PROJECT:
The clearing, grubbing, pruning, trimming, grading, seeding, road
reconstruction & shoulder restoration for Ryder Farm and Park View
Lane within the Orient by the Sea Subdivision, Orient, New York 11957
The Town Board of the Town of Southold will receive bids for furnishing all Labor,
materials and equipment as specified in the bid documents for the restoration of roads &
shoulder areas for Ryder Farm Lane & Park View Lane all. in accordance with the
Drawings & Specifications contained herein.
Bids will be received at the office of the Southold Town Clerk, Southold Town Hall, 53095
Main Road, Southold, New York 11971, until
10:00 AM, 25th October 2007

All specifications are provided herein: drawings to be attached.
This invitation to bid is not an offer and shall in no way bind the Town of Southold to
award a contract for performance of the project. Should the Town of Southold decide to
award a contract, it shall be awarded to the lowest responsible bidder.
The Town of Southold reserves the right to waive any informality, and to reject any or all
bids, and to retain bids for 45 days from the date of receipt. The CONTRACTOR SHALL
NOT withdraw his bid during this period.

INSTRUCTIONS TO BIDDERS
A. PROPOSALS
Proposals must be made in strict accordance with the "Proposal Form" provided. The
bidders shall write in ink, both in words & numerals, the price for which he proposed: to
furnish all Labor, materials, plant, equipment, tools or other facilities, & to supply all
materials in strict accordance with the plans and specifications, and subject at all times to
the approval of the Architect.
Each proposal must be signed in wdting with the full name and address of bidder.
Proposals shall be addressed as indicated on Invitation for Bids and shall be delivered
enclosed in an opaque sealed envelope marked "Proposal" bearing title of work, and
Bidders Name. No proposal shall be considered which has not been received by the
Southold Town Clerk pdor to the hour and date stated in these specifications.
B. OMISSIONS AND DISCREPANCIES
Bidders should carefully examine the drawings and specifications, visit the site of work, and
fully inform themselves of all conditions and matters which can in any way affect the work
or the cost thereof. Should a bidder find discrepancies in or omissions from the drawings,
specifications, or other documents or should he be in doubt as to their meaning, he should
at once notify the Architect who may issue a written instruction to all bidders.
C. PUBLIC OPENING OF PROPOSALS
Proposals will be opened and read publicly at the time and place indicated in the Invitation
for Bids. Bidders, their authorized agents, and other interested parties are invited to be
present.
D. AWARD OF CONTRACT
Award of contract will be made as soon as practical. A contract may be awarded to a
responsible bidder other than the lowest money bidder, if it is in the best interest of the
Town. No bid may be withdrawn after scheduled closing time for receipt of bids for a
period of 45 days pending execution of a contract by successful bidder. The competency
and responsibility of the bidder and his sub-contractors will be considered in making the
award. The Town reserves the right to waive any technical error, to accept any bid, or to
reject any or all bids.
The Town will either award the project or reject all proposals received within forty-five (45)
days after the formal opening of proposals. The acceptance of a proposal will be a notice
in writing signed by the Town Clerk and no other act shall constitute the acceptance of a
proposal. The acceptance of a proposal shall bind the successful bidder to execute the
contract as stipulated herein.

E. WITHDRAWALS OF PROPOSALS
Any bidder upon his or her authorized representative's written request presented not later
than the hour set for the opening thereof, will be given permission to withdraw his proposal.
At the time of opening the proposals, when such proposals are reached, it will be returned
to him unread.
F. REJECTION OF PROPOSALS
The Town reserves the dght to waive any technical error and to reject any and/or all
proposals. Without limiting the generality of the foregoing, any proposal which in
incomplete, obscure, or irregular may be rejected; any proposal accompanied by an
insufficient or irregular certified check or bidder's bond bay be rejected, any proposal
having interlineations, erasure or corrections may be rejected.
G. TIME FOR EXECUTION OF CONTRACT
Any bidder whose proposal shall be accepted will be required to appear before the Town in
person; or if a firm or corporation, a duly authorized representative shall so appear, and
execute six (6) copies of the Contract within ten (10) days after notice that the Contract has
been awarded to him. Failure to execute Contract shall constitute a breach of the
agreement effected by the acceptance of the Proposal.
H. TIME LIMIT TO COMMENCE AND COMPLETE WORK
The contractor shall commence work within ten (10) days of notice to proceed, or the
actual date stipulated in the notice to proceed given to him by the Town of Southold. The
Contractor shall complete the clearing, grabbing, pruning, trimming, grading, seeding and
road shoulder restoration for Ryder Farm and Park View Lane. The Contractor shall
complete the work within thirty (30) calendar days.

