En-Consultants, Inc. on behalf of MICHAEL, GARRETT & TRACEY KOKE request a
Wetland Permit to place over filter cloth on grade along toe of eroding embankment approx. 175
linear ft. of 25 to 150 lb. stone rip-rap. Located: 875 Youngs Ave., Southold. SCTM#63-7-31.1
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the proposed action is INCONSISTENT with the following LVOIP policies and therefore is
INCONSISTENT with the LWRP.
The LWRP sub-policies below recommend the use of non-structural erosion control
measures in restoring the natural protective features which have a reasonable probability of
managing erosion. It is further recommended that an indigenous vegetative planting plan
be implemented in place of the proposed action of approx. 175 linear ft. of 25 to 150 lb.
stone rip-rap.
4.1 Minimize losses of human life and structures from flooding and erosion hazards.
B. Use vegetative non-structural measures to manage flooding and erosion hazards.

Furthermore the vegetative planting erosion control plan will further the above LWRP sub-
policy standards 4.2 (B) 1 through 4 by maximizing the protective capabilities of the natural
protective features of the bank.

2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be explained in detail~ listing both supporting and non-
suooortin~ facts. If an action cannot be certified as consistent with the LWRP policy standards and
