Marty Flatley, Jamie Richter, Kfisty Winser, Planning Dept. Approval of October 27 Meeting Minutes: The Minutes of the October 27 meeting, prepared by Capt. Hatley, . received unanimous appmvai. EETC Update: The EETC met October 16 to discuss a memorandum from the Volpe Center team which provided an oveiview of the proposed rail-bus network and suggested the structure of the ,'concept of operations" document which TAG will study and comment on. EETC met again on November 17 to discuss the feasibility study updates and review the timetable for the next steps, wMch will include the Phase II alternative solutions. They expect to meet again on December 10 if the Volpe report is ready. Supervisor Requests: Draft of memorandum to Supervisor Russell and the Town Board: Tom Fox drafted a memorandum to suggest that the resources of the Transportation Commission are not always well utilized by the Town Board and/or the Supervisor. There appears to be a lack of communication among these entities, resulting in missed opportunities. The memorandum will not be sent until Neb has approved it. Input from the Commission is welcome. Commuter Choice Program: During the October 27 Commission meeting, Long Island Transportation Management, Inc. (LITM) gave a presentation about making commuting to work more efficient. Several of the ideas showed promise for Southold Town and the Commission recommended that LITM be invited to do a presentation for the Town Board. Supervisor's Request to Open a Tee Lane in the Praity Lane Community of Cutchogue: The Commission reviewed this request and Neb prepared a memo to the Supervisor on November 17 stating, to summarize, that it is physically possible to develop this lane, the residents of the Praity Lane Community would need to provide funding and meet minimum standard of Highway Specifications, some individual properties would be affected by the 25' easements, and finally, one individual property owner (Lee J. Martin) would bear the largest burden of providing easements and he did not sign the petition. New Site Proposed for 7/11 in Mattituck: This new 7/11 is proposed for the comer of Factory and Main Road in Matfituck. It is presently the site of a gas station which has already proposed a car-wash and convenience store on the site. With this proposal, the gas station would be removed. The Commission suggests that there be no parking on the frontage, beautification/landscaping along the frontage, redesign of the corner radius at Factory and the Main Road to improve traffic movement - paid for by the owner, no exit onto Main Road, all subject to DOT approval. Current Transportation Issues - lJ_odates: Hamlet Transportation Enhancement Program (TEP): Commission received encouraging news about TEP funding. It looks like we have a good chance. The final decision will be out in December or January. Southold/Greenport Bus Shelters: Permits are in from DOT, so contractors can resume work. Town Orientation/Interpretive Signage Project- RBA Update: Received from Steve Normand of the RBA group a revised logo. It's not quite what Jamie wanted. Neb will emall it to us. }Iarbes Winery: The project seems to be on hold. Cutchogue Heritage Project: The project is still on hold. A new DEIS is being reviewed. Five Towns Rural Transit:' There was nothing new to report beyond what was covered during the EETC discussion. Old Business: Shizen. formerly known as Oki-Doh: Neb received an email from Heather Lanza saying that the Planning Board is taking another look at the project. Heather thinks the traffic element won't change too much~ The Commission is concerned about the number of parking spaces for restaurant guests, guests in the facility and employees. We will discuss this in December. There is a 90 day requirement to respond. Champlain Street in Greenport - parking from the gas station is still a problem in spite of the "No Parking" signs. The Town Board hasn't acted. Greenpo~t Bus Shelters - Is the Village Board aware that the Village must maintain the shelter? Neb asked Teresa Taylor to ask Mayor Nyce to write a letter confirming their understanding on this subject. Greenport Signage- Did Greenport Village Board discuss placement of informational signs? Teresa reported that they want a Kiosk and will put it by the gazebo. They do not want new signage at the approaches to Greenport. Neb wants a letter from Mayor Nyce explaining this. Railroad Bridge on Rte 25 - The bridge may be finished by July or the fail. The two bridge supports are nearly completed. New Business: Jamie reported that the Army Corps of Engineers is looking into beach erosion at homes near the Sound View Restaurant. Also, regarding the sea wall on the causeway in Orient, there is a proposal to extend the sea wall about 100 feet and then add stone, but there are no formal plans yet and no funding.