PROJECT SPECIFICATIONS:
The contractor shall Provide all site preparation work required for the completion of
this project. Limits of work under this contract shall include the entire site. This
item shall include all shoulder areas within the Ryder Farm & Park View Lane Right-
of-Ways.
The contractor shall provide herbicide for the treatment of asphalt road pavement
areas. Round - Up Concentrate to be Mixed at the rate of Two (2) Oz. per Gallon and
shall not exceed the Manufacturer's Specifications.
The Contractor shall minimize interference with adjoining Streets, roads, adjacent
property and other works to remain during site clearing operations.
1. Do not close or obstruct streets, walks, or other adjacent occupied or
used facilities without permission from the Town of Southold.
2. Contractor shall notify utility mark out service prior to commencement
of site clearing.
3. Contractor shall not commence road shoulder clearing operations until
the Town has identified Street trees and other landscaping to remain.
All Brush, Trees, Stumps and vegetation debris generated from Site Clearing
activities shall be removed from the site at the Contractors expense. 1. Burning of material on the site will not be permitted.
2. Removal of Debris shall be done on a daily basis as it accumulates.
3. Should the Contractor elect to continue work beyond normal working
hours, material to be removed shall not be allowed to accumulate for
more than 48 hours.
The contractor shall provide all topsoil required to reestablish the road shoulder
areas where needed. After clearing & grubbing the remaining topsoil layer shall be
left free of sub-soil and weeds, roots, toxic materials, or other non-soil materials.
The Contractor shall protect all areas outside the Right-of-Way for Ryder Farm &
Park View Lane. Clearing limits will be designated by the Town of Southold and
flagged by the Contractor prior to construction.
The Contractor shall be responsible for scheduling a prsconstruction conference
with the Town of Southold at the Project Site to review construction limits and flag
existing street trees to remain,
The Contractor shall be responsible for restoration of all site damage to its original
condition or as acceptable to the Town.

The Contractor shall Provide temporary erosion and sedimentation control measures
where needed to prevent soil erosion and discharge of soil-bearing water runoff or
airborne dust to adjacent woodlands, properties, walkways and roads in accordance
with EPA Phase II Storm-water Regulations.
The Contractor shall remove all obstructions, trees, shrubs, grass and other
vegetation within the limits of clearing.
All work shall be done by hand using hand held tools and equipment to prevent any
further deterioration of existing road construction materials. No work by heavy
equipment and/or machinery will be allowed. Contractor shall clear and grub all
overgrown vegetation with hand tools subject to the approval of the Town of
Southold.
All trees, brush and related vegetative debris shall be removed and disposed of by
the Contractor.
The Contractor shall Remove all surplus soil materials, unsuitable topsoil,
obstructions, demolished materials, and waste materials, including trash and debris,
and legally dispose of them off Owner's property.
All tree stumps shall be cut to a minimum of four (4") inches below grade and
covered with topsoil.
Protect structures, roads, adjacent property, trees and other items from damage
caused by construction activities & operations.
After clearing & grubbing the Contractor shall uniformly grade shoulder areas to a
smooth surface, free from irregular surface changes. Provide a smooth transition
between adjacent existing grades where indicated or required.
The Contractor shall Protect newly graded areas from traffic, freezing and erosion.
Keep project site free of trash and debris at all times.

