HomeMy WebLinkAbout07/27/2009Southold Transportation Commission July 27, 2009 Meeting Attendance: AUG 2 4 2009 Chairman Neb Brashich, Councilman Tom Wickham, Peter Harris, Jamie Richter, Frank Field, Tom Fox, Jim Baker, Bob Feger, Margaret Brown, Heather Lanza and intern Peter Shembry. Meeting called to order at 1005 hrs. Motion passed to approved June's monthly meeting minutes Greenport New Representative- Bob Feger Crreenport Village resident, Bob Feger, was introduced as the newly-appointed Village representative to the Transportation Commission by Neb. EETCUpd~e Neb reported on his most recent EETC meeting and the Volpe study and report was discussed, including the MTA's segment's breakdown. Neb read a letter from Tom Neely which summarized the progress of the council toward their transportation goals for the East End. Margaret added that she feels the council is making progress and that Volpe is moving closer to a transportation plan that will work for both the North and South Forks. (A discussion ensued regarding the importance of making any newly elected officials of the Town aware of the work being done toward a regional plan by the Transportation Commission.) Supervisor's Requests Review No Parking Request Along Cox Neck Rd, Mattituck A letter was read from a resident of Cox Neck Road, Mattituck requesting that the Town erect NO PARKING signs in t~ont of her and her neighbor's properties because of the parking associated with the Strawberry Festival and similar events held in the area. After a discussion, Neb requested the Police Department look at the issue along with Pete Harris and himself and report to the Commission with its results. The Commission also requested to see how the police department prepares for special events and traffic plans and has the oppommity for input on the plans. Capt. Flatley will bring traffic plans to Commission for review upon request. MPH Signage Review Request- New Suffolk A copy of an email was read regarding a question as to the placement of speed limit signs in New Suffolk. Pete Harris stated that yellow speed signs with a "suggested" speed were placed in certain neighborhoods and this was probably what was being referred to. Heather to respond back to the complainant with an explanation. Neb reports receiving a call from the NYS DOT regarding the letter Neb sent requesting an appearance by the DOT for a meeting to demonstrate traffic options for Cutchogue Village traffic patterns. The DOT rep stated they will not be coming to do a presentation on this matter but they will work with whatever Southold Town officials want done with traffic control. Councilman Wiekham suggested the Town sponsor a meeting for stakeholders, Town Board, Commission members and the public to discuss the traffic Planning Board Request- Additional Review of 7-11, Mattituck No major plan changes were proposed by the Commission. Current Transportation Issues - Heather Lanza Southold Greenport Bus Shelters Update- No updates other than attempting to finalize location for Southold Village site. Orientation/Interpretive Stgnage Project- Phase II design and contract documents are ongoing. Bridge Improvement Project- Project is on seheduie Southwold Housing Project- Nothing new on project Shizen Project- Nothing new on project. Valero $ervice Station Project- Board is still in the middle of its review. Harbes Farm Winery- Still working to complete the site plan with the Harbes family. Cutchogue Heritage Project- Involved in lawsuit- no movement. Crossing for Students at 7-11, Greenport- This topic is dropped at this time. Old Business Councilman Wickham handed out an informational buitetin on the impact of constructing roundabouts to deal with traffic. Councilman initiated a discussion of the issue of parking at farm stands throughout Town and advised .the Commission that the Town Board will not take up this issue again for discussion. Councilman Wickham suggested that the Commission speak individually with Town Board members on the topic and also suggested that the Police Depa~hnent should take a lead role in revisiting this issue of parking. Councilman Wickham suggested that the farm stand parking draft by Jim Baker be presented to Chief Cochran and he contact the Town Board with his opinion. Pete Harris requested an update on the NO PARKING request for Champlin Place in Greenport that was discussed several months ago. Neb agreed to contact the Town Attorney's Office to check on its progress. 2 Pete Harris presented a letter with a map from a Pequash Avenue, Cutchogue resident requesting that two intersections along Pequash Ave. be designated as four-way stop intersections in an effort to slow speeding vehicles on this roadway. After a brief discussion, it was agreed that there should be a petition, with a majority of members of this community signing, for the installation of these intersections' traffic control and then re-submitted.
