Supervisor Russell opened the meeting at 4:00 PM with the Pledge of Allegiance to the Flag. Pledge to the Flag Motion To: MT New: Call to Order COMMENTS - Current Meeting: 4:00 PM Meeting called to order on November 4, 2009 at Meeting Hall, 53095 Route 25, Southold, NY. RESULT: ADOPTED [UNANIMOUS] MOVER: Scott Russell, Supervisor SECONDER: Albert Krupski Jr., Councilman AYES: Ruland, Orlando, Krupski Jr., Wickham, Evans, Russell Supervisor Russell SUPERVISOR RUSSELL: Please rise and join me in the Pledge of Allegiance to the Flag. I see no one here in attendance, at this point I am going to yield the floor to any Board member that would like to speak. COUNCILMAN WICKHAM: I have been, it is less speaking than asking questions. I have been concerned about the asphalting business in the Highway budget. I guess the way l understand what is in there, there are no appropriations in the budget for asphalting other than CHIPS money if we fail to get anything out of this Tiger grant. Is that right? SUPERVISOR RUSSELL: There is, first of all, about $350,000 of the proposed capital, of that bond, would be for the Fishers Island capital work project. The remaining money, about $250,000 to $300,000 we would hope we would qualify for grant money for. Tiger is one grant, there are other grant opportunities. What I suggest is, we don't appropriate that money until and unless we win a grant, secure a grant. November 4, 2009 Page 2 Southold Town Board Meeting Minutes COUNCILMAN WICKHAM: So then if we don't get a grant, it means that we don't have any monies for the Long Island portion of the town, other than CHIPS? SUPERVISOR RUSSELL: CH1PS funds, that is right. JUSTICE EVANS: Or the Fishers island portion of the town's .... SUPERVISOR RUSSELL: A $600,000 bond does not need to be executed. My recommendation is that we execute the capital works project on Fishers Island as a capital works bond .... COUNCILMAN W1CKHAM: Irrespective of grants? SUPERVISOR RUSSELL: Irrespective of grants. JUSTICE EVANS: Inaudible SUPERVISOR RUSSELL: And then continue to pursue the grant opportunities so that we can secure a grant and then bond for whatever amount we can qualify for and retire that debt with the bond, with the grant money. COUNCILMAN WICKHAM: And how much is the CHIPS money? SUPERVISOR RUSSELL: $200, $326,000. But as it is right now, assuming that $300 which again, the numbers from Fishers Island are difficult to ascertain but a 3, 2, $350,000 capital works budget from Fishers Island and $326,000 on this side is still over $600,000 being spent on asphalt in the year 2010. COUNCILMAN WICKHAM: How much did we do last year? This year? JOHN CUSHMAN, TOWN COMPTROLLER: About $326,000. COUNCILMAN WICKHAM: Total expenditure to date? MR. CUSHMAN: Tom, we gutted that. We gutted that line (inaudible) So you essentially spent 95% of the (inaudible) of non CHIPS money. COUNCILMAN WICKHAM: Thirty .... MR. CUSHMAN: $3,600. COUNCILMAN WICKHAM: Almost nothing. MR. CUSHMAN: Almost nothing. November 4, 2009 Page 3 Southold Town Board Meeting Minutes COUNCILMAN WICKHAM: What did we budget? What did we budget for non CHIPS asphalting this year? MR. CUSHMAN: As I recall offhand, Tom, I think it was around $250,000. COUNCILMAN WICKHAM: Right. JUSTICE EVANS: And then didn't we decide to take $100,000 out of there midyear? MR. CUSHMAN: We took, I think, all but $75,000 out. COUNCILMAN KRUPSKI: Okay. This morning we did have a discussion about taking some money out to reduce the tax rate out of the .... JUSTICE EVANS: Fund balance. COUNCILMAN KRUPSKI: Thank you, the fund balance. I don't know if any Board member has given any more thought to that. COUNCILMAN W1CKHAM: Probably we should read into the record the notice of public hearing. Councilman Thomas Wickham COUNCILMAN WICKHAM: NOTICE IS HEREBY GIVEN that the Preliminary Budget and Preliminary Capital Budget of the Town of Southold, Suffolk County, New York for the fiscal year beginning on January 1, 2010 has been prepared and approved by the Southold Town Board and filed in the Office of the Town Clerk at the Southold Town Hall, 53095 Main Road, Southold, New York, where they are available for inspection and where copies may be obtained by any interested person during business hours. FURTHER NOTICE IS HEREBY GIVEN, that the Town Board of the Town of Southold will meet and review said Preliminary Budget and Preliminary Capital Budget and hold a public hearing thereon at the Southold Town Hall, 53095 Main Road, Southold, New York, in said Town at 4:00 p.m. and at 7:00 p.m., on Wednesday, November 4, 2009, and at such hearing any persons may be heard in favor of or against the 2010 Preliminary Budget and 2010 Preliminary Capital Budget as compiled, or for or against any item or items therein contained. That reflects just under 7% for the general fund whole town, a 27.4% increase for the general fund part town, a very small reduction in the tax rate for the highway fund and a 44.7% increase for the solid waste district which combined in a weighted average to just under 8.5% tax rate for everything. 1 have a notice that it has appeared as a legal on the Town Clerk's bulletin board outside and it has also appeared as a legal notice in the Suffolk Times newspaper and I think it was sent in October 20th or something.