SEEDING SPECIFICATIONS:
The Contractor shall moisten prepared shoulder areas before planting if soil is dry.
Water thoroughly and allow surface to dry before planting. Do not create muddy
soil. Restore areas if eroded or otherwise disturbed after finish grading and before
planting.
Grass Seed shall be: Fresh, clean, dry, new-crop sees complying with AOSA's
"Journal of Seed Technology; Rules for Testing Seeds" for purity and germination
tolerances.
Required Seed Species: State-certified seed of grass species, as follows, tolerance
for germination shall be those called official and tabulated bythe U. S. Department of
Agriculture:
1. Seed Mixture shall be L.I.C.A. Southold Town Fescue ! Rye Mix as
follows:
a. 20 percent Red Fescue.
c. 40 percent Fiesta 3 Perennial Ryegrass.
d. 40 percent Cutter Perennial Ryegrass.
The Contractor shall reuse existing Topsoil: ASTM D 5268, pH range of 5 to 7, a
minimum of 5 percent and maximum of 20 percent organic material content; free of
stones 1/2 inch or larger in any dimension and other extraneous materials harmful to
plant growth. Clean surface soil of roots, plants, sod, stones, clay lumps and other
extraneous materials harmful to plant growth.
The Contractor shall provide starter fertilizer. Granular or pelleted fertilizer
consisting of 50 percent water insoluble nitrogen, phosphorus and potassium.
The Contractor shall Sow seed with spreader or seeding machine. Do not broadcast
or drop seed when wind velocity exceeds 5 mph. Evenly distribute seed by sowing
equal quantities in all areas.
1. Do not use wet seed or seed that is moldy or otherwise damaged.
2. Sow seed at the rate of 60 Lb. per 10,000 sq. ft. of area.
3. Rake seed lightly into top 1!4 inch or topsoil, roll lightly, and water with
fine spray.
4. Renovate existing lawns where damaged by Contractors operations
such as storage of materials or equipment and movement of vehicles.
1. Re-establish lawn where settlement or washouts occur or where
minor regarding is required.
5. Remove topsoil containing foreign materials resulting from
Contractor's operations, including oil drippings, fuel spills, stone,
gravel and other construction materials, and replace with new topsoil.

Remove weeds before seeding. Where weeds are extensive, apply
selective herbicides as required. Do not use pre-emergence herbicides.
Remove waste and foreign materials, including weeds, soil cores,
grass, vegetation & turf and legally dispose of them off Owner's
Property.
Mow, de-thatch, core aerate and rake existing lawn areas disturbed by
construction operations.
Apply soil amendments and initial fertilizers required for establishing
new lawns and mix thoroughly into top 4 inches of existing soil.
Provide new planting soil to fill Iow spots and meet finish grades.
Apply seed and protect with straw mulch as required for new lawns.
Water newly planted areas and keep moist until new lawn is
established.
Under this contract the Contractor shall be required to provide a Satisfactory Seeded
Lawn: At the end of maintenance period, a healthy, uniform, close stand of grass
has been established, free of weeds and surface irregularities, with coverage
exceeding 90 percent over any 10 sq. ft. of area and bare spots not exceeding 5 by 5
inches.
The Contractor shall promptly remove soil and debris created by construction
operations from all site areas.
The Contractor shall Erect barricades and warning signs as required to protect
newly planted areas from traffic. Maintain barricades throughout maintenance
period and remove after lawn is established.
The Contractor shall Remove erosion-control measures after grass establishment
period.

INSTRUCTIONS TO BIDDERS
A. PROPOSALS
Proposals must be made in strict accordance with the "Proposal Form" provided. The
bidders shall write in ink, both in words & numerals, the pdce for which he proposed: to
furnish all Labor, materials, plant, equipment, tools or other facilities, & to supply all
materials in strict accordance with the plans and specifications, and subject at all times to
the approval of the Architect.
Each proposal must be signed in writing with the full name and address of bidder.
Proposals shall be addressed as indicated on Invitation for Bids and shall be delivered
enclosed in an opaque sealed envelope marked "Proposal" bearing title of work, and
Bidders Name. No proposal shall be considered which has not been received by the
Southold Town Clerk prior to the hour and date stated in these specifications.
B. OMISSIONS AND DISCREPANCIES
Bidders should carefully examine the drawings and specifications, visit the site of work, and
fully inform themselves of all conditions and matters which can in any way affect the work
or the cost thereof. Should a bidder find discrepancies in or omissions from the drawings,
specifications, or other documents or should he be in doubt as to their meaning, he should
at once notify the Architect who may issue a written instruction to all bidders.
C. PUBLIC OPENING OF PROPOSALS
Proposals will be opened and read publicly at the time and place indicated in the Invitation
for Bids. Bidders, their authorized agents, and other interested parties are invited to be
present.
D. AWARD OF CONTRACT
Award of contract will be made as soon as practical. A contract may be awarded to a
responsible bidder other than the lowest money bidder, if it is in the best interest of the
Town. No bid may be withdrawn after scheduled closing time for receipt of bids for a
period of 45 days pending execution of a contract by successful bidder. The competency
and responsibility of the bidder and his sub-contractors will be considered in making the
award. The Town reserves the right to waive any technical error, to accept any bid, orto
reject any or all bids.
The Town will either award the project or reject all proposals received within forty-five (45)
days after the formal opening of proposals. The acceptance of a proposal will be a notice
in wdting signed by the Town Clerk and no other act shall constitute the acceptance of a
proposal. The acceptance of a proposal shall bind the successful bidder to execute the
contract as stipulated herein.

