Located: 40 Beechwood Lane, Southold. SCTM#70- 10-62.1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with LWRP policy standards 4.1 and 4.2 and therefore is consistent with the LWRP. The LWRP recommends the use of non-structural erosion control measures such as the proposed action in restoring the natural protective features which have a reasonable probability of managing erosion. 4.1 Minimize losses of human life and structures from flooding and erosion hazards. B. Use vegetative non-structural measures to manage flooding and erosion hazards. L Use vegetative non-structural measures which have a reasonable probability of managingflooding and erosion, based on shoreline characteristics including exposure, geometry, and sediment composition. 2. Use vegetative measures to increase protective capabilities of natural protective features. Discourage clearing of existing, particularly indigenoux vegetation during siting, design, construction and regrading phases of any Furthermore the proposed Bio-Log and vegetative revetment plan will further advance LWRP sub-policy 4.2 by maximizing the protective capabilities of the natural protective features of the shoreline as outlined below. 4.2 Protect and restore natural protective features. B. Maximize the protective capabilities of natural protective features by: 1. avoiding alteration or inteqference with shorelines in a natural condition 2. enhancing existing natural protective features 3. restoring the condition of impaired natural protective features wherever practical 4. using practical vegetative approaches to stabilize natural shoreline features C. The southwestern a'ea will be comprised of a Bio-Log System extending ~6.0' ± along the shoreline (two ~3 lower tiers and one ~13 upper tier), with an overall width of ~.0' ±, seem'ed by wooden stakes (6.0' long). Beneath the Bio-Logs a layer of filter cloth (i.e. Oeo-GridTM) will be installed. An area landward of the Bio- Log System containing 1~0 square feet ± wifi be backfilled with lo.o cubic yards of clean fill obtained from an approved upland source to a maximum depth of ~.o' ±. The resultant grade landward of the Bio-Log System will be vegetated with native plantings: Approximately 7 - 10 specimens of Marsh Elder (Ivafiutesceas) will be installed in a staggered row along the landward edge of the Bio-Log System (~ s.O' o/c), and approximately so - lo0 plugs of Cape American Beach Grass (.4m~hil~ breviligul~a) will be installed in the remaining landward area (~ 1.o' o/c). The southeastern area will be comprised of a Bio-Log System extending 25.o' ± along the shoreline (two ~ lower tiers and one ~1] upper tier), with an overall width of ~.o' ±, secured by wooden stakes (5.0' long). Beneath the Bio-Logs a layer of filter cloth (i.e. Oeo-GridTM) will be installed. An area landward of the Bio- Log System containing SS square feet + will be backfilled with S.O cubic yards of clean fill obtained kom an approved upland source to a maximum depth of ~.o' ±.
