Ward, Chairman Mark McDonald Kenneth Edwards G. Richie Latham Henry Smith Valerie Scopaz, Town Planner Melissa Spiro, Planner Robert Kassner, Site Plan Reviewer Martha Jones, Secretary Mr. Ward: Good evening. I'd like to call the December 13, 1993 Planning Board meeting to order. First order of business is setting the next Planning Board meeting. Board to set Monday, January 10, 1994 at 7:30 P.M. at the Southold Town Hall, Main Rd., Southold, is the time and place for the next regular Planning Board meeting. Mr. Edwards: So moved. Mr. McDonald: Second. Mr. Ward: Motion moved and seconded. Ail in favor? Ayes: Mr. McDonald, Mr. Edwards, Mr. Latham, Mr. Smith, Mr. Ward Mr. Ward: Motion passed. PUBLIC HEARINGS Subdivisions - Final: $OUTHOLD TOWN PLANNING BOARD 2 DECEMBER 13~ 1993 Mr. Ward: 7:30 P.M. North Fork Country Club. This lot line change between North Fork Country Club and Frances Rogers is located on Main Rd. and A1vah's Lane in Cutchogue, SCTM9 1000-109-4-7.1 & $. Is there anybody here that would like to talk in favor of this particular application? Harold McCoy: I'm one of the members of the Board of Governers and I~m also the attorney for the Board. We're squaring out a lot line, by acquiring the rear third of Mrs. Roger's property, which is wooded. We have no plans for developing it, It would just permit us easier use of qur practice range, which is located along side of that particular parcel, There's no environmental effect whatsoever° Even if we used the area, it would be non-developed. There:s no plan to build anything, It's almost just an accommodation based on a long standing policy. You see a small chunk which we can get, which evens out the lot,lines. 'And if you look at the maps, you'll notice that the northern end of our property will now become a straight line by the acquisition of this 1/3 acre, If there ale any questions that the Board has, I'd be glad to hear them~ Mr. Ward: Anybody else here this evening 'that would like to address the Board regarding this application? WHEREAS, the North Fork Country Club and Frances Rogers are owners of the property known and designated as SCTM~ 1000-109-~-7.1 & 8 located on the Main Rd. Cutchogue~ and the WHEREAS, this lot line change, to be known as lot line change for the North Fork Country Club and Frances Rogers, is to subtract 15,075 square feet from a 55~100 square foot parcel and to add it to a 99.42 acre parcel; and, WHEREAS, the Southold Town Planning Board, pursuant to the State Environmental Review Act~ (Article 8)~ Part 617, declared itself lead agency and issued a Negative Declaration on November 15, t993; and, SOUTHOLD TOWN PLANING BO~D 3 DECE~ER 13, 1993 WHEREAS, a final public hearing was closed on said lot line change application at the Town Hall, Southold, New York on Decenmber 13, 1993; and, WHEREAS, all the requirements of the Subdivision Regulations of the Town of Southold have been met; and be it therefore RESOLVED, that the Southold Town Planning Board grant conditional final approval on the surveys dated August 16, 1993 and authorize the Chairman to endorse the final surveys subject to fulfillment of the following condition. This condition must be met within six (6) months of the date of this r~solution. The filing of a new deed pertaining to the merger of the 15,075 square feet from the 56,100 square foot parcel SCTM$ 1000-109-4-8 with the 99.42 acre parcel SCTM~ t000-199-4-7~t~ Mr. Edwards: Second the motion Mr~ Ward: Motion seconded. Is there anybody here that would like to address the Board regarding this application? If not, what~s the pleasure of the Board? Mr. McDonald: I move that we hold this hearing open. Motion carried. $OUTHOLD TOWN PLANNING BOARD 4 DECEMBER 13~ 1993 MAJOR AND MINOR SUBDIVISIONS, LOT LINE CHANGES AND SET OFF APPLICATIONS Final Extensions: Mr, Ward: Puritan Farm - This minor subdivision if for 4 lots on 17~5551~acres located on the southwest side of Ackerly Pond Lane 990' northwest of Lower Pond Rd., in Southold. SCTM~ 1000-69-5-7. What's the pleasure of the Boar~? Mr, McDonald: Mr. Chairman, I make a motion 'that BE IT RESOLVED that the Southold Town Planning Board grant a six month extension of conditional final approval from December !4~ 1993 to June 14, 1994, Mr. Latham: Second Mr~ Ward: Motion seconded. Mr. Edwards: I~d like to make a motion. BE IT RESOLVED that the Southoid Town Planning Board set Monday~ January 10, 1994 at 7:30 P,M. for a final public hearing on The maps dated November 5, 1993. Mr. McDonald: I~m wondering is is possible for us to take care of the AG district thing. Could we make it by that meeting, conceivably~ and do it all at once? I know we don't have any experience° Mr. Kassner: Oh, I'm sorry~ Are you talking about DeLuca? Evidently, something transpired at the meeting about when this is done and when it isn't, but if it is - if there's a way we could get it so we do it the same time we do this hearing and give them their chanc9 at the same time? Mro Kassner: Right. I'll do that. Ward: Yeah, the notifications for the .AG district~. Alright. Sketch Extensions: Mr. Ward: Frances B. & R. Stewart Rauch -- This minor subdivision is for 3 lots on 19.9 acres located off Equestrian Ave. on Fishers Island. BE iT RESOLVED, to recommend to the Town Board that the $6,600.00 cashier's check, which was deposited in the Town:s Agency & Trust account, be refunded for the approved subdivision of Nicholas Aliano. BE IT RESOLVED, that the Southold Town Planning Board recommend that the Town Board release the Letter of Credit for the above mentioned subdivision, All required improvements have been installed. Motion carried, ''h Sml5.~t Mr MAJOR AND MINOR SUBDIVISIONS, LOT LINE CHANGES, SET OFF APPLICATIONS - STATE ENVIRONMENTAL QUALITY REVIEW ACT Determinations: Mr. Ward: Steven & Donna Dzuqas-Smith - This proposal is to set off a 0.73 acre parcel from an existing 29.042 acre parcel located on the southwest corner of County Road 48 and Tucker Lane in Southold. SCTM9 1000-59-10-6.1 Mr. McDonald: Mr. Chairman, I make a motion that BE IT RESOLVED that the Southold Town Planning Board, acting under the State Environmental quality Review Act, assumes lead agency, and as lead agency makes a determination of non-significance, and grant a Negative Declaration. Miska - Planning Board to authorize the Chairman to endorse the revised maps for the set-off approved on August 24, 1987. SCTM~ 1000-115-4-8.1. Mr~ McDonald: WHEREAS, the Planning Boar~ granted conditional final approval to the set-off of John Miska on September 15, 1986; and WHEREAS, the Planning Board authorized the Chairman to endorse the final maps for the set-off of John Miska on August 24, 1987; and WHEREAS, the maps were revised on April Young of Young & Young to correct three dimensions shown for Lot 1; and 18, 1988 by Howard W. errors in the property WHEREAS, a copy of the revised map was received by the Planning Board on December 3, 1993; be it therefore, RESOLVED, that in order for the Planning Board's record to reflect the revised map for the John J. Miska set-off, the Southold Town Planning Board authorizes the Chairman to endorse the map dat~ April 18, 1988. Mr. Edwards: Second. Ward: Ail in favor?