E. WITHDRAWALS OF PROPOSALS
Any bidder upon his or her authorized representative's written request presented not later
than the hour set for the opening thereof, will be given permission to withdraw his proposal.
At the time of opening the proposals, when such proposals are reached, it will be returned
to him unread.
F. REJECTION OF PROPOSALS
The Town reserves the dght to waive any technical error and to reject any and/or all
proposals. Without limiting the generality of the foregoing, any proposal which in
incomplete, obscure, or irregular may be rejected; any proposal accompanied by an
insufficient or irregular certified check or bidder's bond bay be rejected, any proposal
having interlineations, erasure or corrections may be rejected.
G. TIME FOR EXECUTION OF CONTRACT
Any bidder whose proposal shall be accepted will be required to appear before the Town in
person; or if a firm or corporation, a duly authorized representative shall so appear, and
execute six (6) copies of the Contract within ten (10) days after notice that the Contract has
been awarded to him. Failure to execute Contract shall constitute a breach of the
agreement effected by the acceptance of the Proposal.
H. TIME LIMIT TO COMMENCE AND COMPLETE WORK
The contractor shall commence work within ten (10) days of notice to proceed, or the
actual date stipulated in the notice to proceed given to him by the Town of Southold. The
Contractor shall complete the clearing, grubbing, pruning, trimming, grading, seeding and
road shoulder restoration for Ryder Farm and Park View Lane. The Contractor shall
complete the work within thirty (30) calendar days.

PROJECT SPECIFICATIONS:
The contractor shall Provide all site preparation work required for the completion of
this project. Limits of work under this contract shall include the entire site. This
item shall include all shoulder areas within the Ryder Farm & Park View Lane Right-
of-Ways.
The contractor shall provide herbicide for the treatment of asphalt road pavement
areas. Round - Up Concentrate to be Mixed at the rate of Two (2) Oz. per Gallon and
shall not exceed the Manufacturer's Specifications.
The Contractor shall minimize interference with adjoining Streets, roads, adjacent
property and other works to remain during site clearing operations.
1. Do not close or obstruct streets, walks, or other adjacent occupied or
used facilities without permission from the Town of Southold.
2. Contractor shall notify utility mark out service prior to commencement
of site clearing.
3. Contractor shall not commence road shoulder clearing operations until
the Town has identified Street trees and other landscaping to remain.
All Brush, Trees, Stumps and vegetation debris generated from Site Clearing
activities shall be removed from the site at the Contractors expense. 1. Burning of material on the site will not be permitted.
2. Removal of Debris shall be done on a daily basis as it accumulates.
3. Should the Contractor elect to continue work beyond normal working
hours, material to be removed shall not be allowed to accumulate for
more than 48 hours.
The contractor shall provide all topsoil required to reestablish the road shoulder
areas where needed. After clearing & grubbing the remaining topsoil layer shall be
left free of sub-soil and weeds, roots, toxic materials, or other non-soil materials.
The Contractor shall protect all areas outside the Right-of-Way for Ryder Farm &
Park View Lane. Clearing limits will be designated by the Town of Southold and
flagged by the Contractor prior to construction.
The Contractor shall be responsible for scheduling a preconstruction conference
with the Town of Southold at the Project Site to review construction limits and flag
existing street trees to remain.
The Contractor shall be responsible for restoration of all site damage to its original
condition or as acceptable to the Town.

The Contractor shall Provide temporary erosion and sedimentation control measures
where needed to prevent soil erosion and discharge of soil-bearing water runoff or
airborne dust to adjacent woodlands, properties, walkways and roads in accordance
with EPA Phase II Storm-water Regulations.
The Contractor shall remove all obstructions, trees, shrubs, grass and other
vegetation within the limits of clearing.
All work shall be done by hand using hand held tools and equipment to prevent any
further deterioration of existing road construction materials. No work by heavy
equipment and/or machinery will be allowed. Contractor shall clear and grub all
overgrown vegetation with hand tools subject to the approval of the Town of
Southold.
All trees, brush and related vegetative debris shall be removed and disposed of by
the Contractor.
The Contractor shall Remove all surplus soil materials, unsuitable topsoil,
obstructions, demolished materials, and waste materials, including trash and debris,
and legally dispose of them off Owner's property.
All tree stumps shall be cut to a minimum of four (4") inches below grade and
covered with topsoil.
Protect structures, roads, adjacent property, trees and other items from damage
caused by construction activities & operations.
After clearing & grubbing the Contractor shall uniformly grade shoulder areas to a
smooth surface, free from irregular surface changes. Provide a smooth transition
between adjacent existing grades where indicated or required.
The Contractor shall Protect newly graded areas from traffic, freezing and erosion.
Keep project site free of trash and debris at all times.

