The Commissioners requested that I convey to your Department our deep appreciation for the proposed resolution of the problems faced by the Town at this intersection with which we essentially COUCur. However, certain actions still need to be completed by the Town which may call for some revision to the final plan. The new roadway between the landfill and Cox Lane will be completed by early spring if not before. The Town Solid Waste Coordinator and the Commission will recommend shortly to the Town Board that the CR 48 entrance to the Southold Land Fill be used as the only entry to the facility while all exit be via Cox Lane. There may be, therefore, a requirement for some reconfiguration of the intersection given our projections of some 170 cars/hour on a given week-end. Your letter also did not address the sighting distance on the southwest comer of Cox Lane as discussed with Mr. Robert J. Bornholdt during his visit here. Enclosed please find a copy of an October 7 memorandum from Senior Planner Victor L'Eplattenier reporting on a recent Town Planning Board approval for a 76 seat nursery school to be located some 1300 feet west of Peconic Lane. Given this fact, the Commission would like to know whether the CR 48 ~ Cox Lane lights could be limed so as to allow for a meaningful break in the mst/west traffic to permit safe cross-over by school buses. Given all these factors, could your office provide us with a proposed timetable once the Town Board gives us the green light for the project? Brashich, Chairman Transportation Comm/ssion Victor L'Eplattenier, Senior Plann~ Route 48 (~ Peconic Lane (Proposed Traffic Light) Date: October 7, 2002 With reference to thc discussion at Mondays' Transportation meeting regarding the need for a traffic light and better control of high speed traffic along Route 48 in the vicinity of Peconie Lane, please be advised that the Planning Board recently approved a 76 seat nursery school, called Graces Place, about 1300 feet west of Peconic Lane. This new facility wilt be a 7000 square foot, daytime nursery school, with up to 23 employees acccssed by a thirty-foot curb cut into a driv~vay terminating at a bus turnaround loop and parking for thirty-eno cars. The students will arrive by bus from points throughout Southold and Riverhcad Towns. An eastbound deceleration lane has been designcd to allow slower buses to cxit Route 48 into thc site, and a raised divider will be installed at tho dfivcway exit to force cxiting traffic to head casthound. No traffic will bc able to cross Route 48 from the site. Vchicles leaving the school must head castbound on Route 48 and those heading westbound will proceed to one of throe u-tums in the dividcd mcdian. Inasmuch as thc now use is a nursery school, I suggest thc Town lower the speed limit in thc vicinity, post a "school" sign and consider requesting tho Suffolk County DPW install a light at Peoonic Lanc to reduce fatalities at that intersection. As you know, traffic along Route 48 continues to increase, and this intersection has been impacted by intense activity generated by the nearby municipal solid waste facility, local industrial and farm uses, and future development proposals on the north side of Route 48. The Town is reviewing alternative entrances and exits to the solid waste facility now that final capping operations are nearly complete. All of these changes necessitate an evaluation and discussions regarding the potential for a traffic light at Cox Lane to provide a controlled intersection at this location. Therefore, the Commission invites you and your staff to further discuss this matter at your earliest convenience and to visit the site for your first hand comments. Please contact me at your earliest opportunity to arrange a meeting and site visit. Thank you for your attention to this important transportation matter.
