Costelto Marine Contracting Corp. on behalf of JOSEPH LICCIARDI & CATHERINE PINO requests a Wetland
Permit to backfill eroded bank areas and regrade as required with clean trucked-in fill. Construct 95' of rock revetment
using 500-I000 lb. rock. Remove remains of existing displaced stairway to beach and construct new stairway in original
location. Located: 50 Cleaves Point Rd., East Marion. SCTM#38-2-31
Tile proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of tile Towu of Southold Town
Code and tbe Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided
on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to us, it is our
recommendation that the proposed action is CONSISTENT with the below LWRP policy standards and therefore is
CONSISTENT with the LWRP.
As the above photos indicate, the bank is subiect to active moderate to severe erosion of the property due to wave
energy deflected from the series of bulkheads to the east of the property. The erosion has resulted in a 20' setback
from the bank (beach) to an existing accessory structure which is seaward of the principal dwelling. Therefore,
measures to mitigate the erosion are necessary in consideration of the following policies.
Policy Standards
4.1 Minimize losses of human life and structures from flooding and erosion hazards.

2. Vegetative approaches to controlling erosion are not effective.
Site inspection indicates that erosion of the properly is moderate to severe and vegetative
approaches would not work effectively without integration of minimal structure to stabilize
the lower elevations of the eroded bank.
5. The proposed hard structural erosion protection measures are:
a. limited to the minimmn scale necessary
b. based on sound engineering practices
6. Practical vegetative methods have been included in the project design and implementation.
If the action is approved the following best management practice (BMP) is recommended:
1) It is recommended thai a non-turf buffer (minimum 10 feet in width, comprising of native shrubs),
be required landward of the rock revetment to provide further soil (bank) stabilization.
The BMP recommended above will further advance policy standard 4.1 Minimize losses of human life and
structures from flooding and erosion hazards.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written
determination regarding the consistency of the proposed action.

Our proposal will be consistent with the surrounding properties. The adjacent properLy is
bulkheaded. There will have no impact on open space or compromise the infrastructure of the Town
of Southold. The rock revetment will be approximately 20' from the mean high water mark.
Protecting the bank from further erosion will maintain a stable and safe area for the property owners
to access the beach area and water.
Policy 2
Preserve historic resources of the Town of Southold.
Our proposal will have no impact on the histodc resource of the Town of Southold.
Policy 3
Enhance visual quality and protect scenic resources throughout the Town of Southold.
Our proposal is consistent with the area. The proposed revetment will have minimal impact on the
visual quality or scenic resources of the Town. The rock is more natural appearing than a retaining
wall or bulkhead.

The proposed revetment is an effort to control the erosion on this property. The adjacent property is
bulkheaded allowing the project area vulnerable to scouring. The plac~