SEEDING SPECIFICATIONS:
The Contractor shall moisten prepared shoulder areas before planting if soil is dry.
Water thoroughly and allow surface to dry before planting. Do not create muddy
soil. Restore areas if eroded or otherwise disturbed after finish grading and before
planting.
Grass Seed shall be: Fresh, clean, dry, new-crop sees complying with AOSA's
"Journal of Seed Technology; Rules for Testing Seeds" for purity and germination
tolerances.
Required Seed Species: State-certified seed of grass species, as follows, tolerance
for germination shall be those called official and tabulated by the U. S. Department of
Agriculture:
1. Seed Mixture shall be L.I.C.A. Southold Town Fescue / Rye Mix as
follows:
a. 20 percent Red Fescue.
c. 40 percent Fiesta 3 Perennial Ryegrass.
d. 40 percent Cutter Perennial Ryegrass.
The Contractor shall reuse existing Topsoil: ASTM D 5268, pH range of 5 to 7, a
minimum of $ percent and maximum of 20 percent organic material content; free of
stones 1/2 inch or larger in any dimension and other extraneous materials harmful to
plant growth. Clean surface soil of roots, plants, sod, stones, clay lumps and other
extraneous materials harmful to plant growth.
The Contractor shall provide starter fertilizer. Granular or pelleted fertilizer
consisting of 50 percent water insoluble nitrogen, phosphorus and potassium.
The Contractor shall Sow seed with spreader or seeding machine. Do not broadcast
or drop seed when wind velocity exceeds 5 mph. Evenly distribute seed by sowing
equal quantities in all areas.
1. Do not use wet seed or seed that is moldy or otherwise damaged.
2. Sow seed at the rate of 60 Lb. per 10,000 sq. ft. of area.
3. Rake seed lightly into top 1/4 inch or topsoil, roll lightly, and water with
fine spray.
4. Renovate existing lawns where damaged by Contractors operations
such as storage of materials or equipment and movement of vehicles.
1. Re-establish lawn where settlement or washouts occur or where
minor regarding is required.
5. Remove topsoil containing foreign materials resulting from
Contractor's operations, including oil drippings, fuel spills, stone,
gravel and other construction materials, and replace with new topsoil.

Remove weeds before seeding. Where weeds are extensive, apply
selective herbicides as required. Do not use pre-emergence herbicides.
Remove waste and foreign materials, including weeds, soil cores,
grass, vegetation & turf and legally dispose of them off Owner's
Property.
Mow, de-thatch, core aerate and rake existing lawn areas disturbed by
construction operations.
Apply soil amendments and initial fertilizers required for establishing
new lawns and mix thoroughly into top 4 inches of existing soil.
Provide new planting soil to fill Iow spots and meet finish grades.
Apply seed and protect with straw mulch as required for new lawns.
Water newly planted areas and keep moist until new lawn is
established.
Under this contract the Contractor shall be required to provide a Satisfactory Seeded
Lawn: At the end of maintenance period, a healthy, uniform, close stand of grass
has been established, free of weeds and surface irregularities, with coverage
exceeding 90 percent over any 10 sq. ft. of area and bare spots not exceeding 5 by 5
inches.
The Contractor shall promptly remove soil and debris created by construction
operations from all site areas.
The Contractor shall Erect barricades and warning signs as required to protect
newly planted areas from traffic. Maintain barricades throughout maintenance
period and remove after lawn is established.
The Contractor shall Remove erosion-control measures after grass establishment
period.

