Down's Farm Preserve
A meeting of the Southold Town Conservation Advisory Council was held Wed., May 13,
2009 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 4:30 PM.
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder was asked by the Supervisor to review the charter and set goals for
the year. Chairman Wilder requested the council members review the charter and forward
to him any ideas for future projects, such as the mooring inventory. Member Jack
McGreevy suggested the council support the ideas and goals of the stakeholders,
specifically the Mattituck Stakeholders, and the Mattituck Creek drainage project at the
end of Love Lane.

Several members expressed frustration with the lack of response from the Town Board.
For example, numerous memos have been sent to the Town Board and there is typically
no response or comment. Trustee Dave Bergen suggested meeting with the Town Board
at a worksession to review any concerns, projects, suggestions, etc. He also commented
that there should be a liaison from the Town Board.
REPORTS
Member Peter Young is preparing for the mooring/stake inventory. He will contact the
Trustees' office and get copies of the maps and lists of permitted stakes.
NEW BUSINESS
InterViews for the CAC vacancy have been scheduled for Mon., May 18th at 3:00 PM in the
Town Hall Conference Room. The Town Board requested one CAC member attend and
James Eckert volunteered to represent the CAC at the interViews.
Member Doug Hardy distributed his findings on the definition of a Iow-sill bulkhead and
will forward a copy to the Board of Trustees.
APPROVAL OF MINUTES
Moved by James Eckert, seconded by Peter Young, to Approve the Minutes of April 15,
2009.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by James Eckert, seconded by Don Wilder, it was
RESOLVED to SUPPORT the Wetland Permit application of CHRIS CYPRUS to construct
additions to the existing dwelling.
Located: 1100 Sound Beach Dr., Mattituck. SCTM#99-1-4.2

The CAC Supports the application with the Condition gutters and drywell are installed to
contain the roof run-off and the existing non-turf areas are maintained.

Moved by James Eckert, seconded by Don Wilder, it was
RESOLVED to SUPPORT the Wetland Permit application of NEW SUFFOLK FISHING
STATION, INC. to construct a 4'X 20' ramp onto a 4'X 220' fixed dock section continuing
with a 6'X 100' fixed dock section at the offshore end.

The CAC Supports the application with the following Conditions:
· Gutters and drywells are installed on the building;
· A swale is installed high enough to bring the run-off back to the
property; and
· The seaward end of the dock is shortened by 60', which will bring it in
line with the existing structure to the south.

FISHERS ISLAND DEVELOPMENT CORP. to clear and remove vegetation in a 30'X
450' area, excavate a 15'X 450' area to a depth of-l' and remove any topsoil or
unsuitable subsoil and install a 15'X 450' stone driveway. Excavated soils shall be used to
re-establish any disturbed slopes along the proposed drive. Any excess soils shall be
trucked off site. The proposed drive shall have a 1' compacted bank run gravel base with
a 4" compacted native brown processed stone. All disturbed slopes shall be Ioamed and
seeded.

The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the Wetland Permit application of JAMES R. RICH, JR. to
dredge an underwater area measuring 12'X 36' along the eastern side of the existing dock
structure to a depth of 3' below apparent iow water (allowing for a 1' "over-cut"), and as a
ten-year maintenance dredging permit.

RESOLVED to SUPPORT the Wetland Permit application of ESTATE OF EILEEN O.
GOLDNER to construct a two-story, one-family dwelling with attached deck and steps;
install drainage system of drywells; and establish a 50' non-disturbance/non-fertilization
buffer adjacent to tidal wetland boundary.

The CAC Supports the application with the Condition the two large Maple trees located in
the front of the property are maintained.

Moved by Jack McGreevy, seconded by Peter Young, it was
RESOLVED to SUPPORT the Wetland Permit application of PHILIP & JENNIFER
STANTON to reconstruct (in-place and raised to 30" above AHVV) existing fixed dock,
consisting of 6'X 15' walk, 6'X 4' stairs, and 6'X 69' fixed pier; and replace (in-place)
existing/previously existing 8" dia. tie-off pilings.

The CAC Supports the application with the Condition stairs are installed to allow for public
lateral access and grated material are used on the decking. If the pilings are being
removed/replaced, the CAC recommends the size of the structure complies with the
Wetland Code.

RESOLVED to SUPPORT the Wetland Permit application of HAVEN AVE. REALTY
CORP. to clear up to the Coastal Erosion Hazard Area boundary line, or no closer than
25' landward of the crest of the bluff, for the purpose of improving the parcel with a single-
family dwelling and appurtenances located no closer than 100' from the crest of the bluff.

RESOLVED to SUPPORT the Wetland Permit application of MARK MILLER to remove
selected non-native invasive species and replant bluff with native species of shrubs and
grasses to reduce run-off and erosion; install 8'X 20' bluestone patio and 4' walkways on
crushed gravel base; and construct 4'X 6' wood platform and 4' stairs on seaward side of
existing beach house.

DISCUSSION AND RECOMMENDATIONS OF APPLICATIONS TO AMEND PERMITS
Moved by James Eckert, seconded by Don Wilder, it was
RESOLVED to SUPPORT the application of 2000 BROADWATERS LLC to Amend
Permit #6915 to delete the ramp and float and extend the fixed dock in it's place and add
four (4) piles, two (2) along each side of the dock, to properly secure a boat.

Member Peter Young will attend the next regular meeting of the Board of Trustees
scheduled for Wed., May 20, 2009.
The next meeting of the Conservation Advisory Council has been set for Wed., June 17,
2009 at 4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:00 PM.
