' .......... t SUPERVISOR MURPHY: Number 27 is to appoint a Home Aide. 27.-Moved by Councilman Stoutenburgh, seconded by Justice Edwards, it was RESOLVED that the Town Board of the Town of Southold hereby appoints Ann Kudlinski as a Hom~ Aide, effective September 28, 1987, 20 hours per week, at a salary of $4.50 per hour; said salary to be paid through the Home Aide Program Budqet. 27.-Vote of the~'Town Board: Ayes: Councilman Penny, Councilwoman Cochran, ~ouncil- man Schondebare, Councilman Stoutenburg, Justice Edwards, Supervisor Murphy. SEIPERVISOR MURPHY: And number 28 is to grant a trailer permit. 28.-Moved by Councilman Stoutenburgh, seconded by CouncilWoman Cochran, it was 1 RESOLVED that the application of Northeast Nurseries for a watchman/caretaker ! trailer permit,' for trailer to be located on the south side of Route 48, west of Bridge Lane, Cutchogue, be and hereby is ~lranted for a six (6) month period. 28.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Council- man Schondebare, Councilman Stoutenburg, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 29 is to create a Tree Committee, whose members are hereby charged with the responsibility for drafting a Tree Ordinance in Southold Town, under which ordinance it shall be the committee's responsibility to study, investigate, council and develop and/or update annually, and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of tress and shrubs in'parks, along streets and in other public places. The members of the Tree Committee shall serve without compensation. I offer that resolution. 29.-Moved by Supervisor Murphy, seconded by Councilwoman Cochran, it was RESOLVED that the Town Board of the Town of Southold hereby creates a-new Town committee to be known as the "Tree Committeef, whose members are hereby charg~l with the responsibility of drafting a Tree Ordinance, under which ordinance it shall be the committee's responsibility to study, investigate, council and develop and/or update annually, and administer a written plan for the care, preservation, pruning', planting, replanting, removal or disposition of trees and shrubs in parks, along streets and other public'areas; the members of this Tree Committee shall serve withal compensation. 1 29.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Council- man Schondebare, Councilman Stoutenburg, Justice Edwards, Supervisor Murphy. Dart, Peggy Dow, Alice P. Eckert, Daniel E. Letteriello, Joseph P. Shipman, Chris Talluto, Bonnie J. Urban; whose term of office shall be effective September 22, 1987 through Sept- ember 22, 1988. 30.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Council- man Schondebare, Councilman Stoutenburg, Justice Edwards, Supervisor Murphy. I Offer that resolution. 31.-Moved by Supervisor Murphy, seconded by Councilwoman Cochran, it w~s RESOLVED that the application of Matt-A-Mar Marina for two (2) watchman trailer permits, for trailers to be located on the Matt-A-Mar Marina property, Wickham Avenue, Mattituck, New York, be and hereby are denied. 31.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Council-!~j man Schondebare, Councilman Stoutenburg, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 32 is to advertise for resumes. 32.-Moved by Justice Edwards, seconded by Councilman Stoutenburgh, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs the Town Clerk to advertise for resumes for the provisional position of Ordinance Inspector, at a salary of $23;813.00 per annum. 32.-~ote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Council- man Schondebare, Councilman Stoutenburg, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. · SUPERVISOR MURPHY: Number 33 is to request the New York State DOT to do a speed survey for the purpose of reducing the speed limit on Route 25, east and west of the East CUtchogue School. I offer that resolution. SE.TEMBER 22, 3 3 7 9/22/87 (8) Proposed release of the performance bond for road's and improv~rnents in the subdivision of Sebastians Cove, Section II. This request is being referred to the Highway Committee for review. (9) Letter from Special Attorney Yakaboski comment- ing on a proposal from the Superintendent of Greenport School for a "joint venture" for the construction of tennis courts. Mr. Yakaboski recommends that this should not be considered unless the Board is willing to pursue other similar projects through- out the township. (10} Memorandum from the Chairman of the Board of Appeals, Gerard Goehringer, requesting the appointment of Linda Kowalski as "Clerk of the Board of Appeals." This will be discussed with Special Attorney Yakaboski later in the day. (11) ' Receipt of a Clerk Typist civil service list. Joy~e Wilkins to b~ appointed to the Town Clerk~s Office, remaining applicants to be interviewed for Planning Board office and other town departments. {12) Letter from Fishers Island Conservancy, Inc. submitting a voucher from Bob Wall, who assisted Suffolk County Health Department while on Fishers Island assessing their private water wetls. Board agreed to pay the $240.00 bill. (13) Memorandum from Accountant John Cushman with respect to the Wendy Drive Road Improvement District. This matter will be discussed with Special Attorney Yakaboski. (14) Receipt of application from Matt-A-Mar Marina for two trailer permits [see resolution no. 31 denying). (15) Supervisor Murphy reported that he has received notification that the recently purchased water machines cannot be hooked up to at,the Recreation Center, they must be hooked up to a public water supply, otherwise the monthly testing would cost approximately $400. It was agreed the water machines should be sold, and Councilman Penny suggested G & S Contracting, Mattituck, who are considering a "water store" as part of their'business. EXECUTIVE SESSION 12:25 P.M. - The Board met with Executive Administrator Victor Lessard to discuss personnel. 12:45 P.M. - Recess - lunch. 2:15 P.M. - John Holzapfel, Chairman of the Conservation Advisory Council, met with the Board to discuss the publication of an environmental brochure by the CAC. Mr. Holzapfel requested payment to the members for the services to be performed with respect to the brochure. The Board was not receptive to payment for these services, but suggested he prepare a proposal for same for consideration. ,. -.,. The smaller trailer (23'1 x 8'w x 8'h) is used for summer and winter night watch. The larger trailer (30' x 8'w x 9'h) is presently stripped and has been in the process of being repaired for the past three years. It was part of the purchase of the marina and has been here for seven years that we know of. The large trailer is used for light storage of pool equipment. Bothe trailers have no sanitation, cooking or water systems hooked up and both are mobile. I would appreciate you advising us as to the status of each trailer. Mr. Donald Cocks, agent for Matt-A-Mar Marina stated that he spoke to the Building Department and was told to submit letter and application to the Town Board for special trailer permits. There are two (2) trailers on the property. The smaller trailer 23' x 8' they wish to use as a night watchman/caretaker trailer. The larger trailer 30'x8' was on the property when they purchased it. he thought it had been on the property about 7 years. This larger trailer is being used as a storage shed. Please advise of the status of the larger trailer. If it has been on the property for this period of time and being used as a storage shed, shouldn't the Building Department have a building permit for accessory building for it? If it is not going to be occupied, but used only as a storage shed, why would they have to apply to the Town Board for a special trailer permit? Please advise in writing at your very earliest convenience as they wish to bring this matter before the Town Board on Tuesday, September 22, 1987. Judith T. The larger of the two trailers was never drained out (Water & Septic) and the end result was split pipes and sanitary utilities. This trailer is presently in disrepair, and not practical to repair for habitation. The non-conformity status is lost as far as living quarters. Should this unit be used as a storage facility and was put on property after zoning, than in all probability, it would require a building permit and C.O. for such use or be removed from property. The smaller, of the two, has no utilities hooked to it. This would meet requirements of a watchman trailer and could be moved in a proper location to do just that; watch.
