SOUTHOLD TOWN LAND PRESERVATION COMMITTEE MEETING
MINUTES
Present were:

Art called the meeting to order at 7:35 p.m. and began the meeting
with the following quote from Margaret Meade: "As a people, we
have developed a life-style that is draining the earth of its priceless
and irreplaceable resources without regard for the future of our
children and people all around the world."
The Minutes of the August 4, 1991 meeting stand as read.
Art requested from John Cushman a summary of expenses and the
balance available for the Open Space Program since the bond was
passed in 1987:

A motion was made by Charlie Lauer, seconded by Bud Cybulski and passed
for payment of Andy Stype's bill for $1,000.00 for the appraisal on the
Timothy Coffey property.
Judge Edwards spoke regarding the Hiram F. Moody farm on Fisher's
Island. He showed on the map exactly where the Moody property was
located next to Isabella Beach and said that the public could walk from
the ferry slip, which is about a mile, and enter through the gate. It was
suggested by the committee to the Judge that perhaps Mr. Moody would
like to sell the development rights (open space). Art raised the question
as to whether the Town would be subject to FIDCO covenants and re-
strictions if the fee were acquired. It was also suggested that Mr. Moody
consider a conservation easement. The Judge will pass on to Mr. Moody
the committee's suggestions.
The committee next discussed the Joseph LaColla Estate parcel. Art said
he had spoken to Mr. Cuddy, who is representing the estate, who believes
that there are 14 buildable acres and 16 acres of wetlands. Art then spoke
with Valerie Scopaz, who suggested that the owners should have a new
survey done, which would be more realistic about the yield. Mr. Cuddy
told Art the owners are most reluctant to pay for a survey. The com-
mittee will discontinue consideration of this land.
Gerry Dennehy went to look at the Cassidy property on Albertson Lane.
The property really isn't in agriculture this year and is not attractive
to farming. It is a combination of residential and industrial zoning. This
property would be more likely to be open space but it is inaccessible. Bud
will check to see if this property has been farmed and will report back to the
committee.
The committee just received copies of the Timothy Coffey appraisal
(Peconic-17 acres). Gerry Dennehy stated that the Farmland Committee
had a request for review of this property. It seems they are interested
in selling the development rights on this property so that they can use
this money to buy more land nearby. The committee will explore this
appraisal more closely before any action is taken.
The committee discussed the Kaplan property in Mattituck. This parcel
is adjacent to the Carey Tank property and is zoned Mil (Marine). This
is not. typical open space. It is more appropriate for marine parkland.
Art will write to Mr. Kaplan letting him know the committee's opinion.
Regarding the Courtenay property in Mattituck., Art will let Mr. Courtenay
know that we will put his application on hold until we see about future
funding through the bond issue.

After reading Mr. Celentano's article in the paper, Art sent him a
Land Preservation application. Art will contact Mr. Celentano and see
if he has a figure in mind before we go any further with his application.
Art will let Mr. Uhl know that we are still keeping his property on our
agenda. It is being leased by the Wickhams as an apple orchard. It is
a very attractive parcel of land, appraised at $486,000.
The committee endorsed the idea of a Farmer's Bill of Rigl~ts, with certain
qualifications.
With no further business to be discussed, the meeting was adjoured at
10:30 p.m.
