This is a free event and nothing is being sold. Should any donations be collected they will be donated to The East End Maritime Institute, a not-for profit, 501 c3 organization. It is our hope that if this year, which we expect to be modestly attended is successful, we can continue it as a fundraising mechanism for the Institute and other charities on the North Fork into the future. The Big Suga Barge Bash will be held on Aug. 15, 2 pm to 5pm. The concept is a boat raft up where boaters gather at a designated spot and enjoy a few hours of live music performed by local bands playing on a ferry/supply boat captained by a licensed captain. There are several events like this on the south shore and the thought was simply to have "our own North Fork event"; we have local artists featuring original music and we have lots of fun loving residents who look forward to getting together on the water. If this event is successful, it can become a great fund raiser for non profits as well as a unique opportunity to showcase local musical talent. The location selected is in 6' of water between the Goose Creek Bridge and Town Creek. This was chosen because the prevailing wind is from the Southwest, thus creating a protected area to gather. In as much as the event is held in the water, not on land, and in boats privately owned, operated and insured, we did not anticipate any requirement for a permit. Just as groups of boaters, sailing clubs or yacht clubs do not apply for permits to boat together and raft up to celebrate at the end of a boating day. If this requirement is caused by our being less than 600' from shore, we can move it out to be in State waters, recognized as 1,000 feet from shore that is not a problem. I do not anticipate a need for additional marine police patrols. In all likelihood, the boats that will be at the event will be out on the bay that day somewhere whether this was taking place or not. In attendance will be North Fork residents who are boaters and music lovers who want to have a nice afternoon on the water. I have requested Sea tow assistance in patrolling the area and have a crew of volunteers to act as litter patrols. As well, we have sponsorship from Mattituck Sanitation to provide disposal of any trash collected. Additionally, we are in contact with the US Coast Guard to make them aware of the event and location. If you feel that this event falls within the regulatory boundaries of requiring a permit ! respectfully request that you issue one for this event. Furthermore, we invite you to attend and enjoy a gmat afternoon on the water. Sincerely, Memo To: Supervisor Russell, Chief Cochran From: Cape Martin Flatley, Executive Offic CC: Southold Town Board Date: August 10, 2009 Re: Proposed Big Suoo'a Barge Bash Ia response to the Event Applicadon for the 'Big Soga Barge Bash' the Police DelY~ment has the following concerns as to the logisdcs of this evene A similar barge p'ax'ty WaS just conducted off of the South Fork and drew between 350- 400 boats and 1600-2000 attendees. Eight police boats were used to mainlllill order and keep the event safe, with over $3,000.00 b~ing spent by Easthampton Town Police in ovetlime. This event was applied for, received permi~ion and was phnned for over the year before itwas conducted. We have had only l V2 weeks notice. The South Fork's barge party was held off of county parlrhnd and therefore there was no access from shore to this event- only boaters. The proposed site for this barge patty has access points all along the shoreline, induding Goose Creek beach, Founder's 1 ~nding and numerous private residences maldng it harder to control the event. · The fact that this si~e is where two ,-~.~nels merge ereates a lot of boating traffic. There is already a Sunfish S*iling Race at the Southold Yacht Club planned for flai~ day dnring this time frame which would create a dangerous boating scenurio, purking for the race would also cause a congested Goose Creek I~rldng lot, before any barge lYarty attendees attempt to park in the asea. · Due to the timing of the permit process, the neighbors have not been notified of this event and have not had the opportunity to be hear& · We have not heaxd ftx)m the US Coast Guard with regards to their permit process for this evanL Town of Southold Police Department Special Event Cost Analysis Event: Big Suga Barge Bash I I Date(s): Saturday, August t5, 2009 Location: Southold Bay Reg Hours OT Hfs Hrly Wage Total Comments PO Wilinski 5 $54.57 $272.85 second on PD boat PO on Overtime 5 $48 (xl.5 hfs) $360.00 second on PD boot Reg Hours OT Hfs Hrly Wage Total Comments PO Hudock 5 $57.15 $285.75 SBC Dzenkowski 4 3 $34.69 $294.86 runs after shift BC Kirincic 4 3 $24.12 $205.02 runs after shift Reg Hours OT Hrs Hrly Wage Total Comments TC Officer 5 $15.22 $76.'10 traffic at Goose Creek I'C Officer 5 $15.22 $76.10 TC Officer TC Officer TC Officer fuel for Police Boats unknown at this time ??