INSTRUCTIONS TO BIDDERS
A. PROPOSALS
Proposals must be made in strict accordance with the "Proposal Form" provided. The
bidders shall write in ink, both in words & numerals, the pdce for which he proposed: to
furnish all Labor, materials, plant, equipment, tools or other facilities, & to supply all
materials in strict accordance with the plans and specifications, and subject at all times to
the approval of the Architect.
Each proposal must be signed in writing with the full name and address of bidder.
Proposals shall be addressed as indicated on Invitation for Bids and shall be delivered
enclosed in an opaque sealed envelope marked "Proposal" bearing title of work, and
Bidders Name. No proposal shall be considered which has not been received by the
Southold Town Clerk prior to the hour and date stated in these specifications.
B. OMISSIONS AND DISCREPANCIES
Bidders should carefully examine the drawings and specifications, visit the site of work, and
fully inform themselves of all conditions and matters which can in any way affect the work
or the cost thereof. Should a bidder find discrepancies in or omissions from the drawings,
specifications, or other documents or should he be in doubt as to their meaning, he should
at once notify the Architect who may issue a written instruction to all bidders.
C. PUBLIC OPENING OF PROPOSALS
Proposals will be opened and read publicly at the time and place indicated in the Invitation
for Bids. Bidders, their authorized agents, and other interested parties are invited to be
present.
D. AWARD OF CONTRACT
Award of contract will be made as soon as practical. A contract may be awarded to a
responsible bidder other than the lowest money bidder, if it is in the best interest of the
Town. No bid may be withdrawn after scheduled closing time for receipt of bids for a
period of 45 days pending execution of a contract by successful bidder. The competency
and responsibility of the bidder and his sub-contractors will be considered in making the
award. The Town reserves the right to waive any technical error, to accept any bid, or to
reject any or all bids.
The Town will either award the project or reject all proposals received within forty-five (45)
days after the formal opening of proposals. The acceptance of a proposal will be a notice
in writing signed by the Town Clerk and no other act shall constitute the acceptance of a
proposal. The acceptance of a proposal shall bind the successful bidder to execute the
contract as stipulated herein.

E. WITHDRAWALS OF PROPOSALS
Any bidder upon his or her authorized representative's written request presented not later
than the hour set for the opening thereof, will be given permission to withdraw his proposal.
At the time of opening the proposals, when such proposals are reached, it will be returned
to him unread.
F. REJECTION OF PROPOSALS
The Town reserves the right to waive any technical error and to reject any and/or all
proposals. Without limiting the generality of the foregoing, any proposal which in
incomplete, obscure, or irregular may be rejected; any proposal accompanied by an
insufficient or irregular certified check or bidder's bond bay be rejected, any proposal
having interlineations, erasure or corrections may be rejected.
G. TIME FOR EXECUTION OF CONTRACT
Any bidder whose proposal shall be accepted will be required to appear before the Town in
person; or if a firm or corporation, a duly authorized representative shall so appear, and
execute six (6) copies of the Contract within ten (10) days after notice that the Contract has
been awarded to him. Failure to execute Contract shall constitute a breach of the
agreement effected by the acceptance of the Proposal.
H. TIME LIMIT TO COMMENCE AND COMPLETE WORK
The contractor shall commence work within ten (10) days of notice to proceed, or the
actual date stipulated in the notice to proceed given to him by the Town of Southold. The
Contractor shall complete the clearing, grubbing, pruning, trimming, grading, seeding and
road shoulder restoration for Ryder Farm and Park View Lane. The Contractor shall
complete the work within thirty (30) calendar days.

PROJECT SPECIFICATIONS:
The contractor shall Provide all site preparation work required for the completion of
this project. Limits of work under this contract shall include the entire site. This
item shall include all shoulder areas within the Ryder Farm & Park View Lane Right-
of-Ways.
The contractor shall provide herbicide for the treatment of asphalt road pavement
areas. Round - Up Concentrate to be Mixed at the rate of Two (2) Oz. per Gallon and
shall not exceed the Manufacturer's Specifications.
The Contractor shall minimize interference with adjoining Streets, roads, adjacent
property and other works to remain during site clearing operations.
1. Do not close or obstruct streets, walks, or other adjacent occupied or
used facilities without permission from the Town of Southold.
2. Contractor shall notify utility mark out service prior to commencement
of site clearing.
3. Contractor shall not commence road shoulder clearing operations until
the Town has identified Street trees and other landscaping to remain.
All Brush, Trees, Stumps and vegetation debris generated from Site Clearing
activities shall be removed from the site at the Contractors expense. 1. Burning of material on the site will not be permitted.
2. Removal of Debris shall be done on a daily basis as it accumulates.
3. Should the Contractor elect to continue work beyond normal working
hours, material to be removed shall not be allowed to accumulate for
more than 48 hours.
The contractor shall provide all topsoil required to reestablish the road shoulder
areas where needed. After clearing & grubbing the remaining topsoil layer shall be
left free of sub-soil and weeds, roots, toxic materials, or other non-soil materials.
The Contractor shall protect all areas outside the Right-of-Way for Ryder Farm &
Park View Lane. Clearing limits will be designated by the Town of Southold and
flagged by the Contractor prior to construction.
The Contractor shall be responsible for scheduling a preconstruction conference
with the Town of Southold at the Project Site to review construction limits and flag
existing street trees to remain.
The Contractor shall be responsible for restoration of all site damage to its original
condition or as acceptable to the Town.

