Thank you for your letter of June 23, 1978, indicating
your Town Board's opposition to S-6859 and S-10166.
These two bills are still in the Civil Service Committee

OF THE
STATE OF NEW YORK
Dear Supervisor:
June ~2th, 1978
HEEDED
Just before the Assembly recessed last Thursday,
June 8th, it passed and sent to the Senate the following bills:
A. 8987, and
A. 12945.
These bills dangerously weaken the enforceability of the Taylor
Law.
Assembly 898____7 (Senate Companion 6859) would repeal the
existing provision placing striking public employees on~"~bation
for one year. If this proposal is enacted into law, important
provisions relating to the strike prohibition w~uld be rem_~_o_v_ed.,
Scrik'e prohibition is no go6d if i-ff~h-A-~o meanzngful deterrent.
Engaging in an illegal strike is a serious violation of the public
employee's responsibility to the people. The probationary period
affords the employee an opportunity to re-establish his or her
worthiness and public trust.
Assembly 12945 (Senate Companion 10166) requires prior
notice to be given'~--~public employee union before an injunction
can be obtained against an illegal strike. Strikes by public
employees are now ~[ohibited under the Taylor Law. Obtaining
an injunction against an illegal strike quickly is essential.
Union representation may not be easily located. Delay in giving
this notice could be very costly to the taxpayers. Since it is
[~.ille~al strike, the only notice needed is service of the
~junct~on.
Please write your State Senator to defeat Assembly 8987
(Senate 6859) and Assembly 12945 (Senate 10166) at the Legislative
Office BuildiBg, Albany, New York 12247.
Very truly yours
WILLIAM K. S~FO~
