The meeting began at 7:17 p.m. with five LPC members present. Adoption of Meeting Minutes: ?? Acceptance of meeting minutes from June 23, 2009 HOLD ?? Acceptance of meeting minutes from July 7, 2009 MOTION made by John Sepenoski, seconded by Lillian Ball, to adopt the July 7, 2009 meeting minutes, as amended. Motion carried: 5/0 (Eric Keil abstained) Applications and Inquiries: ?? MARKEL PROPERTY SCTM #: 1000-59-3-32.2 Zoned: A-C Location: 3515 Horton Lane CPF: No Total Acreage: 2,63 acres (2.58 GIS acres) Subdividable: NZ F/M Wet: 0 Reviewed Southold Historical Society’s Proposal for Markel Building and July 23, 2009 memo from Landmarks Preservation Commission. Jeff Fleming, Director of the Southold Historical Society, presented proposal for re-use of Markel Building to Supervisor Russell, members of the Landmarks Preservation Commission and Melissa Spiro. Melissa went over Historical Society’s proposal to purchase and restore the Markel Building on Hortons Lane. The Historical Society is proposing that the Town consider purchasing the rear wooded part of the property using 2% CPF funds. The Committee noted that the proposal states that the lot is subdividable with 2 lot potential. Lot is less than twice the current zone and is not subdividable, thus there is 1 lot potential, not 2. Jim Grathwohl, Chairman of the Landmarks Preservation Commission, sent a memo to Supervisor Russell dated July 23, 2009, supporting the proposal. LPC members reviewed and discussed proposal. MOTION made by Eric Keil, seconded by Chris Baiz, that the Land Preservation Committee is disinclined to recommend to the Town Board the purchase of this property. Motion carried: 6/0 General Land Preservation Items: ?? COUNTY CHAPTER 8 Melissa Spiro and Ray Huntington attended Suffolk County Farmland Committee meeting held on July 28, 2009, when DRAFT form of proposed County Chapter 8 was distributed and comments were requested. Melissa reviewed latest DRAFT and noted changes and the injection of previous comments that were made by LPC to the County Farmland Committee. LPC suggested several recommendations to respond to County’s request for final comments and Melissa will send written comment response to County. ?? 2010 BUDGETS: LAND PRESERVATION DEPT & COMMUNITY PRESERVATION FUND The Land Preservation Department proposed 2010 budget was reviewed and acceptable to LPC. The CPF 2% proposed budget requires input from Jim McMahon, Director of Public Works, regarding 2010 proposed projects and expenses for Town owned open space properties. Jim’s estimated 2010 stewardship budget was reviewed and commented upon by LPC members. Melissa will review budget plan with Jim McMahon. ?? PRESERVATION OUTREACH Town Outreach o County Outreach o HOLD until next meeting due to time constraints. ?? AGRICULTURAL ADVISORY COMMITTEE MEMO TO TOWN BOARD RE: $4 MILLION FARMLAND BOND REVIEW AND PREPARE COMMENTS. HOLD until next meeting due to time constraints. ?? MELISSA SPIRO’S CONFIDENTIAL STATUS REPORT [executive session re: status of offers] ?? YEARLY MONITORING HOLD until next meeting due to time constraints. ?? STATE FARMLAND GRANT C800655 STATUS State Ag & Markets has been requesting status of Town’s awarded grant on the Kauneckas property, which now has a new property owner. Melissa has until August 14, 2009 to respond to State whether or not awarded funding will be utilized, or Town will need to sign off, relinquishing claim to the award on the Kauneckas project. Stephen Searl, Peconic Land Trust, has been in contact with new owner’s representatives. New owner may be interested in preservation options in the future, but not at this time. Melissa will respond to State that Town will not be able to use award as landowner is not proceeding with preservation during the grant timeframe. Applications & Inquiries for Uses or Structures on Preserved Property: ?? LAUREL LAKE PRESERVE (SCTM #1000-125-1-14) Emergency access request from Jim McMahon. On July 27, 2009, Melissa Spiro, Melanie Doroski, Maureen Cullinane and Ray Huntington inspected the proposed emergency access route at Laurel Lake Preserve as outlined in memo dated 7/20/09 from Jim McMahon, DPW. Memo notes that proposed roadway will require some widening and road repair to allow for safe passage of emergency vehicles. It was suggested during this field inspection that members of the local rescue team be asked for comments to make roadway and access to Laurel Lake as efficient as possible. Melissa spoke with Lloyd Reisenberg, Commission of Mattituck Fire Department, and found that they had previously reviewed emergency access route to Laurel Lake with Jim and that improvements are needed. Non 4-wheel drive vehicle (approximately size of an ambulance) with inflatable boat must be able to get to the lake on south side. Currently, this is not possible. LPC acceptable to making improvements; however, questioned duplicative trails -- for SCWA r-o-w and emergency access -- and wanted MS to review with Jim before any improvements made. ?? N&J MANAGEMENT COMPANY, LAUREL (SCTM #1000-125-1-6.4) Follow-up from field inspection re: loading dock Eric Keil, due to family relationship with property owner, was not present for this discussion. On July 27, 2009, Melissa Spiro, Melanie Doroski, Maureen Cullinane and Ray Huntington inspected the development rights easement area where the cement transport areas for nursery stock, and a portion of the loading dock are located. Although the easement does not require LPC review, LPC members agreed that cement transport areas and loading dock are in use solely for agricultural production and, as such, are acceptable uses within the easement area. Investigation revealed that no easement violation was found. ?? MARRATOOKA SOUTH – Town Owned Open Space (SCTM #1000-115-3-23.1) Mowing plan proposal by John Sepenoski HOLD until next meeting due to time constraints. General Land Preservation Items: ?? ANNUAL TOWN BOARD MEETING @ FISHERS ISLAND – Wednesday, August 5, 2009 John Sepenoski, Ray Huntington, Lillian Ball, Maureen Cullinane, Melissa Spiro and Melanie Doroski will be attending Fishers Island Annual Town Board meeting. LPC members anticipate inspecting the former FITF, LLC property (now Town-owned open space) for invasive plant removal, and walk the parade grounds on the airport property (Town-owned property) for Fishers Island’s residents’ request to have specific areas of the property designated as Town parkland or preserved land. ?? SAWICKI ESTATE – Town Board Public Hearing scheduled for August 11, 2009, at 7:34 p.m. Next Regular Meeting: ?? The next regular meeting will be held on Tuesday, August 18, 2009, at 7:00 p.m., in the Town Hall Conference Room. Adjournment: ??
