LAND PRESERVATION COMMITTEE MEETING
TUESDAY, FEBRUARY 11~ 2003 AT 7:30 P.M.
MINUTES (Amended Copy)
Present were: Ray Blum, Bill Edwards, Fred Lee, John Sepenoski, Reed Jarvis,
Eric Keil, Melissa Spiro, Tom Wickham, Kerr Cullen, Tim Caufield and Greg
Yakaboski.
Kerri spoke about Pipes Cove update-Coastal Wetlands Grant awarded-1 million
dollars.
Janet Longo with NYDEC region 1 Real Estate authorized another appraisal for
Reese, Illigash and Stackler. They are interested in acquiring these parcels under
Pipes Cove Grant.
Greg Yakaboski spoke to the Committee about Dr. Booth-Special language for
restrictions in contract. A motion was made by Eric Keil to accept this parcel
understanding that we do not include this restrictive language. The use of this
parcel is to be Ag, natural and scenic. Fred Lee seconded motion. All in favor.
Tim Caufield spoke about overlay easement language regarding more restrictions
built into the contract; used Elak as example of overlay easement. Tim also spoke
about the Aliano piece to to review new offer to Mr. Aliano. Tim also spoke about
the anticipated application by Steve Dubner/Gene Vanden Bosch. Tim also spoke
about the Elak discussion with NYDOT about curb cut position. DOT spokesman
said it needs to be moved a little to the west and also the possibility of making the
right-of-way from 30' to 35' to make it fit the County standards.
Executive Session started at 8:50
Discussion about Ag structures draft by sub committee and presented by Eric to
members of the Committee including Tom Wickham. All were in agreement
about the draft, although some suggestions were made to include additional
language clarifying procedures in the draft to be presented to the Town Board.
New Applications:
Jay Guild Committee will discuss this application's merits next meeting-
Committee was not willing to order an appraisal.
Peconic Design & Const.~ Inc. - no appraisal was ordered.
Bedell - Motion was made by Ray Blum to get appraisal and start the process for
PDR. Seconded by
Eric Keil. All in favor.
Teddy & Emery Papis - Committee will discuss appliction's merits at next
meeting.
Ray Blum spoke about Aliano piece: to make new offer to Mr. Aliano. Motion
was made by Eric Keil to make an offer allowing the sub-division of two
additional lots on the north end. Instructed Tim to inquire about possibility of
.eliminating lots on north end. Seconded by John Sep. All in favor.
Rowehl & Ma~ - appraisals were reviewed. A motion was made by John Sep
to make offers to Rowehl, Magg and Shur for the purchase of development rights
with the intent to protect Ag viability.
Melissa will do outreach and make offers.
Melissa wil also do outreach to the Terrys in Orient, they also are on the County
list but we are very interested in these pieces. Committee is also concerned with
duplication of both time and efforts. Melissa will meet with County officials to
discuss this problem. LPC supported County's processing and acquiring PDR. If
County does not proceed in timely fashion, Town would intercede.
John Sep spoke about Dowd - said there are about 600 good trees and about 300
trees of lesser quality and value. A motion was made by Ray Blum to make an
offer for the consideration of the trees and for the fee title. The motion was
seconded by John Sep. All were in favor.
In the absence of the secretary, the Minutes were recorded by Reed Jarvis
