The meeting began at 7:10 p.m. with five LPC members present.
Adoption of Meeting Minutes:

Acceptance of meeting minutes from August 18, 2009 and September 1, 2009
MOTION made by Chris Baiz, seconded by John Sepenoski, to adopt the August 18, 2009 meeting
minutes, as revised.
Discussion followed.

Inquiry from David Page re: request for installation of wind turbine on PDR land
Appointment: 7:10 p.m. with David Page
David Page of Shinn Estates Vineyards was in attendance and presented a request to the LPC to
install a wind turbine within the development rights easement area on his farm.
Mr. Page gave the Committee 3 handouts: a page describing 3 options for locating the turbine, a
page describing the tower height and a page showing the tower elevation. The Committee uses
projected aerials at the meeting and the projected aerial was used for discussion purposes. After
describing the 3 options for locating the turbine, Mr. Page said that his request before the Land
Preservation Committee is to locate the turbine at the third location.
Mr. Page told the Committee that he has three existing meters for the buildings located within the
reserve area as follows:
1) The farmhouse has a meter. The farmhouse is powered by a solar system. The solar panels are
located on the wine storage barn.
2) The tasting room has a meter.
3) The winery building has a meter.
It was noted at the meeting that the recorded easement for the property restricts the use of the
premises to agricultural production.
Melissa is to review the recorded easement language and information provided by Mr. Shinn with the
Town Attorney and to report back to LPC members at the next LPC meeting.

DAMIANOS/JENNINGS PROPERTY (Town Open Space)

Location: 43295 CR 48, Southold
Deer Management – John Sepenoski’s field report.
John Sepenoski gave an oral report summarizing his field inspection (e-mail dated 9/11/09 re: field
reports) on the Damianos property.
MOTION made by Maureen Cullinane, seconded by Chris Baiz, to accept John Sepenoski’s
recommendations that DPW be allowed to cut a narrow path to the hunting zones on the property
provided that it is kept minimal (approximately wide enough for one person to pass) and uses as
many existing paths and naturally open areas as possible. The path should be a “trunk” into the
property and then two branches going to the designated hunting zones. Using existing paths and
naturally open area where possible will mean the DPW will not have to cut the entire length of the
path. For safety concerns, DPW should mark the path with some sort of reflective markers or tape
that can be easily removed at the end of the hunting program so that hunters can find their way to the
zones in low light conditions without getting lost. DPW is to inform LPC when the path is ready for a
follow-up inspection to be conducted prior to the start of the hunting program.

John Sepenoski recommended that the cul-de-sac area be cleaned of debris and the rest of the area
cleaned if/when the Town opens the property up with trails.

DRAFT INVASIVES & NON-INVASIVE SPECIES MANAGEMENT PLAN
Review of Plan dated September 3, 2009 from Jim McMahon
LPC reviewed Plan.
Majority of LPC members believe that this general plan is insufficient.
It was agreed that a special meeting should be scheduled to discuss invasive species management.
During the discussion, it was noted that: Group for the East End may be interested in invasive
species management; Lillian Ball volunteered to oversee Bittner Property regarding invasive removal;
John Sepenoski mentioned that Hummel’s Pond area is in serious need of invasive management
practices and that Jim McMahon should be informed so that it is added to his list of work orders.

Riverhead.
Melissa plans on attending this County meeting.