The Contractor shall Provide temporary erosion and sedimentation control measures
where needed to prevent soil erosion and discharge of soil-bearing water runoff or
airborne dust to adjacent woodlands, properties, walkways and roads in accordance
with EPA Phase II Storm-water Regulations.
The Contractor shall remove all obstructions, trees, shrubs, grass and other
vegetation within the limits of clearing.
All work shall be done by hand using hand held tools and equipment to prevent any
further deterioration of existing road construction materials. No work by heavy
equipment and/or machinery will be allowed. Contractor shall clear and grub all
overgrown vegetation with hand tools subject to the approval of the Town of
Southold.
All trees, brush and related vegetative debris shall be removed and disposed of by
the Contractor.
The Contractor shall Remove all surplus soil materials, unsuitable topsoil,
obstructions, demolished materials, and waste materials, including trash and debris,
and legally dispose of them off Owner's property.
All tree stumps shall be cut to a minimum of four (4") inches below grade and
covered with topsoil.
Protect structures, roads, adjacent property, trees and other items from damage
caused by construction activities & operations.
After clearing & grubbing the Contractor shall uniformly grade shoulder areas to a
smooth surface, free from irregular surface changes. Provide a smooth transition
between adjacent existing grades where indicated or required.
The Contractor shall Protect newly graded areas from traffic, freezing and erosion.
Keep project site free of trash and debris at all times.

SEEDING SPECIFICATIONS:
The Contractor shall moisten prepared shoulder areas before planting if soil is dry.
Water thoroughly and allow surface to dry before planting. Do not create muddy
soil. Restore areas if eroded or otherwise disturbed after finish grading and before
planting.
Grass Seed shall be: Fresh, clean, dry, new-crop sees complying with AOSA's
"Journal of Seed Technology; Rules for Testing Seeds" for purity and germination
tolerances.
Required Seed Species: State-certified seed of grass species, as follows, tolerance
for germination shall be those called official and tabulated by the U. S. Department of
Agriculture:
1. Seed Mixture shall be L.I.C.A. Southold Town Fescue / Rye Mix as
follows:
a. 20 percent Red Fescue.
c. 40 percent Fiesta 3 Perennial Ryegrass.
d. 40 percent Cutter Perennial Ryegrass.
The Contractor shall reuse existing Topsoil: ASTM D 5268, pH range of 5 to 7, a
minimum of 5 percent and maximum of 20 percent organic material content; free of
stones 1/2 inch or larger in any dimension and other extraneous materials harmful to
plant growth. Clean surface soil of roots, plants, sod, stones, clay lumps and other
extraneous materials harmful to plant growth.
The Contractor shall provide starter fertilizer. Granular or pelleted fertilizer
consisting of 50 percent water insoluble nitrogen, phosphorus and potassium.
The Contractor shall Sow seed with spreader or seeding machine. Do not broadcast
or drop seed when wind velocity exceeds 5 mph. Evenly distribute seed by sowing
equal quantities in all areas.
1. Do not use wet seed or seed that is moldy or otherwise damaged.
2. Sow seed at the rate of 60 Lb. per 10,000 sq. ft. of area.
3. Rake seed lightly into top 1/4 inch or topsoil, roll lightly, and water with
fine spray.
4. Renovate existing lawns where damaged by Contractors operations
such as storage of materials or equipment and movement of vehicles.
1. Re-establish lawn where settlement or washouts occur or where
minor regarding is required.
5. Remove topsoil containing foreign materials resulting from
Contractor's operations, including oil drippings, fuel spills, stone,
gravel and other construction materials, and replace with new topsoil.

