The meeting began at 7:09 p.m. with six LPC members present.

Eagle Scout Dan Sawicki made presentation to LPC.
Dan Sawicki unable to attend meeting. He will be submitting his project report to committee.
Adoption of Meeting Minutes:

Acceptance of meeting minutes from June 9, 2009
MOTION made by John Sepenoski, seconded by Ray Huntington, to adopt the June 9, 2009 Land
Preservation Committee meeting minutes.

Reviewed PDR inquiry.
Melissa reviewed staff report with LPC. Easement area offered is mostly wooded and part of a swale
area. LPC discussed pros and cons of preservation. It was suggested that perhaps just north side of
area should be preserved and not acreage around the existing house, as the north area is
surrounded by farmland. LPC asked Melissa to discuss purchase of north area and bargain sale
value with landowner.
Violations of Town Open Space or Easements:

Status of Violation.
LPC member Maureen Cullinane to provide mitigation plan to restore site. Landowner will be required
to complete mitigation plan.

Status of Violation.
Melissa is waiting for landowner to supply her with their plan for replanting area at north end that was
cleared of woods in violation of Planning Board Covenants & Restrictions and Preservation
Easement.
General Land Preservation Items:

RAMIFICATIONS OF “RAINBOW”
Ray Huntington’s “Rainbow P2 & P3” charts were distributed and discussed. It was recommended to
add a “grant funding” line to the chart as the Town is likely to be receiving grant funding over the next
20 years. It was agreed that additional significant factors can be built into the model if the committee
wishes.
LPC members discussed farmland outreach during discussion of “Rainbow”. LPC would like to create
a “select” list of desired agricultural properties for preservation purposes and prioritizing scores. Most
members agreed that number one priority would be given to farmlands that are contiguous to other
farmlands or preserved lands forming blocks of agricultural lands.

AGRICULTURAL ADVISORY COMMITTEE
Memo to Town Board re: $4 million Farmland Bond Review and prepare comments.
Memorandum dated June 16, 2009, to Southold Town Board from the Agricultural Advisory
Committee was distributed and discussions begun for comments to Town Board regarding said
memo. Chris Baiz and John Sepenoski, both members of the Agriculture Advisory Committee
responded to questions asked regarding the Recommendations of Usage for the US $4.0 million
farmland bond.
Goals and purposes of the proposed program were outlined. Discussions for commenting will
continue at next LPC meeting.

MELISSA SPIRO’S STATUS REPORT [executive session re: status of offers]
Melissa’s confidential status report distributed. Signed contract on P&E LLE (Peter Harbes) and
public hearing has been set. Still waiting for return of signed contracts on Sawick, Droskoski, and
Marratooka North.
