Supervisor, Southold Town

Dear Supervisor Russell:
Attached is correspondence from Charles Bartha, former Department of Public Works
(DPW) Commissioner, regarding the status of a proposed roundabout for the CR 48 and
Cox Neck Road intersection.
I am following through to ensure that the RFP is issued and awarded before the end of
this year.
As you can see, Commissioner Bartha mentioned that as a temporary measure DPW was
planning on installing a traffic signal at the intersection, until such time a decision is
made concerning a roundabout. I will try to pin down DPW about when this traffic
signal will become operational.
Rest assured, I will keep you and the members of the Town Board apprised of any
information regarding this matter.
Sincerely, . ]~

RE: CR 48, 2dd~ Road ~ Cox Neck Road
Dear Legisl~aine:
I am in receipt of 5'bur letter dated July 25, 2006 to William Hillman concerning the status of the above
referenced location. Based on the study conducted by this Department in 2004, additional control is
warranted at this location. We are issuing a RFP this summer to study the feasibility of coma'acting a
roundabout within the existing fight-of-way. At present, the only funding available is for this feasibility
study. The consultant will provide the following:
· Determine if a roundabout can be constructed within the existing R.O.W. utilizing the design
criteria that matches the existing design standards for CR 48.
· A preliminary design.
· An estimate of additional fight-of-way that may be needed.
· A computer simulation of the traffic flow.
· Preliminary cost estimate for future capital project.
A contract will be awarded in the fall of this year and a determination should be available by the beginning
of next summer. Upon completion of this study, DPW will propose a future capital project utilizing the
cost estimate derived from the study. However, in order to provide more positive control at this location,
we are going to install a temporary traffic signal until such time as the roundabout issue is resolved. This
interim measure will improve the level of safety until the permanent solution is provided.
If you have any questions or require additional information concerning this matter, contact either myself or
William Hillman, P.E., Chief Engineer of Highways/Waterways at 852-4002.
c~~ry truly yours,
Charles J. Bartha, P.E.
