Our Case No. 029414TC
Dear Ms. Norton:
Thank you for expressingyour opinionregarding the current speed lim/t on Route 25 in Southold.
Regulatory speed limits are established only when and where they will promote efficienttraffic flow
and/or improvesafety. Consequently, speed limits are established only after an engineering and traffic
investigationhasbeenmadeinaccordancewithestablishedtrafficengineering practices. This type
of analysis includes the following:
Roadside .development (i.e., the number and type of residences, commercial, industrial and
recreational establishments).
· Intersection development (i.e., the number and type of intersecting highways).
Highway geometries (i.e., pavement condition, grades, curves, sight distance, shoulders,
sidewalks and traffic volume).
· 85~ percentile speed (The speed at which 85% of the motorists are traveling at or below).
Studies conducted throughout the country have shown that drivers are influenced more by the
appearance of the highwayitselfand prevailingtraffic conditions rather than by the posted speed limit.
If speed limit sigus are posted for a lower limit than is needed, many drivers will simply ignore the
signs. At the same time, other drivers will stay within posted speed limit. This increases the

conflicts between faster and slower driven, reduces the gaps in ~affic and increases the difficulty for
pedestrians to judge the speed of approaching vehicles.
However, sincethis Depa~'tment is not an enforcement agency, we suggest you contact the Southold
Police Dep~u~ent if you feel motorists are exceeding the posted speed limit.
Thank you for your interest in this traffic safety matter.
Very truly yours,

Mr. Pearson, P.E.,
Thank you Iht responding to my concerns regarding the speed limit along Route 25 in Southold, East of
Laurel Avanue and West of tho Marine District which includes several restaurants, Marinas, shops, and a Motel. It -
seems to me that no one is taking responsibility for reducing the speed limit. I strongly urge your Department to
take actioo. It is an extremly dangerous area. With the Summer Season emerging and the traffic load increas'mg,
an accident is waiting to happen.
The urgency for taking action is now. I see everyday the threat of danger to anyone using this road. Please
reduce the.speod limit before we are regretful of not do'rog so.
Sincerely,
Angola Norton
