I would like to know if permits will be required, and I have enclosed a detailed explanation of the projects scope of work and purpose. If you can there also are two roadways Macadam Dr which is owned by Lipa and the other road is a private dirt road, owner unknown. Underground work on these roads will be involved as indicated on the plans and we would like to know if there would be requirements such as New York State Highway or Suffolk County Dept of Public Works Road opening permits. Any information you can provide to me as to the Towns requirements for this particular project would be helpful, and I and Keyspan Energy await your reply in confidence. Any questions please call me. Moisture intrusion and rust formatio~ is presently evident in each of the two breakers and adjoining metering c0mpa~ments. Field inspection also shows a significant amount of e~osion to the concrete pad under the switcbgeer unit. The weak steel frames and foundation will result in improper racking of breakers, misalignmant of breaker contacts and misoperation of breakers. Also, external bushings may become misaligned end disjointed, causing electdcel and mechanical failures. Intrusion of moisture may cause catastrophic failure dudng breaker operation. Operation of the equipment in this condltlon is unsafe and unacceptable Recommendation: Replace the switChgear to avoid failure. Replacement of the 13 kV swltchgear is required to supply two dist~b~.~tJon feeders. The single 3,65 MVA, 23-13 kV transformer, Bank 1 at Orient Point su~:,station normally supplies a total of 781 custnmers and 40 dMVA of dis~bution Ioacl in the Bummer, Circuit 8WR-776 feeds Odent Point village to the west and circuit 8VVR-781 feeds the submarine cable to the U.S. Department of Agriculture facilities on Plum Island (2.2 miles off-shore) to the east, Circuit 8VVR-778 also provides contingency support to the eastern half of Southold circuit 8J..685 in Greenp0rt and East Marion. The use of switchgear is preferable to constructing an overhead bus section and installing two free standing 13 kV, 1200^ vacuum circuit b~eakers because it provides 13 kV bus feed through capability during a contingency anti includes an additional incoming breaker cubicle for Connecting %seco~nd transformer, in case of future distribution load growth. ~ ~;v¢-o Work Scope: The new switchgear unit will be installed in the spare bay on the east side of Orient Point Substation with an underground cable eatS.'. ~ The two existing 3-1/C 250 kcmil Cu PILC 15 kV feeder exits were installed with the original switchgee¢ unit and are sct'~eduled for replacement with 700' of new 3.21C 750 kcmit Cu EPR cable. The exit riser for ~ircuit 8WR-781 will be relocated one section east to Pole 24, to facilitate the transfer of distribution load to the new switchgear unit, The existing 13kV switchgear & out of se~ice capacitor bank enclosure will ~e removed as part of this project.
