A meeting of the Southold Town Conservation Advisory Council was held Wed., July 15,
2009 at Down's Farm Preserve.

CALL TO ORDER
Chairman James Eckert called the meeting to order at 4:30 PM.
ANNOUNCEMENTS
The Town Board appointed James Eckert as the new Chairman to the CAC.
REPORTS
Member Peter Young presented his mooring inventory report to the members for
comment.
RESOLVED, that the Conservation Advisory Council Supports the request of Peter Young
to forward the mooring inventory report to the Board of Trustees and the Southold Town
Board.
Vote of Council: Ayes: All
Motion Carried
NEW BUSINESS
The members discussed the 2010 budget estimates and will forward their requests to the
Town Clerk's office by the deadline of July 31, 2009.
APPROVAL OF MINUTES
Moved by Peter Young seconded by James Eckert, to Approve the Minutes of June 17,
2009.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Peter Young, seconded by Greta Schiller, it was
RESOLVED to SUPPORT the Wetland Permit application of SKUNK LANE TRUST CIO
MARY KRAUSE to construct a single-family dwelling with deck, attached garage, sanitary
system, pervious driveway, and to establish a non-turf zone landward of a 50' non°
disturbance/non-fertilization buffer.
Located: 9105 Skunk Lane, Cutchogue. SCTM#104-3-18.1

The CAC Supports the application with the Condition the deck and the dwelling are
setback 100' from the wetland boundary and all trees over 8" DBH, that do not interfere
with the construction of the proposed dwelling, are preserved.

Moved by Peter Young, seconded by James Eckert, it was
RESOLVED to SUPPORT the Wetland Permit application of ANTHONY CAMPO to
demolish and reconstruct a new two-story dwelling, remove and relocate sanitary system
with retaining walls, and install new drywells for run-off.

RESOLVED to SUPPORT the Wetland Permit application of DAVID FUHRMANN to
construct dormers, remove and replace existing windows, exterior doors, siding and roof
shingles, and construct a 453 sf. addition to the existing deck.

of the deck.

RESOLVED to SUPPORT the Wetland Permit application of RICHARD & JOANN
SAVERESE to demolish and reconstruct a new two-stow dwelling with deck, install
drywells for stormwater run-off and a new sanitary system with retaining wall.
Located: 2575 Old Orchard Lane, East Marion. SCTM#37-6-7.1

The CAC Supports the application with the Condition of a non-turf area seaward of the
sanitary system.

NORMAN & APRIL WENK to construct first floor alterations and an addition of 393 sf.
with second floor alterations and addition of 300 sf.

The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to NOT SUPPORT the Wetland Permit application of ALAN CARDINALE,
JR. to remove the accessory dwelling structure and attached deck, asphalt driveway, and
leaching pool; and construct a one-stow detached garage, pervious gravel driveway
extension, and install drywell to capture and recharge roof run-off.

Moved by James Eckert, seconded by Peter Young it was
RESOLVED to SUPPORT the Wetland Permit application of RICHARD BOSWORTN to
install a new spa, in-ground swimming pool and patio, 4' high fence and gates, clear
existing trees and shrubbery to 50' of freshwater wetlands and re-vegetate, and install an
impervious driveway.

The CAC Supports the application with the Condition the patio is pervious and there is a
50' non-disturbance buffer from the freshwater wetlands.

Moved by Peter Young, seconded by James Eckert, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of MICHAEL GIACONE to
replace, in place an existing 81' wooden groin with a 73', "Shore-Guard 425" vinyl
sheathing groin. The groin will be Iow-profile, with the height not to exceed 18" above
grade on the down-drift side.

The CAC does Not Support the application and recommends complete removal of the
groin.

RESOLVED to SUPPORT the Wetland Permit application of LON6 ISLAND SOUND
OYSTER, LLC to remove 30' of offshore section of existing 4' wide dock, existing ramp
and floating dock; remove existing pipeline; expand 105' of existing 4' wide dock to 6'
wide; expand last 20' of offshore end to 10' wide; install new 3,000 lb. davit; and install
seven 2-pile dolphins.

appropriate materials such as Thru-Flow Interlocking Panels.

RESOLVED to SUPPORT the Wetland Permit application of JAMES MAINO to remove
the existing shed, bulkhead and wood walkway. Construct 110' of new bulkhead and new
4' wide wood walkway in-place. Remove existing floating dock, ramp and access platform
and install new 4'X 4' cantilevered platform, 32"X 14' seasonal aluminum ramp and 4'X
50' seasonal floating dock in-place. Remove existing retaining wall and construct 110' of
new retaining wall in-place. Provide a 10' wide non-tuff buffer zone landward of walkway.

facility and retaining wall are constructed using best management practices.

RESOLVED to SUPPORT the Wetland Permit & Coastal Erosion Permit applications of
PAUL KEBER to construct 130' of double row 3'to 5' dia. (2 to 5 ton) rock revetment;
construct a 4' wide by 125' staircase with three 4'X 4' platforms; regrade any disturbed
areas and re-vegetate entire bluff with Cape American Beachgrass.

ROCKHALL DEVELOPMENT CORP. to construct a two-story single-family dwelling,
deck, sanitary system and driveway.
Located: 355 Midway Rd., Southold. SCTM#90-2-28
The project was not staked, therefore no recommendation was made. CAC will re-inspect
in August.
JOSEPH MANZI to construct a two-story single-family dwelling, in-ground swimming pool,
deck, garage, driveway and sanitary system.
Located: 405 Cedar Point Dr. West, Southold. SCTM#90-2-27
The project was not staked, therefore no recommendation was made. CAC will re-inspect
in August.
DISCUSSION AND RECOMMENDATIONS OF APPLICATIONS TO AMEND PERMITS
GRACE HAWKINS to Amend Permit #7089 for the revised footprint of the proposed
single-family dwelling to be located 46' from the limits of tidal wetlands rather than the
approved 53', and increase the size of the proposed drywell.

The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the Wetland Permit application of JERRY & LINDA MATEJKA
to Amend Permit #868 to add a 3'X 19' fixed "T" dock extension onto the seaward end of
the existing dock.

is constructed using appropriate materials such as Thru-Flow Interlocking Panels.

Moved by James Eckert, seconded by Peter Young, it was
RESOLVED to SUPPORT the Wetland Permit application of MICHAEL CARLUCCl to
Amend Permit #1788 to replace in-place the existing 40' timber bulkhead and two existing
8' and 12' returns, and backfill with up to 12 cy. of clean upland fill. Include existing piling
at north end of floating dock and replace by steel pipe or timber and to include the existing
floating dock and 2'X 7' ramp.

Motion Carried
Chairman James Eckert will attend the next regular meeting of the Board of Trustees
scheduled for Wed., July 22, 2009.
The next meeting of the Conservation Advisory Council has been set for Wed., August 12,
2009 at 4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:15 PM.