Remove weeds before seeding. Where weeds are extensive, apply
selective herbicides as required. Do not use pm-emergence herbicides.
Remove waste and foreign materials, including weeds, soil cores,
grass, vegetation & turf and legally dispose of them off Owner's
Property.
Mow, de-thatch, core aerate and rake existing lawn areas disturbed by
construction operations.
Apply soil amendments and initial fertilizers required for establishing
new lawns and mix thoroughly into top 4 inches of existing soil.
Provide new planting soil to fill Iow spots and meet finish grades.
Apply seed and protect with straw mulch as required for new lawns.
Water newly planted areas and keep moist until new lawn is
established.
Under this contract the Contractor shall be required to provide a Satisfactory Seeded
Lawn: At the end of maintenance period, a healthy, uniform, close stand of grass
has been established, free of weeds and surface irregularities, with coverage
exceeding 90 percent over any 10 sq. ft. of area and bare spots not exceeding 5 by 5
inches.
The Contractor shall promptly remove soil and debris created by construction
operations from all site areas.
The Contractor shall Erect barricades and warning signs as required to protect
newly planted areas from traffic. Maintain barricades throughout maintenance
period and remove after lawn is established.
The Contractor shall Remove erosion-control measures after grass establishment
period.

The clearing, grubbing, pruning, trimming, grading, seeding, road
reconstruction & shoulder restoration for Ryder Farm and Park View
Lane within the Orient by the Sea Subdivision, Orient, New York 11957
The Town Board of the Town of Southold will receive bids for furnishing all Labor,
materials and equipment as specified in the bid documents for the restoration of roads &
shoulder areas for Ryder Farm Lane & Park View Lane all in accordance with the
Drawings & Specifications contained herein.
Bids will be received at the office of the Southold Town Clerk, Southold Town Hall, 53095
Main Road, Southold, New York 11971, until
10:00 AM, 25th , Octobe.~__c_r 2007.

This invitation to bid is not an offer and shall in no way bind the Town of Southold to
award a contract for performance of the project. Should the Town of Southold decide to
award a contract, it shall be awarded to the lowest responsible bidder.
The Town of Southold reserves the right to waive any informality, and to reject any or all
bids, and to retain bids for 45 days from the date of receipt. The CONTRACTOR SHALL
NOT withdraw his bid during this period.

THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2007-626 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON
JULY 17, 2007:
WHEREAS a written petition was duly filed on April 20, 2007 pursuant to New York State
Town Law Section 200 for the improvement of highways in the hamlet of Orient, Town of
Southold known as Ryder Farm Lane and Park View Lane and designated on a map known as
"Map of Orient by the Sea, Section 3" filed in the Suffolk County Clerk's Office on the 16th day
of October, 1974 as Map No. 7703 and further designated as SCTM# 1000-15-5-25.3; and
WHEREAS said petition has been duly signed by the owners of real estate owning at least one-
half of the entire frontage or bounds on both sides of said highways and it further duly appears
that the petition was also signed by resident owners owning not less than one half of the frontage
owned by resident owners residing in or along such highways; and
WHEREAS such petition was duly acknowledged by all the signers thereof in the same manner
as a deed to be recorded; and
WHEREAS the maximum amount proposed to be expended for the improvement of said
highways as stated in the petition is the sum of 180,000 to be paid as follows:
30,000 to be paid by Petitioners
60,000 to be paid by County of Suffolk
90,000 to be paid by Town of Southold; and
WHEREAS the Town Board of the Town of Southold held a public hearing at the Southold
Town Hall, 53095 Main Road, Southold, N.Y. on the 5th day of June at 7:45 p.m., for the
purposes of considering said petition and hearing all persons interested in the subject; and
WHEREAS notice of said public hearing was duly published and posted as required by law; and

NOW, THEREFORE, after such hearing and upon the evidence given thereat, and pursuant to
Section 200 of the Town Law of the State of New York, it is hereby
RESOLVED that this Board does hereby determine that it is in the public interest to make the
improvements petitioned for, to wit: The construction or repair and paving of such roads,
clearing of brush and culverts and other improvements necessary for proper drainage; and that
such improvements will be funded as set forth in the petition; and it is further
RESOLVED that the Town Board shall commission a survey to be done of said highways and
establish the lines and grades thereof and such survey and a profile of the grade shall be filed in
the Town Clerk's Office, and such cost shall be made a part of the project; and it is further
RESOLVED that the Town of Southold Office of Engineering shall prepare definite plans and
specifications and make a careful estimate for the performance of the work; and it is further
RESOLVED that upon completion of the aforesaid plans and specifications, the Superintendant
of Highways may perform such work or part thereof and/or the Town shall advertise for sealed
bids for furnishing all or part of the labor, materials and equipment for the construction or repair
of such highways and drainage as set forth in the petition; and the cost thereof shall be deemed a
part of the expense of the improvement; and it is further
RESOLVED that upon award of the bid and completion of the improvements to the satisfaction
of the Superintendant of Highways and the office of Engineering, the Town will accept
dedication of the roads known as Ryder Farm Lane and Park View Lane.
