Project Description: To add topsoil and landscape an area approx. 500 sq.ft.,
remove two (2) trees at the flagpole and grind the stumps; add snow fencing to
improve site security; replace travel lift with concrete blocks to improve site
security; and place concrete blocks to prevent vehicular access to interior site
and improve security.
Findings: The project meets all the requirements for issuance of an
Administrative Permit set forth in Chapter 275 of the Southold Town Code. The
issuance of an Administrative Permit allows for the operations as indicated on the
survey last revised March 29, 2009 and received on April 2, 2009.
Inspections: Final inspection.
If the proposed activities do not meet the requirements for issuance of an
Administrative Permit set forth in Chapter 275 of the Southold Town Code, a
Wetland Permit will be required.
This is not a determination from any other agency.

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based
upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to us, it is our recommendation that the proposed action is
EXEMPT pursuant to § 268-3.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing
its written determination regarding the consistency of the proposed action.

Dear Mr. King:
Please accept this addendm to the administrative permit application for the above-noted
site.
We have been advised by our consultants, Maureen Cullinane (Landscape Designer and
consultant to North Fork Audubon) and Anita Wright (Environmental Educator, Group
for the East End), to remove the two trees at the flagpole. These trees (ailanthus altissima
or tree of heaven) are considered invasive; their presence will hinder the proper growth of
the proposed plantings of native species. Accordingly, we would like to remove the trees
and grind the stumps as part of this administrative permit.
A representative of the New Suffolk Waterfront Fund will be present at the meeting if
you have any questions.

Dear Mr. King:
On behalf of the New Suffolk Waterfront Fund, I am writing to request
the issuance of an administrative permit for the above-noted site in
order to perform routine properly maintenance and landscaping
activities, some of which lie within Trustee jurisdiction.
As noted on the attached site plan, the Fund proposes to do the
following:
Add topsoil and plantings at four discrete Ioca'(ions, of which
one lies within Trustee jurisdiction: Qround the flagpole.
o The enclosed plant list contains native species suitable for
the exposed conditions at this site.
Relocate the existing concrete barriers so as to re-define the
areas where parking shall be permitted.
o Approximately 10 barriers will be placed nodh and east of
the terminus of Main Street. The purpose of these
relocations is to improve site security by preventing
vehicular access to the nodhern pad of the site and the
pier.
o An additional 15 barriers will be set back from (and lined-
up parallel to) First Street so as to

The placement of these blocks is outside of Trustee
jurisdiction and is being discussed separately with Peter
Harris, Highway Superintendant, and other town officials.
Place approximately 150 feet of snow fencing perpendicular to
First Street, running more or less parallel to the site's north
boundary, from First Street to the red building (shown as a 1 story
frame garage on the site plan).
o The purpose of the snow fencing is to define the southern-
edge of the nodh parking field which will be used by
boaters renting slips at the marina basin this summer.
o The gravel within this area will be raked to remove ruts and
supplemented with new gravel where needed in order to
provide suitable temporary parking.
o Care will be taken not to disrupt or re-grade the area
around the leaching basin and drain cover which collects
stormwater from First Street and empties out the north
bulkhead.
Since the New Suffolk Waterfront Fund has set a tentative planting
date of May 9th during which volunteers from the community will assist
in the planting effort, we would appreciate the Trustees addressing this
request at its April 22nd meeting.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its ~qio/nifieant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
