HomeMy WebLinkAboutLP-08/05/1991August 5, 1991 SOUTHOLD TOWN LAND PRESERVATION COMMITTEE MEETING MINUTES OF AUGUST 5, 1991 Present were: Scott Harris, Supervisor Ruth Oliva, Councilwoman Art Ross, Member Gerald Dennehy, Member Charles Lauer, Member Douglas McGahan, Member John Simicich, Member Bud Cybulski, Member Dick Ryan, Member On Monday, August 5, 1991 the Southold Town Land Preservation Committee held its first meeting. Supervisor, Scott Harris opened the meeting at 7:15 p.m. by welcoming all the members of the newly created Southold Town Land Preservation Committee. Supervisor Harris explained to the committee why the Farmland Preservation Committee and the Open Space Committee were combined and the objectives of the new committee. The first order of the committee was to elect a chairman. Gerry Dennehy made a motion that the committee elect Art Ross as Chairman. This motion was seconded by Bud Cybuiski. All members were in favor. Bud also suggested that there be two co-chairmen. Art proposed that Gerry Dennehy, formerly Chairman of the Farmland Preservation Committee, take primary responsibility for that type of property, and at Bud's suggestion, Dick Ryan undertake review of open space submissions. These assignments were approved by the committee. The monies designated for Farmland Preservation and Open Space would be kept separate. In 1985 a bond in the amount of $1,750,.000 was passed for the purchase of farmland, and in 1987 a bond for $1,750,000 was passed for the purchase of open space. -2- At present there is approximately left in the Farmland Preservation account and ~ in the Open Space account. In the three and a half years that the Open Space Committee has been in exist- ence, there has only been one purchase and that is the Wendy Norris property on Marratooka Lake. $1,000,000 of the Open Space money has been set aside for the purchase of Fort Corchaug together with the County's money. The $outhold Town Land Preservation Committee's expertise will be extremely helpful with Suffolk County's and New York State's acquisition of properties in Southold Town. Gerry told the committee that the Farmland Preservation Committee had a ~ilingto about 350 landowners with 10 acres or more asking them if they would be interested in selling their development rights. Approximately 25 to 30 responded. An appraisal was done on eight and these appraisals were forwarded to the County for purchasing under their Farmland Program. Art and Gerry are planning to see Arthur Kunz, Director of Planning for Suffolk County and find out what the budjet situation is. They will let him know that this committee is still trying very hard to preserve land in Southold Town. The committee discussed the acquistion form sent in by Timothy Coffey of Southold. Gerry Dennehy made a motion to have an appraisal done by Andy Stype on this property. It is located on Route 25 & Richmond Creek, Southold, Tax Map #1000-75-6-7.3 and is approximately 19 acres. Bud Cybulski seconded this motion and the committee voted in favor of recommending to the Town Board that this appraisal be done. There is monies from the 1/4% sales tax for watershed areas that the committee will be asked to look at. Supervisor Harris suggested that it will be interesting for the committee to review the US/UK Stewardship recommendations when they become available.
