISTENT with the LWRP.
The applicant proposes to plant the face of the bluff with cape American beach grass. It is
recommended that the Board require that the planting plan submitted and approved by the
Town of Southold Piannin.q Board be applied. In addition, it is recommended that the survival
of planted veqetation is maintained at ninety percent for a period of three years.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in
preparing its written determination regarding the consistency of the proposed action.

Our proposal will be consistent with the surrounding properties. The adjacent properties have been
approved for similar construction, The proposal will have no impact on open space or compromise
the iM'rd~Lf ucture of the Town of Southold.

Preserve historic resources of the Town of Southold.
Our proposal will have no impact on the histodc resource of the Town of Southotd.

Enhance visual quality and protect scenic resources throughout the Town of Southold.
Our proposal is consistent with the area. The proposed revetment will not have much impact on the
visual quality or scenic resources of the Town. The rock is a much soft:er natural appearing structure.
NATURAL COAST POt-~CZES
Polio/4 Minimize loss of life, structures, and natural resources from flooding and erosion.
The proposed revetment is an effort to control the erosion on this property. This property and the
adjacent properties are attempting to stabilize the toe of bluff to prevent further erosion during
extremely high tides or storm tides. The structure is approximately 28' landward of the high water
mark so it does not impede onto public lands.

Our proposal will have no effect on the water quality or supply in the Town of Southold.

retaining wall will be constructed approximately 28' landward of the high water mark.

The rev~Lment will have no effect on public access to coastal waters, public lands or public resources.
The retaining wall will be constructed approximately 28' landward of the high water mark allowing
enough space for the p~blic to walk along the beach if desired.
WORI(~NG COAST'POI.~CZES
Policy 10 Protect the Town of Southold's water-dependent uses and promote siting of new water-
dependent uses in suitable locations.
The revetment will stabilize the toe of the bluff. Maintaining the integrity of the bluff so that the
property owners will safely be able to use the staircase to access the beach so that they can engage
in water dependent activities. Otherwise the proposal will not provide for new water-dependent
activities in this area.
Policy 11
Promote sustainable use of living marine resources in the Town of Southold.
This proposal will have not any effect on the living marine resources in the Town of Southotd.

Protect agricultural lands in the Town of Southold.
This proposal does not involve agricultural lands.
