SPECIAL PERMIT
In accordance with Chapter 27, Section 27.1.[3. of the Code of
the Town of Southold, the Southold Town Board hereby grants the
Douglas Moore Memorial Concert Committee a Special Permit to hold
their Eighth Annual Douglas Moore Memorial Concert on the
Cutchogue~New Suffolk Historical Council and the Independent
Congregational Church & Society property, at the Cutchogue Green,
on Saturday, August 8, :1987, at 8:00 P.M., provided they secure
and file with the Town Clerk a Certificate of Insurance naming the
Town of Southold as an additional insured.

TO WHOM IT MAY CONCERN:
In accordance with Local Law ¢16 of 1987, we, the Douglas Moore Memorial
Concert Committee request permission to present a free concert to the
North Fork Community, once again, this year on Saturday, August 8th
at 8 PM, which has already been scheduled and planned before we knew
about Local Law
The concert will take place on the Village Green in Cutchogue, which
will be occupied by us from 6 until 10 PM on that day.
Enclosed is a teller from the CuLchogue New Suffolk Historical Council
and the Independent Congregational Church & Society, who own and manage
the Cutchogue Green, giving their full permission and support to this event.
Enclosed is a certificate of Insurance and a letter from the East End Arts
and Humanities Council, indicating insurance coverage and support.
Enclosed are letters we have written, as we always do, securing cooperation
from the Highway and Police Departments.
This is th~ eighth such annual concert. The past seven have brought pleasure
Lo the people, and celebrated a famous favorite son, without serious inci-
dent. Our Committee, the East End Arts and Humities Council, the Cutch-
ogue Historical Council and the Independent Congregational Church &
Society are all not-for-profit organizations. No income wilt be realized
from this free concert. A free-wilt offering wilt be received to help under-
write the event.
Please note that we have always received financial help for this ¢~biic
event from the Town of Southold. We request, therefore, the written approv-
al required by Local Law

presenting the Douglas Moore Memorial Concert on August 8,
1987 at 8:00PM on the Cutohogue Village Green.
The Arts Council carries liability insurance with Charles
Smith Insurance in Riverhead. We have a rider on that policy
that covers the concert on August 8.

Dear Chief Winters:
Again this year I have been requested by the Douglas Moore Conc~rt
Committee to act as coordinator of physical arrangements for the
Eighth Annual Concert on the Village Green. A performance by the
American Concert Band is planned for Saturday, August 8th at 8:00 PM.
As in the years past, the County,is sending its Showraobile to be set
up on the paved area of the Green for the orchestra's use.
It would be greatly appreciated if you would arrange for police
coverage beginning at 6:00 PM and lasting until about 10:00 PM
In the event that inclement weather should occur, the Concert will
be moved to the Auditorium of the Mattituck High School.
I will be contacting the Town Highway Department with a request for
a few barricades which can be used to close off Case Lane at an
appropriate hour. The Cutchogue Fire Department will also be alerted.
to the possible need for first aid for the expected 1,000 people.
I expect to be present at the Green from the late afternoon through
the end of the evening, so whomever you assign can ask for me
there are any questions.

Dear Mr. Jacobs:
Again this year I have been requested by the Douglas Moore
Concert Committee to act as the coordinator of physical
arrangements for the Eighth Annual Concert on the Cutchogue
Village Green. A performance by the American Concert Band
is scheduled for Saturday, August 9th ~t 8:00 PM.
At about 6:00 PM, Case Lane will be closed off to vehicular
traffic to permit setting up of the County Showmobile. To
facilitate this, it would be greatly appreciated if the High-
way Department could provide four barricades. These bar-
ricades could be dropped off whenever convenient behind the
old schoolhouse building on the Green and I will ensure their
return to that spot after the concert.
I am also requesting the installation of a snow fence along the
north edge of the Green where it borders Main Road as both a
safety feature and an aid to crowd flow. A set back of 3 or
4 feet from Main Road is suggest~,d so people may walk along
the grass, not the roadway.

LOCAL LAW NO. 6 , 1987
A Local Law in relation to bazaars, fairs, carnivals,
circuses and public:,~hows and entertainments
BE IT ENACTED by t. he Town Board of the Town of Southold as f~)llows:
There is hereby created a new Chapter which shall be known as Chapter
27 of the Code of the Town of Southold, designated as follows:
Chapter 27
Bazaars, fairs, carnivals,
circuses and public shows
and entertainments
Section 27.1. Certain entertainments prohibited; permits required.
A. To preserve public peace and good order and to prevent
tumultuous assemblages, all public outdoor Shows and entertainment,
including,' but not limited to, bazaars, fairs, carnivals and circuses
are prohi:b_i'ted in',the Town of Southold.
B. Nothing herein or in~.the foregoing shall apply to bazaars,
fairs, carnivals, circuses and other public'outdoor shows and entertain-
ments that are approved in'writing by the Town Board and held in the
Town under the sole management and for the profit of local fraternal,
charitab!e or religious organizations.
C. All applications to the Town Board for permits shall be in
writing and shall supply the name and address of the organization and
its officers making such application and the nature of the affair; that
the same is for charitable purposes; the le~gth of time contemplated
a~d the exact location where the same is to be conducted.
D. Applications for approval of any temporary structures must
be submitted to the Building Department.
E. All other public activities which are not a permitted use under
ti~ Southold Town Code shall require the approval of the Zoning Board
of Appeals;
II. This Io~al law sh'all take effect upon its 'filing with the Secretary of State.
