Sawicki) -- read once and referred to the Committee on Local Governments AN ACT to amend ~hapter six hundred ninety-nine of the laws of nineteen hundred forty-seven, relating to authorizing the creation 9f Fishers Island ferry district in the town of Southold, Suffolk county and. pro~iding for the election of its officers and management of its af- fairs, in relation to the aggregate principal amount which may be borrowed for the acquisition of ferry vessels; increasing amount of the petty cash· fund and authorizing the establishment of capital reserve funds The People of the State of New York~ represented in Senate and Assem- bly~ do enact as follows:. _ 1 Section 1. Section four of chapter six hundred ninety-nine of the laws 2 6f nineteen hundred forty-seven, relating to authorizing the creation of 3 Fishers Island ferry district in the town of Southold, S~ffolk county and providing for the election of its officers and management of its af- fairs, as amended by chapter seven hundred forty-two of the laws of 6 nineteen hundred seventy-clx, is amended to read as follows: 7 § 4. The cost of acquisition, construction and equipment of the ferry, 8 including lands and rights or easements in lands, shall be paid from 9 taxes levied for the fiscal year iN which such expenditure is made; from 10 surplus funds, or from the proceeds of town obligations to be issued and 11 sold in the manner provided by the local finance law. The towm board of 12 the town of Southold may borrow the amount needed for such purposes and 13 issue town obligations therefor in an aggregate prtnqipal amount not ex- 14 ceeding five hundred thousand dollars. Increase the ~ggregate.bon~ed indebtedness, frcm $750,000 to $950,000. A~thorize an increase in the 'petty cash fund frc~ $500 to $.1,500~00'. To allow for the creation of capital reserve funds.. stL f [catzon: · · h 1. By amending Section 4 thereof, by increasing the aggregate bonded indebtedness frcm ;750,000 to $95~,000. The Ferry District is contemplating the purchase of a new ferry ,essel. It has an outstanding debt of approximately $450,000 (purchase of previous vessel) ~d it is anticipated that bonds in the amount of approximately $400,000 will be required for ~e purchase of the new vessel. A~. you will observe frcm Section 4 of the act, a resolution ~uthorizing bonds in excess of $500,000 is subject to a permissive re[erendt~. 2. By amending Section 6 of'the act to authorize a ~etty'cash fund in th~ am~u6t of ;1,500.00 rather than $500.00, as presently provided for. All shiix~ents of all prepaid.f..reight ~d parcel post destined for Fishers Island is transported to the island by the Fishers-Island !erry. The freight clerk at the freight terminal at New London, Connecticut; m~st pay these . :harges whea receiving such freight and the amounts are reimbursed when the consignee takes ~livery at the freight office at Fishers Island. The limit of $500.00 f.o.r petty cash is not ,~fficient for the freight clerk to receive prepaid freight deliveries at New London. 3. By adding a new Section 15 to the special act to authorize th~ Town Board of the To~n' )f Southold on behalf of the Ferry bistrict t6 establish one'or raDre reserve funds for the .:inancing oT all or part of the cost of "specific object or purpose,, or a "class of objects )r purposes". At the present time, whenever, the district desires .to purchase a-new ferry ~ssel or repair or substantiElly renovate an existing vessel, it must do'se eithe~ frcm .~rrent budgef~y funds or by'the issuance of bonds. The Ferry District %~ishes to be permitte~. ~ establish capital reserve funds and thereby place funds annually in these capital 'reserv~ ' ~unds so that the annt{al budgets and ~ rates will be' stabilized'. This wiiI also ~.egate. the. ~cessity of. selling bonds to,provide funds for new. vessels or substantial rec(~nstruction of.
