The meeting began at 7:10 p.m. with seven LPC members present. Adoption of Meeting Minutes: ?? Acceptance of meeting minutes from June 23, 2009 MOTION made by Eric Keil, seconded by Maureen Culliane, to adopt the June 23, 2009 meeting minutes with changes as noted. Motion carried: 7/0 ?? Acceptance of meeting minutes from August 4, 2009 MOTION made by Lillian Ball, seconded by John Sepenoski, to adopt the August 4, 2009 meeting minutes, as amended. Motion carried: 7/0 Applications and Inquiries: ?? FORT WRIGHT PARADE GROUNDS, FISHERS ISLAND PROPERTY SCTM #: 1000-12-1-18 Update from site inspection during Fishers Island Annual Town Board Meeting. Proposal made by Fishers Island residents Peter Burr and George Essor for Town to designate certain areas of the property as perpetual Natural, Historical or Park designation. Property is currently owned by Town. Melissa and LPC members – Lillian Ball, Maureen Cullinane & John Sepenoski - visited the site during the August Fishers Island Annual Town Board meeting. Members described the site using aerial map. It was suggested that Peter Burr and George Essor refine the proposal with specific locations for preservation and recommendations for management, for LPC and ultimately Town Board review. ?? TOWN OPEN SPACE f/k/a FITF, LLC (Dixon Harvey) PROPERTY SCTM #: 1000-9-8-2.1 Update from site inspection during Fishers Island Annual Town Board Meeting. Melissa and LPC members – Lillian Ball, Maureen Cullinane & John Sepenoski - visited the site during the August Fishers Island Annual Town Board meeting. Members noted that Kudzu is still on site, but that invasive species removal performed by prior owner has reduced amount. Additional debris is noticeable now that Kudzu has been reduced. Town needs to remove the debris (tire) and cap or remove the monitoring well. There was also some sort of manhole access on the property. It was unclear whether it was something dumped there or an actual access. LPC should make a formal request to the Town Highway Department for this work to be done as the well was discussed last year and never acted upon. Town needs to develop Stewardship Plan for this property. General Land Preservation Items: ?? PRESERVATION OUTREACH Town Outreach – did not discuss o County Outreach o Melissa gave update re: County Outreach. County Planning sent outreach letters to approximately 10 landowners. County Real Estate is reviewing prior Master Lists and plans to send outreach letters to properties on list. ?? AGRICULTURAL ADVISORY COMMITTEE MEMO TO TOWN BOARD RE: $4 MILLION FARMLAND BOND REVIEW AND PREPARE COMMENTS. – did not discuss ?? MELISSA SPIRO’S CONFIDENTIAL STATUS REPORT [executive session re: status of offers] Melissa’s confidential status report distributed to LPC members. ?? YEARLY MONITORING Melissa noted that Melanie will be coordinating yearly monitoring of the Town’s PDR Easements. Melanie will divide Easements into geographical locations and will conduct monitoring with different Committee member(s) for each geographical location. ?? WIND TURBINES Melissa handed out “Review of Town Code, Town PDR Easement, Suffolk County Chapter 8 and NYS Ag & Markets re: Wind Turbines, Prepared by Melissa Spiro August 18, 2009” LPC discussed hand-out. LPC concluded that LPC in favor of allowing wind turbines within future development rights easements for all uses on the property, LPC clarified that a wind turbine should be allowed to generate electricity for all on farm uses whether or not the uses are considered agricultural production and whether or not uses are within easement or within Reserve Area.Requests for wind turbines within existing recorded easements will be reviewed and determinations will be made in accordance with the recorded easement for the particular property. Next step is for Melissa to review LPC’s decision with Town Attorney. ?? DEER MANAGEMENT Melissa told LPC that Jeff Standish and Jim McMahon met with her earlier in the day to discuss additional Town properties to add to the 2009 Deer Management Program. LPC made the following comments: Damianos Property, Jennings Road: OK for hunting program. Jeff proposed creating narrow trails for hunting purposes. LPC is not in favor of Town creating trails for hunting purposes. Youngs Property, Laurel Lake: OK for hunting program. LPC questioned parking availability within right-of-way area. Adamowicz Property, Laurel Lake: OK for hunting program. It was noted that the trail within the Adamowicz Property is mowed. If trail is not officially opened, it should not be mowed, especially since hunting will be allowed. Down’s Farm: Al Krupski was going to discuss Easement terms re: no hunting with Pam Green of PLT Mill Road: st LPC questioned why proposal to limit hunting season to Dec 1- Dec 31. LPC feels that season for property should be same as others (Oct – Dec.) LPC OK with Wed-Sat for hunting. No hunting Sun-Tues. Season Length: thst LPC supports Oct 5 –Dec. 31 season Additional Properties: LPC supports adding Arshamomaque Pond Preserve to the hunting program (Oct-Dec) (Wed-Sat for hunting. No hunting Sun-Tues.) Program Recommendation: LPC recommended a more formal system to deal with people hanging tags to reserve spot. There should be formal way for hunter who observes another hunter breaking the rules to report it. County: LPC would like to once again explore expanding hunting program to Town/County owned properties and County owned properties. Applications & Inquiries for Uses or Structures on Preserved Property: ?? MARRATOOKA SOUTH – Town Owned Open Space (SCTM #1000-115-3-23.1) Mowing plan proposal by John Sepenoski – did not discuss ?? ARSHAMOMAQUE POND PRESERVE Update from by John Sepenoski John reported that he noticed that trees and shrubs had been bulldozed at the property. Questioned why bulldozing needed. John will follow-up with Jim McMahon. Next Regular Meeting: ?? The next regular meeting will be held on Tuesday, September 1, 2009, at 7:00 p.m., in the Annex Executive Board Room. Adjournment: ??
